Children in nonparental care have worse outcomes than children in the general population, Federal child welfare policy has prioritized kinship care in an effort to improve outcomes for children; however, it is unclear if the intended child outcomes are achieved. Research shows outcomes vary depending on the type of nonparental family with whom a child lives, due in part to relationship but also to access to services and child welfare system supports. Child Welfare Workers’ Perspectives On Placement Instability And The Impacts On Foster Youth, Steven Joseph Delgado, Amanda Marie Fuerte

In this study, the researchers explored child welfare workers’ perceptions on placement changes for youth in foster care and the impact these changes had on youths’ overall outcomes. Using a Post Positivist paradigm, qualitative research was completed using snowball-sampling procedures. The researchers conducted in-depth interviews with sixteen members from their personal networks of child welfare social workers that have direct contact with foster youth. The research participants included current child welfare social workers from two counties in Southern California. The study’s findings suggest that children’s behaviors and foster parents’ reactions to those behaviors impacted placement changes. Further, participants felt that …

On any given day almost 400,000 children in the United States are living in an out-of-home care placement due to government intervention. Federal law allows for substantial variance in state child welfare policy on a number of topics. These policy decisions, however, are understudied both in terms of the forces driving them and also the impacts the policies have on actual outcomes for children in care.

Growing numbers of African American grandmothers are raising grandchildren under the auspices of the child welfare system; however, little is known about the manner in which child welfare policies and practices impact custodial grandparenting. Based on focus groups with African American grandmothers who are raising grandchildren as formal kinship caregivers, this study explored the ways in which the new formalized relationship between the child welfare system and African American custodial grandmothers is transforming the meanings and practices related to intergenerational caregiving in African American families.
