This important piece of legislation, passed by Congress in 1976 following many years of extensive study and debate, directs the activities of the nation's major land manager--the Bureau of Land Management. The FLPMA conference will bring together a distinguished group of experts to review the law itself, to consider the effectiveness with which it has been implemented, and to discuss the key issues which have arisen under its implementation.

The Humane Society of the U.S. (HSUS) wholeheartedly supports the bill and, in fact, worked with the American Horse Protection Association as one of the co-authors of its specific provisions. But to many sectors of the racing industry, the bill is anathema. The committee has been designated as the Comite Ad Hoc pour Ia Protection des Animaux (CAHPA). The Council of Europe, the sponsoring organization, is an institution whose chief goal is the peaceful cooperation of most European countries concerning cultural, economic, and social affairs; expressly excluded are matters of military concern. Outwardly, the issue is a triflepotentially inconvenienced animal research professionals vs. irate citizens who don't want lost pets sold for research. However, on another level, this conflict has imp I ications that reach to the very depths of irrationality- for far from fighting to promote the practice of pound seizure, scientists should be fighting to end it.

My discussion today will cover the development and extension_ of humane activities at the state and local levels. This will include the work of a state federation, a comparison between federations and HSUS branches, and the cooperation in national programs by both-while extending such activities to the grassroots local societies. Whatever authority this speaker can muster on these subjects has been gained essentially, it must be remembered, during his tenure as President of the Indiana Federation of Humane Societies.

Our conclusion from all of this work and study is that not just a small part, but that most of the suffering undergone by laboratory animals in "unnecessary" under the terms of the pain provisions of the Rogers-Javits bill. Granted, it will take some time and effort to bring about the necessary interpretations of these provisions. The Act, when passed, offers us the medium through which to obtain such interpretations.

This unnecessary suffering results mostly from the indifference, and from the inertia and the lack of proper scientific training and technical knowledge, of many of those conducting laboratory animal experiments …

The statements that I shall make in this address are based upon experience gained by me as a lawyer, and as a member of the Ohio House of Representatives. That experience was applied to the successful pioneer attempt to enact the Ohio Rodeo Law of which I was the author and the pilot. Ohio is the first state in which a law has been passed to prohibit certain cruelty practices prevalent in rodeos and thus virtually eliminate them as a medium of public entertainment.

A handwritten letter from Henry M. Fulmer addressed to Alfred L. Shoemaker, dated August 1, 1954. Within, Henry expresses his shock upon hearing news of a group of Amish men being jailed for refusing to allow their children to be educated after the eighth grade. Henry expresses a desire for legislation to be passed with the help of Shoemaker, in ensuring the Amish are exempt from compulsory education.

As indicated by the title, this study presents a history of Federal Legislation against Mormon polygamy prior to 1890 and of certain United States Supreme Court decisions supporting such legislation.
