This paper presents a systematic, baseline picture of workplace education programs in small and medium-sized businesses (less than 500 employees) in Michigan. Specifically, it addresses why some firms are offering and other firms are not offering workplace education programs, what are the characteristics of the programs being provided, and what are the impacts of these programs on firms and employees. The paper draws upon two data sources. Case studies of 28 Michigan businesses were undertaken between May 1991 and July 1992 and a combination mail/telephone survey of small businesses in Michigan was conducted in early 1992. Very small businesses in Virginia (those with fewer than 10 employees) have been holding their own, but many have found it difficult to grow beyond this size. Very small businesses now account for smaller proportions of total employment and payrolls in Virginia than was true 25 years ago. However, public policy changes can alter this situation.

This article highlights an anomaly. It shows that two tax rules aimed to achieve a similar goal were introduced at the same time. Both meant to be temporary and bring economic stimuli, but received a dramatically different treatment. The less efficient or economically inferior survived. Its superior counterpart did not. The article reviews the reasons for this paradox. It shows that the reason is both political and an agency problem. The article not only enriches an important and ongoing debate that has received much attention in recent years, but also provides important lessons to policymakers.

This quantitative, descriptive study investigated if there was a relationship between countries of residence of small business owners (N = 453) within four countries (Australia, India, UK, and the USA) with respect to perceived barriers to RFID (radio frequency identification) transponders being implanted into humans for employee ID. Participants were asked what they believed were the greatest barriers in instituting chip implants for access control in organizations. Participants had six options from which to select. However, many women-owned businesses are very small and appear to have limited growth capacity. There are few business role models for women in corporate Australia. So how do women break in? Small business owners and small business managers tend to favor different information technology (IT) governance structures. Such differences can lead to ineffective management and control of IT in small businesses. The purpose of this correlational study was to examine the extent and nature of the association between owner-manager separation in small businesses and the structure of IT governance in the businesses. Agency theory formed the theoretical framework of this study. Data were collected using a web-based survey and randomly sampled 3,697 small business owners and managers located in New Jersey and Pennsylvania. Social Responsibility And Altruism In Smalland Medium-Sized Innovative Businesses, Nancy C. Jurik, Ramsi Bodine

This study examines the interview narratives of owners of 73 small and medium-sized businesses from a large metropolitan area located in the southwestern U.S. Our analysis focuses on owner discussions of their motivations and goals for starting and running their own businesses. Our findings reveal three central motivational narrative themes: (1) traditional business-centered success outcomes—a category we refer to as “Business is Business”; (2) owners’ personal and family well-being and fulfillment, labeled as “Business is Personal”; and (3) social responsibility concerns directed toward the betterment of other people and society more generally that we labeled as “Business is Doing Good.” …

The purpose of this paper is to examine collaboration between individuals across organizations. While both for profit and not-for-profit organizations utilize collaborative efforts, the factors that are important for bringing individuals and businesses together for collaboration still remain somewhat unresolved. In this paper, colleague similarity, the quality of pre-existing relationships, and the relative power of the other colleague are all examined for their correlation with the desirability of collaboration with that individual. The goal of this dissertation was to gain an insider perspective of the glass shop industry. A qualitative methodology was employed to gather in depth information from 15 participants who owned glass shops. Through interviews and extensive fieldwork, I was given the opportunity to delve into the work lives of innovative and goal oriented entrepreneurs. My motivation for engaging in this research was to uncover the processes that quasi-legitimate business owners utilized in order to operate under paraphernalia laws, which define the products they sell as illegal. Small businesses are key drivers in the world’s leading economies. Russia on the whole is lagging behind the developed world in terms of small businesses per capita. Entrepreneurship gradually took shape after the collapse of the Soviet Union despite structural challenges. A discourse on small business reform emerged during the presidency of Vladimir Putin. Legislation passed during his tenure illustrates the evolution of reform in specific areas that affect small business. Surveys show that perceived challenges for small businesses have also evolved. As central control recedes, regional and local authorities will ultimately be responsible for the future of small business …

In an exploratory study of the intersection between the worlds of social behavior and personal economics, this experiment will examine the links between political ideology and consumer preference for an ''underdog" business. The stereotypical image of the Mom and Pop comer store is romantic, but when we juxtapose this sentiment with the convenience and predictability of shopping at a giant retailer, it is unclear which store consumers will prefer, and why. The 1990 Clean Air Act Amendments (CAAA) established, in section 507, the Small Business Stationary Source Technical and Environmental Compliance Assistance Program (SBTCP). SBTCPs under the CAAA are designed to provide small stationary air pollution sources with technical and compliance assistance, develop tools and disseminate information, communicate requirements under the Act, and assist small businesses with pollution prevention.
In Kentucky, the compliance and technical assistance program is known as the Kentucky Business Environmental Assistance Program (KBEAP). Do Credit Market Barriers Exist For Minority And Women Entrepreneurs?, Lloyd Blanchard, Bo Zhao, John Yinger

This paper examines whether methodological deficiencies in the literature on discrimination in small business credit markets have a significant impact on the estimation of discrimination and provides a preliminary investigation into the causes of discrimination in these markets. We find substantial, statistically significant evidence of discrimination in loan approval against black-owned and Hispanic-owned businesses in 1998 with additional control variables, with a variety of different specifications, and with a simultaneous model of the application and loan-denial decisions. We also find that discrimination in small business lending may take the form of statistical discrimination, driven by lenders' stereotypes about the ability …

What Makes Small Firms Grow? Finance, Human Capital, Technical Assistance, And The Business Environment In Romania, J. David Brown, John S. Earle, Dana Lup

Although the development of a new private sector is generally considered crucial to economic transition, there has been relatively little empirical research on the determinants of startup firm growth. This paper uses panel data techniques to analyze a survey of 297 new small enterprises in Romania containing detailed information from the startup date through 2001. We find strong evidence that access to external credit increases the growth of both employment and sales. Taxes appear to constrain growth. The data suggest that entrepreneurial skills have little independent effect on growth, once demand conditions are taken into account. The evidence for the …
