Evaluating Impacts Of Development Programs On Female Education In Afghanistan, Ahmad Shah Mobariz

This dissertation evaluates the effects of three development interventions on female education in Afghanistan: 1) effects of foreign military withdrawal on females’ demand for higher education; 2) impacts of PEZAK, a community-driven university entrance preparation, on student enrollment and performance in tertiary education; and 3) long-term effects of National Solidarity Program (NSP), that established gender-balanced local development councils, on female enrollment. Foreign military withdrawal increased female participation in higher education by 0.3 percentage points from a base value of 0.05 percent participation per capita. The PEZAK increased test scores by 0.17 standard deviations and had a positiveeffect on enrollment in …

Investing In Our Future: A State-Level Analysis Of The Relationship Between Education Funding And Economic Growth, Corinna Campbell-Green

This research paper aims to investigate associations between education investments and economic growth on the state level. These relationships are measured in terms of two dependent variables: state gross domestic product output and cumulative personal incomes by state. These dependent variables, or indicators of economic growth were selected from previous supportive literature. The present study analyzes publicly available aggregate school finance data reports and aggregate GDP output reports for the year of 2018. Two hypotheses were tested to assess these associations. Differences in human capital explain approximately one-half of the productivity variation across countries. Therefore, we need to understand drivers of human capital accumulation in order to design successful development policies. My dissertation studies formation and use of human capital with emphasis on its less tangible forms, including skills, abilities and know-how.

The first chapter of my dissertation explores the effects of occupational and educational barriers on human capital stock and aggregate productivity. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns.
