This project utilized a mixed methods research design consisting of a case study of Nevada to explain the state’s reliance on company-based government incentives to attract new businesses to the state. Additionally, the project applied a comparative analysis of Brazil’s and Tennessee’s use of company-based government incentives, and a more detailed comparative analysis of Virginia’s people-based government incentive approach to economic development incentives to explore policy alternatives available to decision makers. In the late 1980s, a handful of artists priced out of Manhattan and desperately needing affordable studio space discovered 111 1st Street, a former P. Lorillard Tobacco Company warehouse. Over the next two decades, an eclectic collection of painters, sculptors, musicians, photographers, filmmakers, and writers dreamt and toiled within the building’s labyrinthine halls. The local arts scene flourished, igniting hope that Jersey City would emerge as the next grassroots center of the art world. Within the existing economic development literature, there is a well-established linkage between the presence of skilled human capital and economic growth. A subset of this literature has focused on the role that a specific type of skilled human capital, known as the “creative class,” may play in facilitating regional economic development. This dissertation builds upon the existing creative class literature by examining the factors that have attracted the creative class to the state of South Carolina. This article explores use of images and ideas of place to promote particular social and economic agendas within the regional context of Appalachia. How do national political and economic policies impact the ability of cities to accomplish urban growth and economic goals? This study examines the state policies Shanghai operates under to assess the potential for software reform in China. Specifically, this study examines software by drawing on the corruption and rule of law theories of Larry Diamond and Randall Perrenboom.
