Pursuing Antiracist Public Policy Education: An Example Connecting The Racist History Of Housing Policy To Contemporary Inequity, Craig W. Carpenter, Tyler Augst, Harmony Fierke-Gmazel, Bradley Neumann, Richard Wooten
The Journal of Extension
We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.

Gaurav Vasisht served as assistant counsel, banking and financial services, to the governor of New York during the Global Financial Crisis of 2007–2009 (GFC). In his role, Vasisht set the governor’s agenda for banking and financial policy and oversaw the regulatory and legislative priorities of the state banking and insurance departments. Vasisht played a pivotal role in developing and drafting consumer protection legislation, particularly as it related to housing foreclosures at the time of the crisis. This Lessons Learned is based on an interview with Vasisht that occurred on September 27, 2019.

The Federal Transit Administration (FTA) is a branch of the U.S. Department of Transportation that administers federal funds and provides technical assistance for the support of locally operated public transit systems. MARTA / Atlanta metro area are part of FTA Region IV (the Southeast). FTA would be involved, for instance, in financing the federal grant monies discussed above. But actual regulation of operations (i.e., what MARTA does each day, or what MARTA will plan to do regionally) is more closely regulated by Georgia agencies.
Until recently, the Atlanta metropolitan area had no powerful central agency to coordinate regional transit. The …

Malthus Was Right After All: Poor Relief And Birth Rates In Southeastern England, George R. Boyer

The payment of child allowances to laborers with large families was widespread in early nineteenth-century England. This paper tests Thomas Malthus's hypothesis that child allowances caused the birth rate to increase. A cross-sectional regression model is estimated to explain variations in birth rates across parishes in 1826-30. Birth rates are found to be related to child allowances, income, and the availability of housing, as Malthus contended. The paper concludes by examining the role played by the adoption of child allowances after 1795 in the fertility increase of the early nineteenth century.

This report explores the town of Boxford, Massachusetts. Boxford is a unique rural community in the Merrimack Valley and the Boston metropolitan area. It has no traffic lights, sidewalks or signs, and very few streetlights, or commercial or industrial activity. Because of its 50-year old 2-acre zoning and close proximity to Boston, which contribute to its high housing costs, this community is out of reach for most Massachusetts residents.

Lawrence, originally a rural farming town, was transformed into a major industrial center when Boston Entrepreneurs developed huge textile mills on the Merrimack River to use the power of its water falls. The mill owners built canals, a dam and reservoir, boarding houses and a machine shop for locomotives, creating one of the first industrial complexes in the country.
