Between Commerce And Empire: David Hume, Colonial Slavery, And Commercial Incivility, Onur Ulas Ince

Eighteenth-century Enlightenment thought has recently been reclaimed as arobust, albeit short-lived, cosmopolitan critique of European imperialism. Thisessay complicates this interpretation through a study of David Hume’s reflectionson commerce, empire, and slavery. I argue that while Hume condemned thecolonial system of monopoly, war, and conquest, his strictures against empiredid not extend to colonial slavery in the Atlantic. This was because colonialslavery represented a manifestly uncivilinstitution when judged by enlightened metropolitan sensibilities, yet also adecisively commercial institutionpivotal to the eighteenth-century global economy. Describes the first phase of a digital project mapping social and cultural relationships in early 18th century Edinburgh, Scotland, part of a larger AHRC grant-funded study Allan Ramsay and Edinburgh in the First Age of the Enlightenment; explores interrelations between urban history, digital mapping, and emerging interest in the field of memory studies; and suggests links between the heterogeneous and cosmopolitan nature of housing in early 18th century Edinburgh and the Scottish Enlightenment culture of innovation.

The link between occupation and character began with David Hume and extended by Adam Smith in service to their attack on the doctrine of innate national character. Worker's awareness of the relative approbative rewards to occupation is central to Smith's competitive labor market equilibrium. When the division of labor is extended by growth, the variance of character increases. With this insight Smith was able to offer a race-blind theory of civilization, something that escaped even Hume. 19th century anthropological focus on the variance of character can be seen as a racialization of Smith's work.

David Hume's monetary theory has two standard yet inconsistent readings. As a forefather of the quantity theory of money, Hume sees money as neutral. As an inflationist, Hume sees an active positive role for monetary policy. This paper reads Hume consistently instead, by showing that for Hume money is endogenous and demand driven. Hume would read the money equation as reverse causation and the co-presence of inflation and output growth as driven by demand. The 18th century knowledge of monetary theory corroborates this reading.

In his essay Of Public Credit, David Hume argues against the institutionalization of public credit. Contrary to what is commonly believed, I claim Hume’s analysis of public credit is sound and it is an example of his worst-case thinking. Through textual and contextual analysis, I show for Hume public credit brings catastrophic results because men are knaves, systematically biased, and unlucky. Public credit is an appropriate institution to stimulate the economy only if men are perfect and perfectly predictable. But they are not. For Hume, considering the worst-case rather than the best-case helps prevent potential disasters. Public credit should therefore …

David Hume opposes banks and favors hoarding. The only bank he reluctantly approves of is a public, 100% reserve bank. Other banks increase money supply and prices, hindering exports and economic growth. For Hume, a 100% reserve public bank would lead to ‘‘the destruction of paper-credit’’ ([1752] 1985, p. 285), fostering economic growth instead by preventing inflation. Additionally, a 100% reserve bank hoards a large quantity of gold and silver, which is available in case of national emergency.

Adam Smith promotes markets because of their efficiency and because of their ability to develop and support moral social life. His views on banking are an example of his broader view. According to Smith banks should be allowed to issue their own money and compete in a minimally regulated environment. On the one hand, competition, including the possibility of bank failures, generates discipline, and discipline generates prudent behavior. On the other hand, competition in the banking sector is generated and maintained by prudent behavior. Adam Smith criticizes David Hume's account of the origin of and continuing adherence to the rule of law for being not sufficiently Humean. Hume explained that adherence to the rule of law originated in the self-interest to restrain self-interest. According to Smith, Hume does not pay enough attention to the passions of resentment and admiration, which have their source in the imagination. Smith offers a more naturalistic and evolutionary account of the psychological preconditions of the establishment and morality of justice than Hume had. Smith severs the intimate connection that Hobbes and Hume made between justice and property.

Justice is a natural virtue. Well-functioning humans are just, as are well-ordered human societies. Roughly, this means that in a well-ordered society, just humans internalize the laws and social norms (the nomoi)--they internalize lawfulness as a disposition that guides the way they relate to other humans. This presentation was in response to Kenneth MacKinnon’s defense of Thomas Reid’s preference for natural virtue against David Hume’s conventionalism in his theory of law. It is argued that because Hume’s legal theory follows easily from his theory of human nature, Reid and Kames—and MacKinnon—need to refute Hume at that level to be successful in their rejection of his conventionalism.

The efforts of liberal political theorists like John Rawls and Ronald Dworkin to identify principles and rights based on moral truth as authoritative bases for law and politics ignore the insight of Hume and other conservative theorists that the moral possibilities of human nature generally are limited and are in turn limiting on what can be accomplished, from a moral point of view, through law and politics.
