This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.
Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

It has been more than a decade since the Brazilian military relinquished its hold on the electoral process. Effective democratic governance has yet to be established, however. Traditional elites still dominate the scene, political parties remain weak, fragmented and unstable, and public administrations continue to pay lip-service to demands for citizens' rights. The source of these various problems of democratic governance is, by all accounts, the widespread practice of exchanging votes for favours, otherwise known as clientelism. In this essay, I argue that clientelism is an essential and endearing feature of the Brazilian political landscape. I also argue, however, that …

This edition of Quality/Calidad/Qualité relates the experience of three family planning associations affiliated with the International Planned Parenthood Federation/Western Hemisphere Region that have tried to incorporate an HIV/AIDS prevention strategy into their existing family planning programs and services. It examines how BEMFAM/Brazil, ASHONPLAFA/ Honduras, and FAMPLAN/Jamaica have made a transition toward a range of family planning services more focused on the clients themselves and more explicit in the treatment of sexual themes. This issue of Quality/Calidad/Qualité tells the story of a group of Brazilian women who came together in 1981 with the shared belief—not as widely understood then as it is now—that conventional approaches to women's health and family planning services were overly medicalized, incapable of dealing with the relationship between sexuality and contraception, and disempowering to clients. They started the Coletivo which runs a clinic, a training institute, and a public education program that has “given voice” to thousands of women, provided leadership to the Brazilian government and women’s health movement, and has been active in research and international policy affairs. …

To translate Templer's Death Anxiety Scale into the Brazilian Portuguese Escala de Ansiedade de Morte, linguistic validity was first established by back-translation and calculating bilingual split-half reliability coefficients. Even-numbered items achieved a minimally adequate .59, while the odd-numbered items attained a satisfactory .91. The internal consistency of the Escala (.77) matches that found for the original scale. The construct validity was tested by replicating the interactions of the English form with (1) the State-Trait Anxiety Inventory, (2) the Purpose-in-Life Test, and (3) Levenson's measure of locus of control. The Escala performed as expected, save for some difficulty with the locus …

This volume is a welcome attempt to combine extremely disparate regional literature on structural adjustment programs. The empirical research for the book was conducted in such a way as to generate truly economic hypotheses and conclusions. Bates and Krueger commissioned eight teams of researchers; each composed of at least one political scientist and an economist. The teams' initial agenda was to unravel the puzzle of why good economics means bad politics in relation to these structural adjustment programs. This paper investigates liberation theology's impact upon the societies of Brazil and Colombia. It will emphasize the theology's role in affecting social change. Social change is far from a two-dimensional, simplistic process. Rather, it entails various levels of depth and intricacy and often manifests itself in more subtle ways than just military coups or communist revolutions. Societal change involves individual, personal transformation as well as broad, structural modifications. Patricia Hill Collins (1990:111) speaks of social change being able to occur even within the most microcosmic spheres, such as "in the private, personal space of an individual woman's consciousness." The proposals in the article are derived from the experience of PRO-PATER, in São Paulo, Brazil, and briefly, from the activities of the Profamilia Men’s Clinic in Colombia. The experiences of both PRO-PATER and Profamilia suggest that, although the reproductive health needs of men may be different from those of women, they are still very interested. The purpose of this paper is to analyze the sensitivity of Brazil's balance of payments (including its foreign debt) to future changes in world economic conditions. To accomplish this, the determinants of the country's balance of payments will be isolated and then empirically studied. Based upon these results,forecasts will be made under three different economic scenarios. The intent will be to determine the affect that different sets of world conditions have upon Brazil's foreign debt and trade balance from 1987 to 1991.

This study is concerned with cooperative business enterprises of small farmers. The topic has been chosen because peasants' association in supply and marketing cooperatives is considered an essential element in rural development. The author's field experience leads him to agree in principle with this assumption. But, as exemplified by Brazil, a variety of factors (ecological, sociohistorical, legal, economic and so forth) may hinder or help the inception and survival of cooperatives.

In a 1982 issue of this journal, Michael Barzelay and Scott R. Pearson examined the social costs and benefits of producing ethanol motor fuel in Brazil. They conclude that ethanol fuel was economically infeasible in 1981 and will remain so unless petroleum prices rise dramatically in the future. We seek first to call attention to some problems in their data and second to suggest that their analysis include broader considerations. Quite different conclusions could result.

Opposition groups in authoritarian political systems are constrained not only by the presence of coercive forces, but also by the indeterminate and uncertain application of repression. This article suggests the use of Albert Hirschman's rational model of dissent as an analytic framework for the study of interest articulation within mixed regimes. After deriving several behavioral attributes associated with dissent, the article then explores the utility of the Hirschman model within the Brazilian context. Several political strategies that allowed opposition forces to survive more than a decade of severe repression by the praetorian regime are examined. Political "safety zones" that permit …
