The soccer referee stands in for a judge. Soccer’s Video Assistant Referee (“VAR”) system stands in for algorithms that augment human deciders. Fair play stands in for justice. They are combined and set in a polycentric system of governance, with implications for designing, administering, and assessing human-machine combinations.

Access to information resources and publicly-funded research outcomes have been considered in Europe during the last decade. Open access practice became part of the European institutions’ agenda since 2006 within the final report of the European Research Advisory Board. The Lisbon Treaty (2007) explicitly confirmed the European Union’s commitment to free circulation of scientific knowledge (Article 179 TFEU) and the dissemination of research results (Article 183 TFEU). In this regard, the Horizon 2020 program illustrates the importance of open access policy towards further dissemination of scientific information. This investigation aimed to describe the construction of the social movement for health demands in the frame of the social outbreak in Chile in October 2019. In addition to identifying the main health demands of this movement, it also had a focus on understanding the role of social organizations in the construction of the movement and placing it within the broader socio-political movement that arises from the social outbreak. Open source and modular platforms represent two powerful conceptual paradigms that have fundamentally transformed the software industry. While generally regarded complementary, the freedom inherent in open source rests in uneasy tension with the strict structural requirements required by modularity theory. In particular, third party providers can produce noncompliant components, and excessive experimentation can fragment the platform in ways that reduce its economic benefits for end users and app providers and force app providers to spend resources customizing their code for each variant. The Size And Development Of The Shadow Economy: An Empirical Investigation From States Of India, Kausik Chaudhuri, Friedrich Schneider, Sumana Chattopadhyay

Using the state level data from India, this paper investigates the size of the hidden economy in Indian states over the period 1974/75 to 1995/96. Our analysis has shown that after liberalization of the Indian economy in 1991/92, the growth in the size of the hidden economy has decreased on an average. Our results show that the growth in the size of the hidden economy is approximately 4% less in scheduled election years than in all other years. We also demonstrate that the growth is significantly lower in those states where the coalition government is in power. An increased growth …

The appropriate scales for science, management, and decision making cannot be unambiguously derived from physical characteristics of water resources. Scales are a joint product of social and biophysical processes. The politics-of-scale metaphor has been helpful in drawing attention to the ways in which scale choices are constrained overtly by politics, and more subtly by choices of technologies, institutional designs, and measurements. In doing so, however, the scale metaphor has been stretched to cover a lot of different spatial relationships.
