Each State Party to the Anti-Personnel Mine Ban Convention (APMBC) that knows or suspects it has areas under its jurisdiction or control that contain anti-personnel (AP) mines has a clear deadline to locate and destroy those mines. According to Article 5(1), upon becoming party to the APMBC, a State must complete clearance within ten years, unless the deadline is pushed back in an agreement from the other States Parties at an annual meeting or five-yearly review conference.

Devastating floods swept through Bosnia and Herzegovina, Croatia, and Serbia in May 2014. The destructiveness of the floods, landslides and sediment torrents on minefields resulted in significant environmental and security issues. These three countries’ mine action centers launched a joint project cofunded by the Republic of Croatia’s Ministry of Foreign and European Affairs to develop effective and efficient methods and technologies that might improve the situation. Their research seeks to provide reliable assessments of the flood damage to minefields and generate accurate implications for potential hazardous areas.

Land conflict, tenure insecurity and an inequitable distribution of land are among the most pressing challenges facing Cambodia today. In a country in which most people depend on agriculture, livestock rearing, fishing and forest products for their livelihoods, secure access to safe and productive land is crucial. Yet, over the past decade land conflict has increased dramatically, with one NGO reporting having recorded disputes involving 700,000 people between 2000 and 2012. Land distribution is highly unequal: In 2010 it was estimated that just one percent of the population owned 30 percent of Cambodia’s land.

While discrimination methods for distinguishing between real mines and metal fragments would greatly increase the efficiency of demining operations, no practical solution has been implemented yet. A potentially efficient method for the discrimination of metallic targets using metal detectors uses a high-precision robotic manipulator to scan the minefield. Further field research is needed, however, before this method can deploy for operational use.

In recent years, giant African pouched rats (Cricetomys gambianus) have been used successfully for detecting landmines in Mozambique. The rats are trained to detect mines through the use of operant conditioning techniques, in which the indicator response (stopping and digging) is rewarded (reinforced) with food when it occurs within one meter of a landmine and not rewarded when it occurs under other circumstances. Cambodia's mine and ERW problem is a result of the long period of civil and regional conflicts that affected the country from the late 60s until 1998. Due to these conflicts, Cambodia is now one of the most heavily contaminated countries in the world, with more than 63,000 mine/ERW victims recorded since 1979. The first efforts to address Cambodia’s massive mine/ERW contamination came from the UN Advance Mission for Cambodia (UNAMIC), which contracted the HALO Trust in 1991-1992 to survey 700 km² of land in Battambang province ahead of the probable repatriation of 360,000 Cambodian refugees based in Thailand.
