Travel time reliability is a key metric of interest to practitioners and researchers because it affects travel choice and the economic competitiveness of urban areas. This research focuses on three travel time reliability metrics – buffer index, modified buffer index, and the relative width of travel time distributions. Performance metrics have typically focused at two main scales: a microscopic scale that focuses on specific locations, time-periods, and trips; and, a macroscopic scale that averages metrics over longer times, entire routes, and networks. When applied to entire transit systems, microscopic methodologies often have computational limitations while macroscopic methodologies ascribe artificial uniformity to non-uniform analysis areas. These limitations highlight the need for a middle approach.

In recent years, the importance of travel time reliability has become equally important as average travel time. However, the majority focus of travel time research is average travel time or travel time reliability on freeways. In addition, the identification of specific factors (i.e., peak hours, nighttime hours, etc.) and their effects on average travel time and travel time variability are often unknown. Differences across communities, along with much higher cycling rates observed in other places around the world, indicates large potential bicycling demand for daily travel in the US. Congestion and travel delay on urban roadways can influence operating costs and service attractiveness. This research uses high resolution bus data to examine sources of delay on urban arterials. A set of tools was created to help visualize trends in bus behavior and movement; this allowed larger traffic trends to be visualized along urban corridors and urban streets. By using buses as probes and examining aggregated bus behavior, contoured speed plots can be used to understand the behavior of roadways outside the zone of influence of bus stops. As congestion worsens, the importance of rigorous methodologies to estimate travel-time reliability increases. Exploiting fine-granularity transit GPS data, this research proposes a novel method to estimate travel-time percentiles and confidence intervals. Novel transit reliability measures based on travel-time percentiles are proposed to identify and rank low-performance hotspots; the proposed reliability measures can be utilized to distinguish peak-hour low performance from whole-day low performance. As a case study, the methodology is applied to a bus transit corridor in Portland, Oregon. Time-space speed profiles, heatmaps, and visualizations are employed to highlight sections and intersections with high travel-time variability and transit low performance. …

Transit travel time, operating speed and reliability all influence service attractiveness, operating cost and system efficiency. These metrics have a long-term impact on system effectiveness through a change in ridership. As part of its bus dispatch system (BDS), the Tri-County Metropolitan Transportation District of Oregon (TriMet) has been archiving automatic vehicle location (AVL) and automatic passenger count (APC) data for all bus trips at the stop level since 1997. In 2014, a new and higher-resolution bus AVL data collection system was fully implemented.

Existing data collection methods are mostly designed for videos captured by stationary cameras and are not designed to follow cyclists along a route or to integrate other sensor data. Despite its importance, temporal measures of accessibility are rarely used in transit research or practice. This is primarily due to the inherent difficulty and complexity in computing time-based accessibility metrics. Estimating origin-to-destination travel times that include the “last mile” of travel between the transit network and actual start and endpoints of the trip is technically difficult. The US 101 Corridor Mobility Master Plan in San Luis Obispo was a two-year planning effort that evaluated the 70 mile corridor on 12 performance measures. This collaborative effort was led by the San Luis Obispo Council of Governments (SLOCOG).

Performance based planning is becoming more important for agencies receiving State and Federal funding. Smaller, rural regional agencies will have to find ways to collect, report, and use performance metrics with limited resources. SLOCOG's first performance-based planning effort was the US 101 Corridor Mobility Master Plan, funded through a State grant.

In this thesis we study the travel time problem based on the known traffic density model. Using the conservation law, we model the travel time function by a boundary value problem of a non homogeneous linear hyperbolic equation. The equation is transformed into an initial value hyperbolic equation, and the well-posedness of the problem is discussed. The mathematical analysis for both density and travel problems are given. We also derive the analytic solutions for several special cases of traffic density. Numerical schemes are proposed for solving for travel time problem. Arterial Performance Measurement and Monitoring is one of the leading goals of any transportation agency. The complexity of the differences between performance measures is highlighted and the various data collection methodologies are highlighted. A major performance measure that impacts end users and traffic planners is travel time. This study presents defining a mathematical system for modeling travel time. The modeling in real-time is presented and methods are proposed to evaluate it using vehicle trajectories. Also comparative results are presented between the actual sensor data sets and simulated data to study the effectiveness of the system developed.

The objectives of this research were to retrospectively study the feasibility for using truck transponder data to produce freight corridor performance measures (travel times) and real-time traveler information. To support this analysis, weigh-in-motion data from each of the twenty-two stations in Oregon were assembled, processed, and uploaded in the WIM data archive is housed under the Portland Transportation Archive Listing (PORTAL) umbrella at Portland State University’s Intelligent Transportation Systems Lab. Nearly 42,000,000 truck records were successful uploaded to the archive dating back to July 2005. Two separate algorithms necessary for this research were scripted, tested, and validated. This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. Spreading of the peak is one effect of increased peak-period congestion. Due to peak spreading, the travel-time impact of congestion is mitigated for some travelers, but the inconvenience of traveling at a less-preferred time also has a cost. Alternatively, increases in capacity have their impacts on peak-period congestion mitigated by a narrowing of the peak. This reduces the travel-time savings, but it generates a benefit for those traveling closer to their preferred times.
