Despite the implementation of the Affordable Care Act (ACA) in 2010 and Medicaid expansion, many African American males between the ages of 18 and 64 remain uninsured. Lack of health coverage negatively impacts the economy, communities, and the lives of those who lack health insurance. Hospitals and health care providers are left unpaid when uninsured individuals cannot afford to pay for the healthcare. In the United States, education policies differ from state to state. Local research, therefore, is important to inform educators, policymakers, and researchers on the ground. This dissertation leverages ten years of administrative data to study three questions about gifted and talented (G/T) identification and education in Arkansas: does the current system identify the right students? Are gifted and talented programs beneficial for students? And, how can we improve diversity in gifted and talented education? Leveraging logistic regression, mixed-effects models, and descriptive statistics, I sought to provide answers to these three questions. Food pantries are an essential resource for impoverished and food insecure communities. Washington County, Arkansas has a food insecurity rate of 14.3% as compared to the national average of 10.9% (Feeding America, 2019). The Northwest Arkansas Food Bank has a robust pantry network in Washington County to support families and individuals who struggle with food insecurity.

In this brief, we assess the relationship between Arkansas’ school-level value-added content growth scores for student racial and programmatic groups. This report examines student discipline in the Arkansas public schools. Using ten years of de-identified student- and infraction-level data from 2010-11 to 2019-20 provided by the Arkansas Department of Education, our research identifies trends and a number of key student outcomes related to student discipline in the Arkansas public schools. This work builds upon prior editions of this report.1 We assess compliance with recent legislation, passed in 2017, limiting suspensions and expulsions for elementary-aged students. Untested rape kits sit in crime labs, hospitals, evidence lockers, or storage facilities untouched. In the worst-case scenarios, rape kits have been thrown out of police storage before the statute of limitations had expired. A major public policy problem is developing as these kits stack up and create a backlog. The primary problem with the rape kit backlog is that all victims are not receiving justice. Since 2008, Arkansas has sought to dramatically increase the number of students participating in Advanced Placement (AP) classes. This report examines trends in Advanced Placement (AP) course-taking in Arkansas. The AP program allows students to access college-level content while still enrolled in high school. How might we improve gifted and talented (G/T) identification by learning about the process in Arkansas (AR)? In this study, we examined the accuracy of the gifted identification process in AR by comparing the degree to which students who were academically talented in the top 5% on the 3 rd grade state assessment in reading and mathematics in AR were identified for G/T. Across five years of independent cohorts, we replicate the finding that roughly 30% of the students in the top 5% in both reading and mathematics on the 3 rd grade state assessment are not identified as G/T. …

Postsecondary education has become a popular option for students, as evidenced by increases in enrollment over the last two decades. However, while enrollment has increased, completion has not. It is therefore important to investigate the factors that could lead to students’ enrollment, persistence, and completion of college. This dissertation examines two broad topics over three chapters. Chapters 1 and 2 focus examine the impact of a policy change that resulted in backloading the award disbursement of a state-wide merit-based scholarship program in Arkansas on college enrollment and success. In the Progressive Era, almost half of the U.S. states adopted the ballot initiative, the process by which citizens can petition to change their state’s laws or constitution independent of their state’s legislature. Many Progressives believed the initiative would have positive “educative effects” on voters, such as increasing voter turnout. Most studies show the Progressives’ hypothesis that the initiative would increase turnout was correct, but how and for whom the initiative increases turnout remains disputed. In 1972, the Buffalo River in Arkansas became America’s First National River. Since then, the Buffalo National River has become a beloved recreational retreat for locals and visitors alike. The Buffalo National River is home to incredibly scenic views and host to many outdoor activities, among them, hiking and floating. As with any confluence of nature and humans, there is great risk involved in all aspects of the park. Between 2011 and 2017, a total of 140 search and rescue missions were carried out. Although Medicaid work requirements are currently halted in both Arkansas and Kentucky, this analysis utilizes the data available to make an assessment and estimate of what Kentucky’s Medicaid enrollment will look like if work requirements similar to those Arkansas had are ever implemented. The relative severity of the administrative burden of such requirements provide a tool for comparison, and a difference-in-differences analysis of the change in Medicaid enrollment between Arkansas and West Virginia, a state that has not implemented and currently has no plans to implement Medicaid work requirements, provide the bases for this estimate. There have been widespread reports of an impending teacher shortage crisis in the U.S. for more than 30 years. In the U.S., there are claims of a widespread national shortage while research indicates teacher shortages are specific to certain subjects and schools. Part of the reason for the conflicting accounts is how shortage is identified and what information is used to assess it. In this study, we test whether a uniform teacher shortage exists across the state of Arkansas. The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions. National Board Certification is a voluntary process that, according to the National Board for Professional Teaching Standards, certifies that they “have developed and demonstrated the advanced knowledge, skills, and practices required of an outstanding educator.” Currently, National Board Certified (NBC) teachers in an Arkansas public school receive an annual bonus of $5,000 for up to 10 years. In this brief, we examine NBC in Arkansas and Senate Bill 555, which proposes the modification and enhancement of NBC incentive bonuses for teachers receiving certification after January 2018.

In addition to the annual grades, this year’s report takes a comprehensive look at the steps states are taking to turn their blueprints for the federal Every Student Succeeds Act’s to a finished structure. Overall, Arkansas received a C– and was ranked 43rd among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.

Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith

The academic literature on the topic of legal alcohol sales is vast; from the effects on crime to population health outcomes. The economic development impact of alcohol sales, however, remains relatively unexplored. This research examines county-level data from the State of Arkansas between the years 2009 and 2014 in a cross-sectional time-series regression analysis to determine whether economic development benefits exist that can be attributed either directly or indirectly to legal alcohol sales. Ultimately, this study finds that alcohol sales are positively and significantly related with food service and accommodation employment as well as higher per capita personal income.
