ABSTRACT. Cebula (1999) suggests that the success of California's Proposition 13 and Massachusetts' Proposition 2-1/2 is better judged by their effects on the growth rates of real per capita revenues and expenditures rather than on the te^ek of those variables, which Galles and Sexton (1998) used to evaluate those measures. However, the data shows that virtually all of their effects, relative to the United States as a whole, arose during their implementation periods, and that there is no clear evidence of the "longer term success in terms of reducing the growth rate of real per capita revenues and expenditures" that …

Research on land tenure and use control and the socioeconomic sets of regulations in the agricultural rainfed sub sector of Sudan, come to focus for many reasons. Anthropogenic pressure, expanding animal population and migration led to accelerated impacts on both the ecological systems and land yields. Conflicts between governmental regulations and indigenous rules contribute to generate inconsistencies on who have the right to till the land and hence own it. With such transformation logically, more intensive commercial farming took place and land intake exponentially increased. The market transition in Eastern Europe and the former Soviet Union brings us back to essential issues that Marx and Weber addressed: the genesis of capitalism and the process of economic change. What is the transition and what does it involve - restructuring incentives, creating new laws, learning new culture, or creating new power structures? The answer partially depends on the particular transition (initial conditions, targets, actors' perceptions); but necessary general frameworks remain elusive, and current economic policies and analyses reveal that we understand little more about economic change than a century ago. This paper provides an account of the complex changes taking place within New England in the years from 1880 to 1940. After 1880, technological changes and market shifts undermined the sources of comparative advantage that had promoted the concentration of textile and footwear production within the region and propelled regional economic growth. Despite the decline of these industries after 1880, New England's history after 1880 can hardly be characterized as one of economic decline. Regional economic growth did slow in the wake of these events, but the impact of this slowdown on living standards was moderated, by market driven adjustments …

This report explores the town of Boxford, Massachusetts. Boxford is a unique rural community in the Merrimack Valley and the Boston metropolitan area. It has no traffic lights, sidewalks or signs, and very few streetlights, or commercial or industrial activity. Because of its 50-year old 2-acre zoning and close proximity to Boston, which contribute to its high housing costs, this community is out of reach for most Massachusetts residents.

This report takes a look at the town of Lawrence, Massachusetts. Lawrence, originally a rural farming town, was transformed into a major industrial center when Boston Entrepreneurs developed huge textile mills on the Merrimack River to use the power of its water falls. The mill owners built canals, a dam and reservoir, boarding houses and a machine shop for locomotives, creating one of the first industrial complexes in the country.

North Andover, Massachusetts lies along the banks of the Merrimack River and is surrounded by the Towns of Methuen, Haverhill, Boxford, Andover, Middleton, North Reading, and the City of Lawrence. The settlement of the town began in 1640 and was incorporated as Andover in 1646. North Andover is governed by an open Town Meeting form of government, a five-member Board of Selectmen and a Town Manager pursuant to a Home Rule Charter that went into effect in 1986.

This study analyzes the entrepreneurial estate-building activities of three generations of the Tayloe family of Virginia from the 1710s to the 1820s. The three John Tayloes were model planter-businessmen---that is, they combined mixed commercial agriculture with a variety of business enterprises in an effort to secure long-term financial security and social status for themselves and their heirs. This diversified approach to plantation management characterized early Virginia's "culture of progress"---an early American business culture interpreted in many different ways throughout the colonies (and later the states) that had the pursuit of a better life as its organizing premise.;The Tayloes were not …
