Ukraine has entered its third year defending against Russia’s full-scale invasion, and despite emerging as one of the largest importers of weapons, it manages to prevent their major diversion. Experts evaluate the current arms control and weapons and ammunition management efforts by Ukraine and its allies with cautious optimism. Lucala-2 is a small village located in the northern part of Angola, with 750 residents situated by a bridge crossing the Lucala river. This area gained strategic importance during the Angolan Civil War (1975–2002), particularly due to the Lucala bridge, which served as a critical crossing point. Throughout the war, minefields were strategically laid at all four corners of the bridge, illustrating the extensive use of landmines that has continued to impact Angola. Surveying battlefield sites and abandoned ammunition depots eighty years after a conflict presents a challenge. There are few living witnesses, and the land has often changed beyond recognition. In Solomon Islands, the situation is exacerbated by a combination of familiarity and lack of information. Civilians have grown accustomed to the presence of ordnance and concluded that the problem is intractable. At the same time, it is not known how many people have died or been injured because of unexploded ordnance (UXO) and abandoned (AXO) ordnance. While arguments for greater localization in humanitarian aid are strong, in humanitarian mine action (HMA) the case is not always as clear and requires detailed discussion. Despite these challenges, however, the development of national nongovernmental organizations (NNGOs) in mine action is advocated for, as they can offer local knowledge, reduce costs, improve efficiency, and contribute to national ownership. HMA stands out from other sectors due to its resource-intensive and highly regulated nature, often necessitating the use of expensive equipment and specialized expatriates. Many of the illegal firearms used for terrorist and criminal activities throughout Europe originate from the Balkan region and have previously been legally exported and sold as deactivated firearms. However, due to variations in the quality of deactivation standards and verification processes, many deactivated firearms can easily be reactivated into fully functional military weapons. Explosive ordnance can be destroyed by a variety of methods. Destruction in-situ using an explosive charge is generally the preferred means; it is reliable, technically straightforward, and often the safest option. Other techniques include thermite-based tools or low-explosive powered disruptors. However, in a number of current humanitarian mine action (HMA) operating environments, clearance organizations are faced with restrictions on explosive use and/or importation of other energetic materials such as thermite. Poor management of government stockpiles of small arms and ammunition poses significant safety and security concerns—both for the country in question and often for its neighbors. Challenges to safety are readily apparent by the frequent occurrence and consequences of unplanned explosions at munitions sites (UEMS). Security shortcomings include oversight limitations that facilitate corrupt practices and seizures of state materiel by armed groups that undercut a state’s legitimate use of force, and undermine good governance and the rule of law.

Physical security and stockpile management (PSSM) can be broadly defined as a series of activities that make national stockpiles of weapons and ammunition safe and secure. Over the last decade, PSSM has become a highly requested form of intervention to curb the illicit flow of small arms and light weapons (SA/LW) and conventional ammunition (CA), as well as to keep communities safe from unintended explosions. Donors have provided substantial funding for PSSM activities to countries in sub-Saharan Africa, where we have learned that the impact of PSSM assistance depends a great deal on how actively improvements are maintained.

The core focus of physical security and stockpile management (PSSM) is twofold: mitigate the risk of unplanned explosions at munitions sites (UEMS) that could have drastic humanitarian consequences, and secure stockpiles from illicit diversion and munition theft that could fuel growing insurgencies, terrorist events, and civil conflict by state and nonstate actors worldwide. These areas of concern increase the risks associated with national and regional stability. Increasing PSSM helps professionalize a state’s military and security forces, which builds confidence and strengthens security measures between security forces, the civilian population, and its regional neighbors.

Historically, large, aging conventional weapons stockpiles in Bosnia and Herzegovina have been a challenge to regional security in Eastern Europe and potentially beyond. The International Trust Fund Enhancing Human Security (ITF), the Office of Weapons Removal and Abatement in the U.S. Department of State’s Bureau of Political-Military Affairs (PM/WRA), and many other donors have funded stockpile reduction efforts in Bosnia and Herzegovina and in surrounding regions since 1999. Inadequate management of ammunition stockpiles can cause accidental explosions. The Small Arms Survey lists a total of 528 unplanned explosions of ammunition storage sites since January 1979, in more than half of United Nations member states. The March 2012 incident, which took place in Brazzaville, Republic of the Congo, is a reminder of the danger posed by poor stockpile management, as well as the tragic consequences affecting the population, environment and governments as a result of financial costs of clean-up exercises.
