As many institutions have begun participating in open access and creating institutional repositories it has become evident that some type of catalyst is necessary to initiate participation from the faculty. The mantra of “build it they will come” that some scholarly communication librarians and repository managers held has not carried over to faculty-initiated deposits to institutional repositories. The Purdue University Research Repository (PURR, http://purr.purdue.edu) uses HUBzero to provide a free, online research data collaboration platform and data management service platform for the Purdue researcher community. Funding agencies like The National Science Foundation, the National Institutes of Health, have begun requiring that researchers describe in their grant proposals how they will manage and share the data that will be produced in their research. In 2013, the Purdue Libraries partnered with the Joint Transportation Research Program (JTRP), a collaboration between Purdue University and the Indiana Department of Transportation (INDOT), to incorporate the publication of research data sets into the technical report publication process. This project extended an existing process, developed in partnership between the Purdue Libraries, Purdue University Press, and JTRP, which leveraged Purdue's institutional repository to replace artisanal production processes with a more professional approach (Zilinski, Scherer, Bullock, Horton, & Matthews, forthcoming; Newton, Bullock, Watkinson, Bracke, & Horton, 2012). Technical reports have always posed problems for libraries and librarians. They are often bibliographically inconsistent, difficult to source, and published to varying standards of quality. In some fields, these reports are also large in number and central in importance. In many cases, technical reports are just one of many collections that are tied to a particular research center or group. These research centers or groups may also produce data papers, hosted conference proceedings, and other report series, which may also suffer from many of the same issues facing technical reports. The collection development role of the academic librarian in the research university library is increasingly subject to significant change as opportunities to build new types of library collections proliferate, particularly with respect to research data. A Purdue Libraries task force was charged with building faculty-produced collections for a data repository prototype. As an evolving part of the profession of librarianship, institutional repository development is still in the process of establishing guiding principles and best practices. There is no one path to follow and few established cases from which to learn about development options and risks. This case study presents a close examination of the approaches taken at three university libraries, comparing choices, strategies, and conditions driving development activities. The most pronounced differences stem from how the initiatives are balancing content acquisition and service provision.
