Food pantries are an essential resource for impoverished and food insecure communities. Washington County, Arkansas has a food insecurity rate of 14.3% as compared to the national average of 10.9% (Feeding America, 2019). The Northwest Arkansas Food Bank has a robust pantry network in Washington County to support families and individuals who struggle with food insecurity.

We conducted a spatiotemporal analysis of food pantry accessibility in Washington County, Arkansas to evaluate the effectiveness of the food pantry network in Washington County at supporting communities with the most need. The Double Your Dollar (DYD) Program is a program that gives Supplemental Nutrition Assistance Program (SNAP) beneficiaries and Senior Farmers’ Market Nutrition Program (SFMNP) participants match dollars to spend at local farmers markets. Users are able to spend these dollars on fruits, vegetables, eggs, meats, dairy, jam/jelly, honey and food producing plants. DYD’s goal is to incentivize healthy eating among individuals of low income, promote local purchases, and increase spending at farmers markets. For more than forty years, the United States Department of Agriculture Supplemental Nutrition Assistance Program (SNAP; formerly Food Stamps) has offered nutrition assistance to nearly forty million eligible individuals and families each month. This article first provides a brief overview of the evolution of the United States’ largest domestic food security and nutrition safety net program. Then, the article reviews Congressional actions taken regarding SNAP during the 2018 Farm Bill deliberations, appropriations for fiscal years 2017 through 2020, and oversight (in)activities. This project utilized a mixed-method needs assessment approach to urban agriculture in Arkansas, a predominately-rural state. Chapter II was a qualitative study, using semi-structured, in-depth interviews, that investigated the perceptions, needs, and experiences of Arkansas urban farmers and their interactions with the University of Arkansas Division of Agriculture Cooperative Extension Service (CES). Interviews were conducted with 16 urban farmers in Northwest and Central Arkansas. The interview data revealed individualized needs based on the size, years in operation, and mission of each urban farmer interviewed. Mozambique, like many other parts of the low-income world, faces perennial challenges with food security. With a rapidly growing population and arable land on the decline, sustainable agriculture is vital to managing the already depleted natural resources of Sub-Saharan Africa more effectively while increasing food security.
