A Narrow Escape From The Tajik Pamir, Stephen F. Cunha

This essay documents surviving attempted murder and gunshot wounds incurred during 1992 geographical f ieldwork in the Pamir Mountains of Tajikistan. Our project goal was to assess the potential for a Pamir National Park in this Central Asian terra incognita where the southernmost Soviet Union met the unruly frontier with Afghanistan and China. Our personnel included geographers and government officials from the Soviet Academy of Sciences, Tajik Academy of Sciences, Goscomproda (Tajik Ministry of Environment), and the NGO Tajik Socio-Ecological Union. The initial 1991 field season involved living in Moscow through the coup attempt that ultimately disbanded the Soviet Union. …

With a shared history under the Soviet Union, the five Central Asian republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan have spent the past one hundred years dealing with quickly changing language policy and ethnic relations. Under the policy of the USSR, native languages of Central Asia were repressed, and Russian was introduced as the main language of interethnic communication. After they gained independence in 1991, however, each of the five countries embarked on missions to restore the strength of each of their national languages and de-Russify their political, economic, and educational systems. Numerous theories exist showing the relationship between stress and decision-making strategies. Conflict Theory, as expressed by Mann et al. (1997) explains that when facing a major decision, individuals will respond to the stress of that decision by using one of four decision-making strategies: vigilance, buckpassing, procrastination, and hypervigilance. In matching Conflict Theory with the cultural scales proposed by Hofstede (2001), the decision-making strategies of buckpassing and procrastination are preferred by individuals from collectivist cultures in contrast to people from individualistic cultures. This research presents analysis for identifying common risk and resilience factors that contributed to or hindered Salafi jihadi mobilization of citizens of Central Asia and the South Caucasus and examines the extent to which these factors had differing internal and external outcomes on Salafi jihadi mobilization. Three levels of analysis provide examination of regime characteristics, behavior of jihadi organizations that mobilized individuals from the region, and case studies through interviews in communities affected by jihadi mobilization in Kyrgyzstan and Georgia.

Following the collapse of the Soviet Union, the newly independent states of Central Asia faced numerous challenges. These included cultivating new national identities and state capacity, managing new borders, and addressing issues of conflict and political violence. Converging with these challenges – a booming trade in opium and heroin originating in neighboring Afghanistan. Central Asia quickly became a key route for opiates originating in Afghanistan and transiting to Russia and Europe. The Kyrgyz Republic lies at the southeastern corner of this region, along one of the world’s busiest drug trafficking routes.

In the semiarid, continental climates of montane Central Asia, with its constant moisture deficit and low relative humidity, agropastoralism constitutes the foundation of the rural economy. In Kyrgyzstan, an impoverished, landlocked republic in Central Asia, herders of the highlands practice vertical transhumance—the annual movement of livestock to higher elevation pastures to take advantage of seasonally available forage resources. Dependency on pasture resource availability during the short mountain growing season makes herds and herders susceptible to changing weather and climate patterns.
