Eruption Of Protests Around The Globe In 2019 Could Be The New Norm, Tan K. B. Eugene

In a commentary, SMU Associate Professor of Law Eugene Tan discussed the key lessons gleaned from protests around the globe in 2019 and what they say about governance today. He noted that while taking to the streets in protest is not new, this year’s unrest in at least 18 countries in different corners of the world is characterised by the breadth and intensity of the protests. Assoc Prof Tan opined that this year’s protests may well presage a new era of political and societal conflict and protests as a norm.

Political containers frame opinions. They play a formative role in establishing the terms ofinterpretation, in distinguishing between assent and dissent, and in determining the extent towhich dissent is publicly tolerated. Whilst it is by now widely acknowledged that the powerand influence of political containers has been relativised by interconnection, the effects ofmoving within and between containers – and thus mediating between different framings ofopinion – is undertheorised. Also, the enabling role of digital media in disseminating dissent,and in bringing about disproportionate reach and impact, remains understudied. The rhetoric of then U.S. President‐elect Donald Trump and Philippines' President Rodrigo Duterte had triggered a shift in global political discourse (Greene, 2016). This study examines their responses on three similar crises: disrespectful remarks towards women, associations with controversial political figures, and remarks threatening geopolitical relations. Data from prestige publications, Washington Post (U.S.) and the Philippine Daily Inquirer, were analyzed during the acute stage of each crisis. Findings showed that both men employed confusing strategy combinations in their crisis responses.
