At The Nexus Of Dallas' Neighborhood Arts Districts And Tax Incremental Financing Zones: The Question Of Affordable Housing In A Socially Just Economy, Katherine M. Kosut

This dissertation examines the effects of urban economic development policies on affordable housing and the resident working-class populations within neighborhood arts district (NAD) and the Tax Incremental Financing (TIF) support of the NAD revitalization. This study questions whether municipally endorsed “creative gentrification” in the form of the tax-based economic development policy—tax incremental financing—increases the effects of gentrification and housing affordability loss in low-income neighborhood arts districts in the United States, using Dallas TX as a case study. Since 2016, OhioLINK, Ohio's higher education library consortium, has defined affordable learning as a strategic initiative. Our affordable learning initiatives have evolved from advocacy and outreach largely around open educational resources to a multi-pronged approach that includes many different strategies for reducing the cost of course materials. At our recent Ohio Affordable Learning Summit, OhioLINK and its member libraries presented on a diverse array of strategic affordable learning initiatives and a menu of options that colleges and universities could choose from in order to pursue making learning more affordable. In many parts of the U.S., rents and housing prices are rising faster than household incomes. Low-income families have always been stretched to pay for housing without sacrificing other necessities. In recent years, housing costs have become a larger source of financial stress for middle-income families. While homeownership has been the primary channel for wealth building in the U.S., two recent trends raise questions about whether this is a viable strategy. First, many homeowners suffered severe financial losses due to housing price declines during the Great Recession (2007-2009). Low-Income Access To Employer-Based Transit Benefits: Evidence From 10 Large Metropolitan Regions, Andrea Hamre

Journal of Transportation Demand Management Research

While national aggregate statistics suggest employer-based transit subsidies may be inaccessible to the majority of the working poor, this is the first study to investigate the subject with disaggregate data while controlling for additional factors. This study uses household travel surveys for 10 of the largest Metropolitan Planning Organizations, grouped into seven cases. In each case, the share of workers offered an employer-based transit subsidy is lowest for workers in the lowest income quintile. Binary logistic regression results for the odds of being offered an employer-based transit subsidy are presented for two cases, Washington, DC, and Denver, CO, and the …

Academic institutions around the United States are facing pressure to reduce tuition and fees in order to keep higher education accessible. Open Education Resources (OER) is one attempt by academic institutions to provide high quality education resources at a lower cost to students, by replacing traditional textbooks with freely available or low cost materials. Libraries as information experts play an active role in the implementation of OER. This article looks at the current state of OER and what potential impacts OER will have on libraries.
