In the last fifty years, many developing and newly industrialising countries have experienced a rapid expansion of care and education programme for young children. The rapid expansion of these programmes which are often modelled on those from the west, together with new understandings about the nature of children's development, has led to concern that these programmes do not meet the needs of children living in very different social and cultural environments.
