This brief serves to fill the information void on the costs of running ambulance services for three population-based service tiers and establishes a minimum access standard for ambulances servicing a 25-minute travel time radius from the ambulance station. The model enables policymakers and community stakeholders to develop strategic plans for the financing and provision of ambulance services. Key Highlights: An expert panel established that ambulances could reasonably serve a maximum 25-minute travel time from the ambulance station that accounts for road conditions. This dissertation assessed the relationship between leadership, accountability, and transparency in basic public rural schools in the Amenfi Central district of Ghana. Over the past decade, leadership, transparency, and accountability measures have addressed developmental failures in the educational sector. However, most of these studies are done in isolation. The problem is that studying the concepts (leadership, accountability, and transparency) in an isolated manner does not provide a holistic examination of the effect of these concepts in the educational sector, especially in basic rural schools. What happens when a foundation invests in community building for the long haul? The Ford Family Foundation, a rural embedded funder in southern Oregon, has made that transition over the past decade. The result is a transformed organization with a 10-year strategic plan focused on helping rural communities build the futures that they want to see — places where children and families can thrive.

Hispanic/Latinx cultural competency is desperately needed in our child welfare system. Hispanic/Latinx is the largest population in the California foster care system, 48.6% of California’s total foster care population (Population Reference Bureau 2021). There is a lack of cultural competency in the workforce available to address their specific mental health needs. A particular need and opportunity for improvement in the foster care system would be a commitment by public providers to make cultural competency a foundational workforce requirement. This thesis explores the existing literature on the culture, values, ideals, and challenges experienced in rural areas. The influence of social and physical barriers on rural life is examined with emphasis placed on evaluating the cultural effects of isolation, the dependency on a community, and local pride and reputation. The existence of mental health therapy resources within these areas is examined to understand why rural residents struggle to receive care and how cultural factors influence help-seeking behaviors. This chartbook begins with a broad overview of ambulance services including common types of organizational structure(s) and workforce and reimbursement issues. The methods section provides our definition of ambulance deserts and describes how ambulance deserts are illustrated in the national and state maps. The results section begins with an overall description of the prevalence of ambulance deserts in rural and urban counties across the 41 states for which data were available at the time, and the variation in the percent of people living in ambulance deserts across the four census regions. Grow Club is a community outreach programming effort that was formed in Oxford, Mississippi in the fall of 2020 by University of Mississippi undergraduate students. The program works towards bringing community members as well as university students and staff together in attempts at alleviating many stressors felt by local community members living in poverty. This written work aims to offer a breakdown of how this program began and the steps taken to recognize a community need, formulate solutions, and work with the community to offer resources.

Previous research has shown that postpartum women with untreated mental health conditions are more likely to fail to manage their own health, have inadequate nutrition, abuse substances, experience abuse, be less responsive to their baby’s needs, have fewer positive interactions with their baby, experience difficulties breastfeeding, and question their abilities as a mother. Rural culture plays a complex role in the transition to motherhood, influencing whether mothers seek out and use resources. Using the 2019-2020 National Health Insurance Survey, researchers at the Maine Rural Health Research Center examined rural-urban differences in affordability of care and cost-saving strategies among working-age adults. Rural adults (18-64) were more likely than their urban counterparts to report problems paying, or being unable to pay, their medical bills. They were also more likely to delay or go without needed care because of the cost. Compared with urban adults, those in rural areas were more likely to engage in prescription drug cost-saving measures such as skipping doses, delaying refills, or taking less medication than prescribed. The term telemental health has become a staple of the modern counselor’s lexicon since the start of the COVID-19 pandemic and has led to a surge of new research and practical information for counselors to engage in effective, socially distanced mental health services. Thailand is one of many countries experiencing changes in the demographics of its population. People are living longer and having fewer children resulting in an increasing percentage of older adults in the general population. This presents a challenge in providing care for older adults, especially in countries where there is a culture of family caregiving. Risk assessment, mitigation, and communication rely on data from multiple sources to form a complete understanding of hazards and how to manage them. Experts can use these data to make informed decisions about the nature and extent of risks and inform the public to protect health, the environment, and economic welfare. This thesis studies whether there is an earnings disparity between urban and rural migrant workers in Vietnam’s urban areas and whether that earnings gap is due to individual characteristics and human capital levels or other unobserved factors. In this paper, urban workers, or urban residents, are workers who have household registration status in the urban cities where they work. On the other hand, rural migrant workers, or rural-to-urban migrants, are defined as workers who live and work in urban cities but have their registered household statuses in other rural areas.
