The Journal of Conventional Weapons Destruction

Each State Party to the Anti-Personnel Mine Ban Convention (APMBC) that knows or suspects it has areas under its jurisdiction or control that contain anti-personnel (AP) mines has a clear deadline to locate and destroy those mines. According to Article 5(1), upon becoming party to the APMBC, a State must complete clearance within ten years, unless the deadline is pushed back in an agreement from the other States Parties at an annual meeting or five-yearly review conference.

Afghan National Mine Action Strategic Plan 2016-2020, Gichd

Global CWD Repository

This is the first mine action strategic plan to be developed in consultation with all relevant mine action implementing partners, including the United Nations, government line ministries, international donors and other stakeholders. It sets out clearer path for mainstreaming development into mine action, an aspiration reflected in the Plan's following five goals: facilitating development; engaging with other sectors; taking action to reduce the impact of mines and ERW; taking action to mitigate the consequences of mine and ERW accidents; mainstreaming gender and diversity.

Landmines In Croatia Pose Threat To Incoming Refugees, News Brief Dec 2015

Landmines In Croatia Pose Threat To Incoming Refugees, News Brief

The Journal of Conventional Weapons Destruction

After Hungary formally closed its border with Serbia on 15 September 2015, refugees fleeing conflict in the Middle East, Central Asia and Northern Africa have turned next to Croatia as a gateway to reach countries such as Sweden and Germany. The influx of refugees traversing the areas near the Croatia-Serbia border has raised concerns that refugees will encounter residual landmine contamination in Croatia as they make their way to Slovenia and Hungary. The contamination dates back to the four-year conflict which followed the disintegration of the former Yugoslavia from 1991 to 1995. The Croatian Mine Action Centre (CROMAC) estimates that …

Impact Of Flooding On Mine Action In Bosnia And Herzegovina, Croatia, And Serbia, Milan Bajic, Tamara Ivelja, Emina Hadzic, Haris Balta, Goran Skelac, Zoran Grujic

The Journal of Conventional Weapons Destruction

Devastating floods swept through Bosnia and Herzegovina, Croatia, and Serbia in May 2014. The destructiveness of the floods, landslides and sediment torrents on minefields resulted in significant environmental and security issues. These three countries’ mine action centers launched a joint project cofunded by the Republic of Croatia’s Ministry of Foreign and European Affairs to develop effective and efficient methods and technologies that might improve the situation. Their research seeks to provide reliable assessments of the flood damage to minefields and generate accurate implications for potential hazardous areas.

The Humanitarian And Developmental Impact Of Anti-Vehicle Mines, Gichd Sep 2014

The Humanitarian And Developmental Impact Of Anti-Vehicle Mines, Gichd

Global CWD Repository

Anti-vehicle mines (AVMs) have always had a humanitarian impact, but their significance has often been overshadowed by the higher-profile topic of anti-personnel mines (APMs), and thus the need to address AVMs has been neglected. In some countries, AVMs now present a greater threat to civilian populations than APMs, yet they are often viewed as a marginal issue in international fora. This publication seeks to depict the physical, social, economic and developmental impact of AVMs. AVMs are landmines designed to be triggered by vehicles rather than individual people. They can remain active for decades, and a number of them are difficult …

Doing No Harm? Mine Action And Land Issues In Cambodia, Gichd Sep 2014

Doing No Harm? Mine Action And Land Issues In Cambodia, Gichd

Global CWD Repository

Land conflict, tenure insecurity and an inequitable distribution of land are among the most pressing challenges facing Cambodia today. In a country in which most people depend on agriculture, livestock rearing, fishing and forest products for their livelihoods, secure access to safe and productive land is crucial. Yet, over the past decade land conflict has increased dramatically, with one NGO reporting having recorded disputes involving 700,000 people between 2000 and 2012. Land distribution is highly unequal: In 2010 it was estimated that just one percent of the population owned 30 percent of Cambodia’s land.

In addition to land-related disputes, landlessness …

A Discrimination Method For Landmines And Metal Fragments Using Metal Detectors, Alex M. Kaneko, Edwardo Fukushima, Gen Endo

The Journal of Conventional Weapons Destruction

While discrimination methods for distinguishing between real mines and metal fragments would greatly increase the efficiency of demining operations, no practical solution has been implemented yet. A potentially efficient method for the discrimination of metallic targets using metal detectors uses a high-precision robotic manipulator to scan the minefield. Further field research is needed, however, before this method can deploy for operational use.

Mine Detection Rats: Effects Of Repeated Extinction On Detection Rates, Amanda M. Mahoney Aug 2012

Mine Detection Rats: Effects Of Repeated Extinction On Detection Rates, Amanda M. Mahoney

Dissertations

In recent years, giant African pouched rats (Cricetomys gambianus) have been used successfully for detecting landmines in Mozambique. The rats are trained to detect mines through the use of operant conditioning techniques, in which the indicator response (stopping and digging) is rewarded (reinforced) with food when it occurs within one meter of a landmine and not rewarded when it occurs under other circumstances. Because handlers do not know the location of landmines when the rats are used operationally, and therefore cannot ascertain if an indication response is correct (near a mine) or incorrect, no rewards are delivered in …

Transitioning Mine Action Programmes To National Ownership, Pascal Simon Mar 2012

Transitioning Mine Action Programmes To National Ownership, Pascal Simon

Global CWD Repository

Cambodia's mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. The first efforts to address Cambodia’s massive mine/ERW contamination came from the UN Advance Mission for Cambodia (UNAMIC), which contracted the HALO Trust in 1991-1992 to survey 700 km² of land in Battambang province ahead of the probable repatriation of 360,000 Cambodian refugees based in Thailand. In …

Survey And Clearance Of Unexploded Submunitions Versus Landmines And Other Erw, Åsa Gilbert, Michael Creighton Oct 2011

Survey And Clearance Of Unexploded Submunitions Versus Landmines And Other Erw, Åsa Gilbert, Michael Creighton

The Journal of Conventional Weapons Destruction

The authors argue that survey and clearance methods in areas contaminated solely by unexploded submunitions (from cluster munitions) should be different than those in areas contaminated by mines and other explosive remnants of war to achieve the most efficient outcome. This article seeks to explain how and why procedures are different, and proposes a land-release methodology for dealing with unexploded submunitions.
