The Federal Land Policy and Management Act (Summer Conference, June 6-8)
Conference organizers and/or faculty included University of Colorado School of Law professors James N. Corbridge, Lawrence J. MacDonnell, David H. Getches and Charles F. Wilkinson.
This important piece of legislation, passed by Congress in 1976 following many years of extensive study and debate, directs the activities of the nation's major land manager--the Bureau of Land Management. The FLPMA conference will bring together a distinguished group of experts to review the law itself, to consider the effectiveness with which it has been implemented, and to discuss the key issues which have arisen under its implementation.

Achieving A Concensus On Dog Control Strategies: A Brief Primer, D. B. Wilkins

The welfare arguments surrounding dog ownership may not stimulate the same passionate fervor as those relating to the use of animals in experiments, factory farming, or the hunting of live animals with hounds, but nevertheless, they are matters of real concern to most welfare organizations. The most serious problems are caused through irresponsible ownership, which leads to overbreeding and the inevitable consequence of large numbers

Horse Racing And Drug Abuse: Untangling The Issues Involved, Dana Murphy
Equines Collection
Some time during mid-january, hearings on a new bill, intended to stop the misuse of drugs in racehorses, will be held in the U.S. Senate. The Humane Society of the U.S. (HSUS) wholeheartedly supports the bill and, in fact, worked with the American Horse Protection Association as one of the co-authors of its specific provisions. But to many sectors of the racing industry, the bill is anathema. They believe that enactment of this legislation will surely spell financial ruin for the racetracks of America, given the costs that will be entailed in foregoing the alleged benefits of drugs, and in …

History Of Animal Experimentation Control In The U.K., Judith E. Hampson
History Of Animal Experimentation Control In The U.K., Judith E. Hampson
Laws and Legislation Collection
The legislative control of the use of animals in experiments in the UK lies in the Cruelty to Animals Act of 1876. Animal Welfare groups and individuals in Britain have pressed for reform of this law almost since its inception 105 years ago, and the British government has recently agreed to bring this legislation up to date. Any new or amended legislation could have far-reaching implications, both for laboratory animal welfare and upon the scientific community and is therefore of considerable importance both in this country and overseas. No proper appreciation of the problem would be possible without reference to …

Sewer Science & Pound Seizure, Kenneth P. Stoller
Laboratory Experiments Collection
Significant decisions are being made in the City and County of Los Angeles over a seemingly insignificant issue- pound seizure. Outwardly, the issue is a triflepotentially inconvenienced animal research professionals vs. irate citizens who don't want lost pets sold for research. However, on another level, this conflict has imp I ications that reach to the very depths of irrationality- for far from fighting to promote the practice of pound seizure, scientists should be fighting to end it.
The Limits Of Legislation In Achieving Social Change, Theodore S. Meth
The Limits Of Legislation In Achieving Social Change, Theodore S. Meth
Laws and Legislation Collection
This paper is about law, not laboratory animals or philosophical ethics. It proceeds from the premise that law is an appropriate, perhaps inevitable, instrument for dealing with ethical issues related to the use of research animals.

My discussion today will cover the development and extension_ of humane activities at the state and local levels. This will include the work of a state federation, a comparison between federations and HSUS branches, and the cooperation in national programs by both-while extending such activities to the grassroots local societies. Whatever authority this speaker can muster on these subjects has been gained essentially, it must be remembered, during his tenure as President of the Indiana Federation of Humane Societies.
A state federation of humane societies is quite impressive in nomenclature. It implies united action, resulting in the exercise of power …

Our conclusion from all of this work and study is that not just a small part, but that most of the suffering undergone by laboratory animals in "unnecessary" under the terms of the pain provisions of the Rogers-Javits bill. Granted, it will take some time and effort to bring about the necessary interpretations of these provisions. The Act, when passed, offers us the medium through which to obtain such interpretations.
This unnecessary suffering results mostly from the indifference, and from the inertia and the lack of proper scientific training and technical knowledge, of many of those conducting laboratory animal experiments …

The statements that I shall make in this address are based upon experience gained by me as a lawyer, and as a member of the Ohio House of Representatives. That experience was applied to the successful pioneer attempt to enact the Ohio Rodeo Law of which I was the author and the pilot. Ohio is the first state in which a law has been passed to prohibit certain cruelty practices prevalent in rodeos and thus virtually eliminate them as a medium of public entertainment.
The origin of legislation is in some comprehension of a condition that needs correction by law. …

A History Of Federal Legislation Against Mormon Polygamy And Certain United States Supreme Court Decisions Supporting Such Legislation, Joseph Robert Meservy
Theses and Dissertations
As indicated by the title, this study presents a history of Federal Legislation against Mormon polygamy prior to 1890 and of certain United States Supreme Court decisions supporting such legislation. Of necessity, the subject had to be limited, emphasis being placed upon three legislative acts and upon a few leading court decisions.
