In the years following the 1989 collapse of communism in Eastern and Central Europe, demographers noticed a sharp decline in total fertility rates in many of the countries of the region. While this trend is consistent with a general worldwide trend, it does seem to be even more pronounced in the region, with many countries having fertility rates significantly below replacement. This puzzled demographers as in previous years the region was considered to have some of the highest fertility rates in Europe. Additionally, there is worry that with fertility rates below …

"Good Job, But Bulgarian": Identifying "Bulgarian-Ness" Through Cultural Discourse Analysis, Nadezhda Sotirova

By using cultural discourse analysis and ethnography, naturally occurring talk and interviews were examined for local constructions of “Bulgarian-ness” in order to formulate explicit and implicit cultural propositions about being “Bulgarian,” and cultural premises about being (“Bulgarian-ness” as problematic) and emotion (anger, frustration) as connected. This article illustrates the notion of the phrase as a local cultural symbol within Bulgarian discourse that evokes deep cultural meanings for a way of being (“Bulgarian-ness” and the West/East dichotomy), emotions (frustration, hopelessness), and a social world (the “Bulgarian situation”) as continuously negotiated in relation to conceptualizations of “Balkanism.”

The Roma constitute an ideal case of educational injustice meeting linguistic difference, racism, social marginalization, and poverty. This paper asks whether human-rights or capabilities approaches are best suited to address issues related to the language education of Roma students in Europe. These children are disadvantaged by not growing up with the standard dialect of whatever language is preferred by the mainstream population, and by the low status of the Romani language, and non-standard dialect of the standard language they usually speak. The emotions of joy and awe have received some attention in the psychological literature with few studies comparing the two phenomena across cultures. A phenomenological study of joy and awe in four countries – Bulgaria, Greece, Turkey, and the USA, examined both emotions. The inquiry was conducted through semi-structured interviews. The phenomenological methodology was supplemented with grounded theory procedures to ensure research rigor. Four categories were identified that contribute to the experience of joy and awe: unity of souls, nature, spirituality, and the original self. Right wing populism is on the rise. Through the use of othering, right-wing groups delimit their own identities while excluding others. The purpose of this chapter is to shed light on how European mediated public spheres (such as reader responses to media discourse) constitute an important domain of identity articulation and struggle through the discursive construction of the ‘Other’. In this case, the others come from the Central and Eastern European countries that are perceived as newcomers to Western Europe due to the consecutive enlargements of the European Union. Smoking is a serious global public health threat that causes more than 6 million deaths annually (WHO, 2013). Smoking is also the single, most preventable cause of death (CDC, 2014). According to a recent study, Bulgaria was ranked as one of onlyl 1 countries in the world, in which half of the adult male population smokes, as well as one of 11 countries in which more than one-quarter of the adult female population smokes. Human trafficking is an international problem that plagues every country in the world. Although no reliable concrete data exist on the extent of human trafficking internationally, it is estimated that thousands of women are trafficked into the European Union every year. According to research conducted by the European Roma Rights Centre in 2010, a disproportionately high percentage of these victims are of Roma ethnicity. Research from service providers, law enforcement and international organizations estimates that Roma comprise between 50 to 80 percent of human trafficking victims in Bulgaria with similar levels across Central and Eastern Europe. Today the West tends to understand the Middle East primarily in terms of geopolitics: Islam, oil, and nuclear weapons. But in the nineteenth century it was imagined differently. The interplay of geography and politics found definition in a broader set of concerns that understood the region in terms of the moral, humanitarian, and religious commitments of the British empire. Smyrna’s Ashes reevaluates how this story of the “Eastern Question” shaped the cultural politics of geography, war, and genocide in the mapping of a larger Middle East after World War I.

In early 2005 the government of Bulgaria commissioned the construction of a new nuclear power plant (NPP) near the town of Belene on the Danube border with Romania. The € 4 billion project will be executed by a consortium appointed in October 2006 by the National Electric Company led by the Russian Atomstroyexport. The work will be overseen by the architect-engineer of the plant, the American company WorleyParsons. The endeavor received a “green light” in December 2006 when the Nuclear Regulatory Agency of Bulgaria approved the Belene site for the construction of a new nuclear power plant.

One of the more orthodox Communist countries in the Warsaw Pact, Bulgaria has slowly but surely made its way out of Socialist authoritarianism and is developing democracy and a market economy. Despite a sizable non-Bulgarian ethnic minority (especial Turks), the country has avoided the ethnic tensions that led to war in Russia (Chechnya) or the former Yugoslavia. The possibility of joining NATO and the European Union promises to bring Bulgaria closer to the West than ever in its history. Drawing on the literatures on democratization, security studies, and small states this dissertation explores the relationship of small states' domestic and international institutionalization and their security. Small states have limited power not only to affect their environment but also to guarantee national security. Small states, it is hypothesized, enhance their security through the consolidation of domestic institutions and the accumulation of capacities provided by their participation in capacity-reach international institutions.

Using the concept of representation, this study advances a comparative interpretive analysis which makes use of hard statistical data and soft data to assess the direction of democratization in Eastern Europe between 1990 and 1998. Specifically, the study looks at how governments in Eastern Europe chose to heed constituencies' calls for the institution of a market economy, and analyzes the degree of government responsiveness towards constituencies. The study finds that the region is moving towards a more responsible and responsive type of governance, but at different paces and degrees. Poland leads with respect to government responsiveness. Bulgaria's economy began a deep and prolonged collapse in 1989, exactly one hundred years after the noted Bulgarian novelist Ivan Vazov published his stirring novel opposing the tyranny of the Ottomans and warning of the mistaken road of socialism. The 1989 collapse was partially a reflection of the external political upheavals among Bulgaria's trading partners in Eastern Europe, which were rejecting socialist principles. But it was also a reflection of the weaknesses imbedded in the economy after 30 years of central planning.
