Working Lands Agri-Environmental Policy Options And Issues For The Next U.S. Farm Bill, Thomas Dobbs

U.S. farm legislation is due to be updated in 2007, to become effective with the 2008 crop year. Major questions surround the role of environmental or conservation provisions in the new Federal farm bill. In this paper, I first present some background on the evolution of U.S. 'agri-environmental policies'-policies encompassing conservation of agriculture's natural resources and agriculture's impact on the environment. I follow that with a brief discussion of the concept of' multifunctionality' in agriculture, a concept that increasingly is driving discussions of agri-environmental policy options in Europe and the U.S. The subsequent section of the paper contains discussion of …

The growing dependence of the state and local economy and the farm sector on Federal farm program payments is highlighted in this South Dakota case study. The concentration and distribution of farm program payments to recipients at the county, regional and state level from 1996 - 2001 is examined. Reasons for and implications of growing inequality of farm program payments are discussed.

Selected Economic Implications And Policy Aspects Of Agricultural Biotechnology, Evert Van Der Sluis, Matthew Diersen, Thomas Dobbs

The paper provides an overview of the types of economic costs, benefits, and risks involved with agricultural biotechnology at the farm level, at the market level, and for the farm and food system as a whole. Both advantages and disadvantages of agricultural biotechnology are discussed. Among the drivers of the US domestic and international consumer demand for transgenic crop products discussed in the paper are environmental and food safety concerns. A comparison is made between a 'science-based' regulatory framework and a policy based on the precautionary principle. The Federal Agricultural Improvement and Reform Act (FAIR) Act of 1996, popularly known as "Freedom to Farm", represented a fundamental shift in the primary policy mechanism for supporting farm incomes in the United States (U.S.). Crop-specific "deficiency payments" were replaced by "production flexibility contract payments", scheduled to run through the year 2002 and, presumably, then terminate. The total amount available for contract payments nationwide started at $5.6 billion in fiscal year (FY) 1996, was to reach $5.8 billion in FY 1998, and was to decline to $4 billion in FY2002 (ERS, 1996, p. 1). The efficacies of farming systems in the United States (U.S.) are increasingly being judged by both environmental and economic sustainability criteria. Taxpayers are becoming more insistent that agricultural production systems be compatible with environmental goals; the 1985 Food Security Act and the pending 1990 Federal farm bill place environmental constraints on farming practices as conditions for receiving farm program benefits. Farmers themselves are increasingly concerned about the environmental consequences of particular farming practices which have become "conventional" over the past 30 to 40 years. The practices and views regarding farm policy of more than twenty low-input/sustainable farmers in South Dakota are reported in this paper. First, the source of information for this paper is briefly described. Then, the farmers' participation in Federal commodity programs and their views on Federal farm program conservation compliance provisions are presented. Subsequently, the farmers' views on desired changes in Federal farm programs and on desired State and local government actions to promote sustainable agriculture are reported. Plans for SDSU sustainable agriculture policy analyses are briefly indicated at the end of the paper.
