In the State of Indiana, for students over the age of 14 who have been diagnosed with intellectual or developmental disabilities, the transition from special education to Medicaid waiver oversight should occur seamlessly, but gaps in integrated and aligned goal development strategies remain. The North Carolina State Highway Patrol (NCSHP) and the North Carolina Department of Transportation (NCDOT) are often called upon to assist in traffic incidents. Yet little systematic research has examined the extent to which these two agencies collaborate. This gap in understanding is problematic, as a lack of collaboration may result in significant delays in the clearing of traffic incidents. The purpose of this correlational study was to investigate circumstances when the two agencies collaborated in clearing major traffic incidents, and the efficiency of the clearance of the incidents, through the measurement of normal traffic flow. governments have instituted anticorruption measures in the 1970s and 2000s, and anticorruption agencies were established to eradicate corruption. However, there appears to be a significant lack of resources and political willpower to prosecute corrupt government officials. A failure to curb political corruption indicates that current policies are not working. Government works when there is a perception that it delivers results and that the needs and safety of the citizenry are protected. In 2013, the Ministry of Food and Agriculture of the Republic of Ghana implemented a reformed food and agriculture sector development policy (FASDEP II) to reduce poverty among the poorest subsistence farmers in the nation. These extension efforts have been unsuccessful. The purpose of this ethnographic case study was to understand the perceptions of subsistence farmers in the Savelugu-Nanton District (SND) who participated in FASDEP II on how the program had affected their ability to meet their subsistence needs. In 2007 South Carolina funded 15 regional coordinators to work with local law enforcement agencies and alcohol and drug commissions to create 16 community alcohol enforcement teams to improve enforcement of underage drinking laws. Previous researchers have suggested that collaborative leadership is needed for effective teams, yet little is known about the factors that serve as barriers to and facilitators of, collaborative leadership in alcohol enforcement teams. In many urban areas, there are multiple and overlapping layers of governments, which can be problematic for purposes of emergency operations planning for a multiple jurisdiction disaster response. The purpose of this single case study of the National Capital Region was to understand (a) the emergency operations planning collaboration process and (b) how cross-sector collaboration results in synchronized regional disaster responses. Theories of competitive federalism and cross-sector collaboration served as the basis of this study. Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. The projects provide fellows an opportunity to practice elements of collaborative leadership in peer-led teams working with multiple stakeholders. The role of collaboration within conservation is of increasing interest to scholars, managers and forest communities. Collaboration can take many forms, but one under-studied topic is the form and content of public discourses across conservation project timelines. To understand the discursive processes that influence conservation decision-making, this research evaluates the use of collaborative rhetoric and claims about place within discourses of conservation in the Adirondacks. Local newspaper articles and editorials published from January 1996 to December 2013 and concerning six major conservation projects were studied using content analysis. The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. Lack of trust between nonprofit organizations and the communities in which they are located is a well-documented problem in the academic literature. The nature of this mistrust is far less understood, and little is known how community-nonprofit collaborations can overcome these gaps in trust. Guided by Simmel's theory of trust, this study examined the role of collaborative trust between public and non-profit organizations with a focus on better understanding how trust evolves. This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

The high degree of collaboration among all types of Maine libraries is a unique and defining characteristic of the Maine library community. This article explores the history of sharing and cooperation among Maine’s libraries, identifies several ongoing collaborations and current projects, and explores some of the underlying factors that support this culture of collaboration. An argument is made for policies that would further collaboration through better coordination and funding of cooperative library activities.

This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. Purpose: This project produced a viable and sustainable plan for the implementation of regional health information exchange.

Scope: The project comprised partners within established networks of rural hospitals, clinics, public health providers, behavioral health providers, and others across a 14,000 square mile remote area.

Methods: The planning process included participation from all levels of leadership from participating partners, and worked within existing collaborative and information channels to ensure scalability and extensibility to other key health care providers.

Results: The process produced a viable plan and collaborative network poised to move forward into implementation
