On January 30, 2018, Electrolux announced the closure its manufacturing facility in St. Cloud, Minnesota. The plant currently has 860 employees. Their jobs will be lost once Electrolux completes its closure as planned in 2019. Electrolux plans to invest in its Tennessee and South Carolina plants. Upright freezer production will move to South Carolina. There will likely be few viable opportunities for local workers at the Electrolux facility to re-locate to South Carolina.

Short-time compensation (STC) is an optional program within some state unemployment insurance (UI) systems that allows employers experiencing a temporary reduction in business to lower the average hours of employees in lieu of laying them off. Employer use of the STC option has been low in states with STC programs. We conducted demonstrations in Iowa and Oregon to evaluate the effectiveness of several interventions designed to increase employer awareness and use of STC, including disseminating information about STC to specific employers (members of the “treatment” group) over a 12-month period. This paper evaluates the cases for and against plant closing legislation. In spite of the growth of legislative efforts in the area, there has been surprisingly little effort devoted to analyzing what the effects are of existing plant closing legislation, of provisions in privately negotiated collective bargaining agreements that provide for advance notice in case of plant shutdowns and/or layoffs, and of voluntary employer provision of advance notice. After summarizing the theoretical arguments for and against plant closing legislation, the authors present results of empirical analyses, based on the Bureau of Labor Statistics Survey of Displaced Workers and other data sources, that show that having advance notice appears to reduce the probability that a displaced worker will suffer any spell of unemployment.

This paper applies a mixed methods approach that combines qualitative and quantitative methods to examine urban poverty in China’s state-owned enterprise communities where laid-off workers concentrate. A sequential explanatory model using interviews, Participatory Poverty Assessments and community household survey on textile and military industries in Shaanxi Province of northwestern China shows that low-income households suffered multidimensional disadvantages. Qualitative techniques have helped to reveal the hidden aspects of poverty while statistical tools have captured holistic information on the communities. This research addressed the question of whether or not the perception exists that African Americans are disproportionately impacted during layoff periods within corporations. Portraiture was the selected method of inquiry for this research as it captures the experience of the participants and enables storytelling which is based upon perception as opposed to hard, quantitative data. Additionally, portraiture’s autobiographical roots supported my autoethnographic position, encouraging the artistic process while including aesthetic aspects. Empirical studies in the job displacement literature have found that workers face significant earnings losses on average, when they are permanently displaced from jobs. Previous research also suggests that the costliness of job loss varies widely. Gibbons and Katz (1991) develop and test a theoretical model in which layoffs provide the market with information concerning the quality of laid off workers, while plant and firm closings do not. Using data from the National Longitudinal Survey of Youth, this paper tests a model that describes how firms can use additional information about job losses to determine worker quality. In a seminal paper, Gibbons and Katz (1991) develop and empirically test an asymmetric information model of the labor market. The model predicts that wage losses following displacement should be larger for layoffs than for plant closings, which was borne out by data from the Displaced Workers Survey (DWS). In this paper, we take advantage of many more years of DWS data to examine how the difference in wage losses across plant closings and layoffs varies with race and gender. The terrorist attacks of September 11, 2001, affected the U.S. airline industry more than almost any other industry. Certain airlines emerged successful and demonstrated remarkable resilience while others languished. This investigation identifies reasons why some airline companies recovered successfully after the attacks while others struggled. Evidence is provided that layoffs after the crisis, although intended to foster recovery, instead inhibited recovery throughout the 4 years after the crisis. But, layoffs after the crisis were strongly correlated with lack of financial reserves and lack of a viable business model prior to the crisis. Digging deeper, the authors find that having a …

Wages, Layoffs, And Privatization: Evidence From Ukraine, J. David Brown, John S. Earle, Volodymyr Vakhitov

This paper estimates the effects of privatization on worker separations and wages using retrospective data from a national probability sample of Ukrainian households. Detailed worker characteristics are used to control for compositional differences and to assess types of observable "winners" and "losers" from privatization. Preprivatization worker-firm matches are used to control for unobservables in worker and firm selection. The results imply that privatization reduces wages by 5 percent and cuts the layoff probability in half. Outside investor ownership reduces separations but leaves wages unaffected. Winners from privatization tend to be higher-skilled employees of larger firms, but there is no discernible …
