Creating A Comprehensive Western American/Canadian Fire Dataset, 1880-2018, Katherine Welch
Creating A Comprehensive Western American/Canadian Fire Dataset, 1880-2018, Katherine Welch
WWU Graduate School Collection
The currently available fire-history data of Western North America (US/Canada) available for geographic and other analyses is largely piecemeal and difficult to find. Data from before the 1980s is scattered among many sources and held by a plethora of different agencies. The aim of this project was to change that daunting reality and provide a single dataset that would fill that data gap and make doing research on and mapping of fires in the late 19th and early 20th centuries more accessible.
This data encompasses 138 years (1880 - 2018), 12 US states, three Canadian provinces and two Canadian territories. …

Using Statistical Package For Social Sciences In Educational Research, Khikmatullo Urazbaev
Philology Matters
Recently information communication technologies have been actively employed in education. Science is also rapidly developing regarding its exploitation of IT in manipulating obtained data through research. Designing, accomplishing scientific research, collecting data and most importantly testing and manipulating the data are the integral parts of quality research. In many cases statistical treatment of large data sets requires a great deal of resources, effort and time. Information technologies have been providing effective solutions in this process.
The article is devoted to the basics of using one of the widespread statistical data processing tools, namely, Statistical Package for Social Sciences (SPSS) software, …
Designing, Developing, And Implementing Real-Time Learning Analytics Student Dashboards, Robert Gordon Bodily
Designing, Developing, And Implementing Real-Time Learning Analytics Student Dashboards, Robert Gordon Bodily
Theses and Dissertations
This document is a multiple-article format dissertation that discusses the iterative design, development, and evaluation processes necessary to create high quality learning analytics dashboard systems. With the growth of online and blended learning environments, the amount of data that researchers and practitioners collect from learning experiences has also grown. The field of learning analytics is concerned with using this data to improve teaching and learning. Many learning analytics systems focus on instructors or administrators, but these tools fail to involve students in the data-driven decision-making process. Providing feedback to students and involving students in this decision-making process can increase intrinsic …
Accounting For Locational, Temporal, And Physical Similarity Of Residential Sales In Mass Appraisal Modeling: The Development And Application Of Geographically, Temporally, And Characteristically Weighted Regression, Paul E. Bidanset, Michael Mccord, John R. Lombard, Peadar Davis, William J. Mccluskey
Accounting For Locational, Temporal, And Physical Similarity Of Residential Sales In Mass Appraisal Modeling: The Development And Application Of Geographically, Temporally, And Characteristically Weighted Regression, Paul E. Bidanset, Michael Mccord, John R. Lombard, Peadar Davis, William J. Mccluskey
School of Public Service Faculty Publications
Geographically weighted regression (GWR) has been recognized in the assessment community as a viable automated valuation model (AVM) to help overcome, at least in part, modeling hurdles associated with location, such as spatial heterogeneity and spatial autocorrelation of error terms. Although previous researchers have adjusted the GWR weights matrix to also weight by time of sale or by structural similarity of properties in AVMs, the research described in this paper is the first that has done so by all three dimensions (i.e., location, structural similarity, and time of sale) simultaneously. Using 24 years of single-family residential sales in Fairfax, Virginia, …
Processing Government Data: Zip Codes, Python, And Openrefine, Frank Donnelly
Processing Government Data: Zip Codes, Python, And Openrefine, Frank Donnelly
Publications and Research
While there is a vast amount of useful US government data on the web, some of it is in a raw state that is not readily accessible to the average user. Data librarians can improve accessibility and usability for their patrons by processing data to create subsets of local interest and by appending geographic identifiers to help users select and aggregate data. This case study illustrates how census geography crosswalks, Python, and OpenRefine were used to create spreadsheets of non-profit organizations in New York City from the IRS Tax-Exempt Organization Masterfile. This paper illustrates the utility of Python for data …
Analysis Of The Risks And Benefits Of Flight Deck Adaptive Systems, Michael C. Dorneich, William Rogers, Stephen D. Whitlow, Robert Demers
Analysis Of The Risks And Benefits Of Flight Deck Adaptive Systems, Michael C. Dorneich, William Rogers, Stephen D. Whitlow, Robert Demers
Michael C. Dorneich
The objectives of this work were to identify human performance risks and benefits of adaptive systems through a systematic analysis and heuristic evaluation of adaptive system component types and characteristics. As flight deck automated systems have more access to aircraft data, sensor data, stored databases, communicated information, and real time flight crew inputs, as well as more ability to process that information in sophisticated ways to identify situational priorities and context, it is becoming more realistic for those automated systems to adapt their behavior based on context. Automated systems that can make such changes on their own are called adaptive …

Using technology to obtain and process information requires training not only in human-computer interaction but also in human-human-computer (collaborative) interaction. Warfighters must not only develop their own situational awareness (SA), they must understand each others’ SA (Pew, 1995). This common ground is what each collaboration participant assumes about the others to ensure effective interactions (Ross, 2003; Wellons, 1993). Communication is key. Collaborators must coordinate and share information. Collaboration influences military operations at all levels. Technical interoperability is not enough to produce the synchronization required.
Truth Under Fire: The War And The Media, Gary S. Messinger
Truth Under Fire: The War And The Media, Gary S. Messinger
New England Journal of Public Policy
Over the last hundred years, the relationship between war and mass communication has become increasingly elaborate. Governments and private-sector organizations have found more and more ways to use the media in wartime, and the range of available technologies has expanded to include print, film, radio, television, and the Internet. The system that exists today, at the start of the twenty-first century, is the product of many twists and turns over the decades: an accretion of some strategies for wartime use of mass communication and a rejection of others. An understanding of this evolution is a starting point for crafting policies …
Public Commons For Geospatial Data: A Conceptual Model, Chakravarthy Namindi Sharad
Public Commons For Geospatial Data: A Conceptual Model, Chakravarthy Namindi Sharad
Electronic Theses and Dissertations
A wide variety of spatial data collection efforts are ongoing throughout local, state and federal agencies, private firms and non-profit organizations. Each effort is established for a different purpose but organizations and individuals often collect and maintain the same or similar information. The United States federal government has undertaken many initiatives such as the National Spatial Data Infrastructure, the National Map and Geospatial One-Stop to reduce duplicative spatial data collection and promote the coordinated use, sharing, and dissemination of spatial data nationwide. A key premise in most of these initiatives is that no national government will be able to gather …
Community-Based Organizations And Neighborhood Environmental Problem-Solving: A Framework For Adoption Of Information Technologies, Wendy A. Kellogg
Community-Based Organizations And Neighborhood Environmental Problem-Solving: A Framework For Adoption Of Information Technologies, Wendy A. Kellogg
All Maxine Goodman Levin School of Urban Affairs Publications
Community-based organizations (CBOs) today seek improved capacity to address environmental problems in urban neighbourhoods. Many seek access to information technologies such as the Internet and Geographic Information Systems (GIS) to expand information about their neighbourhood's environmental quality to support their planning and service efforts. Experience with the Internet has been bolstered somewhat by programmes to create community networks. This experience and experience with GIS in planning at the municipal and state levels reveals a set of technical, organizational and personal prerequisites that bolster successful and effective adoption of information technologies. This paper reviews these prerequisites as they pertain to CBOs …

Theses and Dissertations
This study focused on determining if unclassified current and pending Air Force information warfare and information operations doctrine and policy is moving in the direction it should in terms of being complete, consistent and cohesive based on what has been mandated and studied about information warfare. A model of unclassified current and pending Air Force information warfare and information operations doctrine and policy was examined through criterion-based congruence analysis to make this determination. Investigative questions were developed in reference to the current state of unclassified Air Force information warfare and information operations doctrine and policy. Secondary data analysis was conducted …
Dispatchers' Perceptions Of Computer-Aided Dispatch (Cad) In Police Communications Operations: An Exploratory Study, Anthony L. Luckman
Dispatchers' Perceptions Of Computer-Aided Dispatch (Cad) In Police Communications Operations: An Exploratory Study, Anthony L. Luckman
Sociology & Criminal Justice Theses & Dissertations
Since the 1970s, law enforcement officials, policy makers and academics have promoted the use of computer-aided dispatch (CAD) as a way of improving both the efficiency and effectiveness of police operations. Past literature on CAD focused on the technology's assumed capabilities for meeting certain goals. However, little if any research has, either objectively or subjectively, tested CAD's ability to meet these goals. This study utilizes subjective data collected from both dispatchers currently using CAD and those who are awaiting its implementation to determine their perceptions of CAD's ability to meet some of these goals. Of primary interest here was CAD' …
