There, citizen-initiated media blogs did have an impact, especially now that users can post moblogs - images, text and video from their camera phones - instantly to the internet. This immediacy brings a new complication to the agenda-setting efforts of politicians and their media advisers. The Indian television system is one of the most extensive systems in the world. Terrestrial broadcasting, which has been the sole preserve of the government, provides television coverage to over 90% of India's 900 million people. By the end of 1996 nearly 50 million households had television sets. International satellite broadcasting, introduced in 1991, has swept across the country because of the rapid proliferation of small scale cable systems. For this project, we assemble a new dataset consisting of more than 25,000 residential and business broadband plans from all OECD countries from 2007–2009. We explore three issues: the relationship between plan components—such as metering—and consumer prices, price changes over time, and how broadband prices vary across countries.

This paper, part 2 of the project, studies prices and price changes over time in the United States and other OECD countries. We find that residential prices in the U.S. remained fairly stable overall in this time period for both standalone and triple play (voice, video, and data) plans, though prices for …

This paper investigates discourse about race on the Japanese Internet, particularly regarding resident Koreans and their relationship to the Japanese. One board relating to arguments about Korea on the notorious ‘Channel 2’ BBS, Japan’s most visited Internet site, is investigated, since it is one of the main public forums in which racial vilification takes place, perpetrated by both Japanese and Korean posters. This paper describes an activity being undertaken by researchers involved in the AUTC funded Project: Information and Communication Technologies and Their Role in Flexible Learning. The project is seeking to investigate and develop generic and reusable frameworks for the provision of technology-enhanced high quality learning experiences in higher education. To achieve this, the researchers have been exploring ways to formalise generic descriptions of some learning designs that foster knowledge construction and problem solving. This paper provides a summary of the work that has been undertaken and describes the generic descriptions that have been developed in this process.

In the media education arena, there is some debate about whether media education initiatives should be supported or conducted by media organizations. In view of several notable media education initiatives recently launched by local media organizations in Hong Kong, this study examines the goals and practices of these projects, and discusses their impact on the media literacy movement. Theoretically, this study is built on critical studies of literacy. It argues that the meaning of media literacy cannot be separated from the social institutions in which it is practiced or the social processes by which practitioners acquire it. This article analyses various cyber conflicts and cyber crime incidents attributed to Russian hackers, such as the Estonian and Georgian cyber conflicts and the ‘Climategate hack’. The article argues that Russian hackers were blamed by dozens of outlets for the Climategate hack, because that was consistent with global media coverage of cyber crime incidents which portrayed Russians as highly powerful hackers responsible for many hacking incidents. This narrative also was congruent with the new Cold War rhetoric that consistently takes issue with Russia acting on its geopolitical interests. Computer and video games are big business in Australia, just as they are in many other developed economies. However, Australia is unique among developed states because there is no R18 or 'Adult' rating for computer game content in Australia. The present case study represents a snapshot of a larger national audience study of 1614 homes and 4852 individuals within those homes. The research presents demographic, behavioural and attitudinal data by which the largely functioning ratings system may be judged. Er propagierte schon 1991 in einem visionären Artikel im »Scientific American« den allgegenwärtigen Com- puter, der unsichtbar und unaufdringlich den Menschen bei seinen Tätigkeiten unterstützt und ihn von lästigen Routineaufgaben weitestgehend befreit. Der Computer als sichtbares Gerät sollte nach Weisers Auffassung verschwinden, dessen informationsverarbeitende Funktionalität aber überall verfügbar sein. Heute scheinen wir auf dem Weg dahin schon weit vorangekommen zu sein.
