Moving Beyond The State: An Imperative For Genocide Prediction, Hollie Nyseth Brehm

Genocide Studies and Prevention: An International Journal

Studies of the onset of genocide and accompanying early warning and forecasting efforts have focused almost exclusively on states. This article suggests that genocide prediction must move beyond a purely state-centric approach. Specifically, I suggest three major avenues that will refine and complement existing research and related prediction efforts. These include 1) theorizing and analyzing non-state actors who commit genocide, 2) engaging in conflict-centered approaches, and 3) addressing the onset and triggers of genocide within subnational spaces. I conclude with a discussion of how these three avenues can be pursued simultaneously to inform more robust genocide prevention endeavors.

My dissertation research explores the impacts of ethno-regional power dominance, trust, and violent conflict in a resources-rich multiethnic, sub-Saharan African state. This dissertation examines the impact that ethnic power dominance has on the relationship between conflict and civil society in a resource rich sub-Saharan African (SSA) nation examined. Relying upon intra-state case study analysis of the socio-political climate in Nigeria, I argue that distrust in the national government, when motivated by ethno-regional cleavages has an accelerating influence on the incidence of conflict. Afghanistan, having experienced over four decades of conflict, has an estimated 1.2 million internally displaced persons (IDPs), a majority of which are concentrated in urban centers. This research examines the effect of cruise missile possession on state behavior. Specifically, it seeks to determine if countries who possess cruise missiles are more likely to initiate a military threat, display, or use of force than countries who do not possess cruise missiles. Traditional International Relations theory suggests that, all else being equal, a state with an asymmetrical military advantage should enjoy concessions from target states, decreasing the likelihood of armed conflict. Nearly half of people suffering from psychopathology meet criteria for more than one disorder. Scholars have focused on understanding factors that may simultaneously maintain multiple psychiatric problems. Elevated distress during interpersonal conflict is likely to maintain both alcohol use and anxiety psychopathology. Reducing distress elicited by normative mother-adolescent conflict holds particular promise. Conflict is common in families with problematic drinking and anxiety disorders and the affective impact of parent-offspring conflict is malleable. Distress reduction skills, such as cognitive reappraisal, are effective in reducing distress during conflict. Existing research demonstrates that numerous psychosocial dynamics display fractal properties. Fractal structures are characterized by branch-like patterns that are self-similar and consist of exponentially more small events compared to large events. Examples include: shifts in physiological arousal; shifts in self-esteem; patterns of traits within personality; and recurrences in behavioral flows and small group interaction dynamics. While the negative effects of conflict on health and education are well established, studies identifying the effects of conflict on household agricultural investment are sparser. I combine a household panel dataset from Nigeria’s Living Standards Measurement Survey - Integrated Surveys on Agriculture (LSMS-ISA) with detailed data on conflict events from the Armed Conflict Location & Event Data (ACLED). Using an event studies framework, these data allow me to estimate the effects of conflict on a variety of household agricultural decisions. With a series of multivariate regression models this study investigates the association of conflict, health and non-health inputs with different facets of longevity in OECD, emerging and African countries. Using a country-level panel data set covering the period 1990 through 2014, five facets of longevity are examined: infant mortality, life expectancy for males at birth, life expectancy for females at birth, life expectancy for males at age 65, and life expectancy for females at age 65 among OECD and emerging countries.
