The purpose of this study was to understand the roles and responsibilities of site facilitators in successful New Directions in Distance Learning (NDDL) project school sites, to learn with whom site facilitators communicate within and outside their working environments, and to discover with whom they build working relationships. E-mail questionnaires and two sets of telephone interviews generated the research data from six site facilitators and three teacher-mentors who worked at eight New Directions in Distance Learning (NDDL) school sites located throughout British Columbia. Ultimately military personnel deal with life and death Issues--even if for many of these personnel the likelihood of the ultimate is very remote. Requiring accountability for these personnel--the taking of responsibility for one's actions and their consequences--is a sound abstract principle. Accountability is the watchword of the 1990s, particularly in education. In exchange for greater flexibility and autonomy, schools have been asked to assume greater accountability for student outcomes. Implicit in this shift of authority and responsibility is the belief that changing the locus of control will result in changes in student achievement. Decentralizing accountability thus has multiple implications for the teaching and learning process, governance and decision making, and school site leadership. In 1993, San Diego City Schools adopted a student achievement accountability policy and initiated a demonstration program to develop an accountability system model for the district. Making Homelessness Programs Accountable To Consumers, Funders And The Public, Dennis P. Culhane, David Eldridge, Robert Rosenheck, Carol Wilkins

This paper discusses how different types of performance measurement can be used to improve the accountability of homeless programs to consumers, funders and to the public. A distinction is made between the kinds of data used in formal research projects and data that can be practically obtained in a practice setting. Consumer outcomes are discussed in terms of accountability to consumers, program outcomes in terms of accountability to funders, and systems outcomes in terms of accountability to the public. Cost-benefit analyses are also discussed as providing another critical dimension of accountability to funders and the public.

From 1988 to 1991 Donelson R. Forsyth worked with C.R. Snyder and many other experts in the field of social and clinical psychology, editing a handbook that--at that time--summarized ongoing efforts in what was known as the social-clinical interface. This interface recognized the growing interdependency of these two fields. Up to that time social psychologists were mostly preoccupied with the study of the interpersonal determinants of thought, feeling, and action. The research reported in this paper is an effort to shed empirical light on traditional accountability in a cross-cultural perspective. Because of the suspicion of a connection between the persistence of the issue in the United States and indigenous cultural factors (most notably the uniquely enduring influence of the Protestant ethic) it was decided to investigate the issue through a comparison of some of the accountability practices of American social agencies with those outside the United States. During the past decade, people in most areas of public and private life have turned to questioning the conditions under which they live and the quality of life itself. After years of rapid expansion, deficiencies, obsolete facilities, and practices, inadequacies in the educational product, and lack of long-term goals that are generally agreed upon by consumer and producer became apparent.
