Unmas 2015 Annual Report, Unmas

Global CWD Repository

The centrality of mine action in humanitarian responses was widely and unanimously recognized by United Nations Member States and throughout the mine action sector in 2015. In his biennial report to the United Nations General Assembly on Assistance in Mine Action, the Secretary-General highlighted that mine action is “at the core of postconflict humanitarian response” and emphasised that “contamination of mines and explosive remnants of war remains a major security issue affecting civilian populations, United Nations operations and the sustainment of global peace and security”. The Global Humanitarian Overview for 2016, launched by the United Nations Emergency Relief Coordinator in …

Qasef: Escaping The Bombing, Hi

Global CWD Repository

This study confirms that the use of explosive weapons in populated areas in Syria is at times nearly continuous, with indiscriminate bombing that lasts for days. The attacks are sometimes seemingly random, until there is complete destruction of an area. All Syrians interviewed said they fled because of the various effects of the conflict, and most of them stressed that the main reason for leaving their homes was the use of explosive weapons in their villages, towns, and cities. In our interviews, explosive weapons were mentioned as the overriding factor forcing Syrians out as they fled from their homes.

The Convention also obliges countries to assist affected states to fulfil their obligations.

The Convention was signed by 94 states when it opened for signature in Oslo, Norway on 3 December 2008. Sixty percent of the world’s states have now joined …

An Elliptic Exploration, David Curtis Swart Jan 2016

An Elliptic Exploration, David Curtis Swart

Online Theses and Dissertations

In this paper I will be giving an introduction to an interesting kind of equation called elliptic curves, and how they can be used to protect our national security through Cryptology. We will explore the unique operation for adding points on elliptic curves and the group structure that it creates, as well as the ECC method, which stands among the RSA and AES methods as one of the modern day's most secure systems of cryptography. In addition, I will also introduce several algorithms and methods that are useful for working with ECC such as Schoof's Algorithm, and I will also …

A Kantian Revision Of The Doctrine Of Double Effect, Andrew H. Chung Jan 2016

A Kantian Revision Of The Doctrine Of Double Effect, Andrew H. Chung

CMC Senior Theses

In this paper, I will present a Kantian revision of the Doctrine of Double Effect (DDE). In order to do so, I will explain the concept of jus in bello – focusing in particular on the distinction between intent and foresight. I will then argue that we ought to take an agency-inspired look at the DDE. Finally, I will conclude by arguing for my thesis that Boyle’s theory of agency, while good, needs to be revised in order to accommodate concerns stemming from Kant’s Formula of Humanity… namely consent.

Case-Specific Counterterrorism Policies For Islamic Fundamentalist Groups, Jessica L. Shoemaker Jan 2016

Case-Specific Counterterrorism Policies For Islamic Fundamentalist Groups, Jessica L. Shoemaker

Honors Undergraduate Theses

Since 9/11, counterterrorism policies have been one of the crucial policy issues facing the United States. After the attacks on the United States, counterterrorism in this country transformed. Fifteen years later, counterterrorism is typically organized as a one-size fits all approach. This approach generalizes all terrorist threats, trying to target terrorism as a whole. This thesis explains how this is an improper approach to counterterrorism. Instead, policies should be case-specific and created in regards to the specific characteristics embodied by each terrorist organization. These characteristics include history and ideology, organizational and leadership structure, finances, and tactics and targets. These characteristics …

Why Foreign Policy Principles Persist: Understanding The Reinterpretations Of Japan’S Article 9 And Switzerland’S Neutrality, Yuki Numata Jan 2016

Why Foreign Policy Principles Persist: Understanding The Reinterpretations Of Japan’S Article 9 And Switzerland’S Neutrality, Yuki Numata

Pomona Senior Theses

This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). By analyzing the legal history of the overseas capabilities of the Japanese Self-Defense Forces and the Swiss Armed Forces, as well as the actions and influences of the government, political parties, and the public, this study finds the following trends. First, the …

Presidential War Powers As An Interactive Dynamic: International Law, Domestic Law, And Practice-Based Legal Change, Curtis A. Bradley, Jean Galbraith

All Faculty Scholarship

There is a rich literature on the circumstances under which the United Nations Charter or specific Security Council resolutions authorize nations to use force abroad, and there is a rich literature on the circumstances under which the U.S. Constitution and statutory law allows the President to use force abroad. These are largely separate areas of scholarship, addressing what are generally perceived to be two distinct levels of legal doctrine. This Article, by contrast, considers these two levels of doctrine together as they relate to the United States. In doing so, it makes three main contributions. First, it demonstrates striking parallels …

Laird V. Tatum And Article Iii Standing In Surveillance Cases, Jeffrey L. Vagle Jan 2016

Laird V. Tatum And Article Iii Standing In Surveillance Cases, Jeffrey L. Vagle

All Faculty Scholarship

Plaintiffs seeking to challenge government surveillance programs have faced long odds in federal courts, due mainly to a line of Supreme Court cases that have set a very high bar to Article III standing in these cases. The origins of this jurisprudence can be directly traced to Laird v. Tatum, a 1972 case where the Supreme Court considered the question of who could sue the government over a surveillance program, holding in a 5-4 decision that chilling effects arising “merely from the individual’s knowledge” of likely government surveillance did not constitute adequate injury to meet Article III standing requirements.

Save The Children: Black Liberation In The Age Of The Modern Oligarchy, Isaiah Louis Rice Jan 2016

Save The Children: Black Liberation In The Age Of The Modern Oligarchy, Isaiah Louis Rice

Senior Projects Spring 2016

Two principles that are fundamental to the West is self-determination and democracy. Self-determination meaning one's control over the path of their destiny and democracy being, the enforcement of egalitarian ideals. The two would seem to guarantee the livelihood of all their citizens to sustain their well-being beyond the means of having just enough to survive. The recent deaths of Trayvon Martin, Michael Brown, Eric Garner, and Sandra Bland question the legitimacy of these principles because of the apparent lack of regard for their Black bodies. These injustices have spurred serious debates in the public sphere, but reverberate so loudly because …

Ammunition Safety Management | Preventing Loss Of Life And Property And Diversion From Stockpiles, Samuel Paunila, Andrew Hoole Jan 2016

Ammunition Safety Management | Preventing Loss Of Life And Property And Diversion From Stockpiles, Samuel Paunila, Andrew Hoole

Global CWD Repository

The international community has been actively engaged in mine action for over 20 years. Clearance has been remarkably successful both in reclaiming land and making life safer for some of the most disadvantaged people in the world. As the number of casualties due to landmines has fallen, we have seen the number of deaths and injuries caused by explosions in ammunition storage areas rise and an increasing diversion of ammunition away from state stockpiles and into the hands of non-state actors.

Poorly managed stockpiles of ammunition present two distinct threats to the wider community: the risk of an explosion within …

A Benefit-Cost Analysis Of Korea's "Advance Passenger Information System", Chanyoung Lee Jan 2016

A Benefit-Cost Analysis Of Korea's "Advance Passenger Information System", Chanyoung Lee

MPA/MPP/MPFM Capstone Projects

Since the tragic 9/11 terrorist attack on the United States in 2001, many countries have been following the US's decisions on the introduction of an air security program. At the heart of the program is the Advance Passenger Information System or the API system. Considering major developed countries' stances and related international organizations' efforts toward the API system's advance, it seems that the introduction of the API system is expected to be a necessity or a kind of obligation both to border control agencies and air flight companies in the near future. However, this does not mean that the introduction …

Analyzing The Growing Islamic Radicalization In France, Virginia Ruth Brommer Jan 2016

Analyzing The Growing Islamic Radicalization In France, Virginia Ruth Brommer

Honors Theses

Islamic radicalization in European countries is becoming more and more prevalent, as evidenced by the number of recent attacks by Muslims in Europe. I argue that the social, religious, and psychological environment in France creates a unique opportunity for Islamic radicalization, particularly through social media and in prisons. After defining radicalization and explaining two radicalization processes as well as different types of radicals, I analyze the specific factors present in France that contribute to this radicalization. I use case study analysis to examine several French citizens who radicalized, either online or in prison, in order to show how the recruiter …

The International Community's Response To The Hypothetical Emergence Of Superheroes, Brittany Nicole Woods Jan 2016

The International Community's Response To The Hypothetical Emergence Of Superheroes, Brittany Nicole Woods

CMC Senior Theses

In a golden era for comic based media, this paper uses the hypothetical emergence of superheroes to analyze the assumptions and predictions of three international relations theories: realism, liberalism, and constructivism. Comics consistently reflect the real world, paralleling events and concepts discussed in foreign affairs dialogues. The thought experiment, and the comic genre itself, provides a vehicle for thinking broadly about the political and social ramifications of successful or failed problem solving, state interaction, and scientific advances.

Understanding The Roots, Methods And Consequences Of Islamic Radicalization In Kosovo, Agnesa Dalipi Jan 2016

Understanding The Roots, Methods And Consequences Of Islamic Radicalization In Kosovo, Agnesa Dalipi

MSU Graduate Theses

This thesis examines the root causes of the appeal of violent Islamic extremism that led to the surge of foreign fighters from Kosovo to Syria and Iraq. The subject of Islamic foreign fighter recruitment is a nascent area of research. From the analysis of the phenomenon in Kosovo, this thesis seeks to extrapolate insights that can be applied more broadly to the debate over whether the success in the Islamic State's recruitment is a result of religious or socioeconomic factors, or a combination of both. Understanding the causes will enable counterterrorist analysts and in both Kosovo and other countries to …

Repeating History: The Ineffectiveness Of The 1973 War Powers Resolution, Kaitlyn N. Schiess Jan 2016

Repeating History: The Ineffectiveness Of The 1973 War Powers Resolution, Kaitlyn N. Schiess

Senior Honors Theses

Reluctant students often criticize the study of history as irrelevant to the present day.

In the case of one important and controversial piece of legislation, nothing could be farther from the truth. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today. Thus, investigating and studying the resolution remains relevant and important today. The WPR became law in 1973, overcoming a predictable veto by President Nixon. The legislation has consistently been a flashpoint for political controversy – eliciting criticism by …

Japan: Nuclearizing The Reclining Dragon?, Michael Ladon Cribb Jr. Jan 2016

Japan: Nuclearizing The Reclining Dragon?, Michael Ladon Cribb Jr.

MSU Graduate Theses

Japan may be about to cross the threshold of a slow march toward nuclearization. This thesis will highlight signals that Japan not only has the means to develop nuclear weapons but maybe approaching a culmination point where Japan will cross the nuclear threshold. This thesis relies on a range of open-source documents and previously classified documents of the United States and Japan in order to reveal some of these subtle indications. Japan relies on four main factors to maintain its non–nuclear status: its alliance with the United States, nuclear deterrence underwritten by the United States, regional stability, and the nuclear …

Complexity In Modern War: Examining Hybrid War And Future U.S. Security Challenges, Joseph Dvorak Jan 2016

Complexity In Modern War: Examining Hybrid War And Future U.S. Security Challenges, Joseph Dvorak

MSU Graduate Theses

Hybrid warfare is a recently formed concept that focuses on the complexity of modern conflicts and those in the future. After the Russian Federation annexed the Crimean Peninsula in 2014, US and Western analysts started using the term hybrid warfare to describe Moscow's strategy. Analysts and policymakers are starting to consider the approach and direction in Ukraine to be a new and unique type of warfare. This study discusses the usefulness of the term hybrid warfare and examines two case studies that reflect the characteristics of hybrid war, the conflicts in Syria and Ukraine, to determine if hybrid warfare is …

The United States, Russia, And Missile Defense: Why They Do Not Agree On Approach, Policy, And Implications, Nathaniel Taylor Green Jan 2016

The United States, Russia, And Missile Defense: Why They Do Not Agree On Approach, Policy, And Implications, Nathaniel Taylor Green

MSU Graduate Theses

Missile defense has long played a key role in the national defense posture of the United States, despite longstanding objections from the Soviet Union and the Russian Federation. To gain insights into why these objections continue, this thesis looks at three key factors: threat assessments, geopolitics, and technology (to include specific capabilities) and the impact they have on the decision-making calculus of both the United States and Russia regarding missile defense. It is believed that geopolitical considerations, stemming from the Cold War and the different values, culture, background, and experiences between the United States and Russia, are key to understanding …

Law V. Safety: Balancing Domestic Surveillance's Legal Deficiencies Against The Necessity Of Counterterrorism, Jeremy Kommel-Bernstein Jan 2016

Law V. Safety: Balancing Domestic Surveillance's Legal Deficiencies Against The Necessity Of Counterterrorism, Jeremy Kommel-Bernstein

MSU Graduate Theses

This thesis discusses whether the collection of metadata by the NSA, as revealed in 2013 by Edward Snowden, from domestic sources is legal and/or effective, and how to balance safety and liberty. The topic is both timely and important due to the potential for abuse that comes with domestic intelligence programs, as well as the risk of suffering a terrorist attack on U.S. soil. Research for this thesis included personal interviews with former NSA and CIA Director Michael Hayden, and reviewing numerous court cases, legal documents, and articles and books on the subject. There is significant evidence that the NSA's …

Implications Of The Dragon’S Rise For South Asia: Assessing China’S Nepal Policy, Bibek Chand, Lukas K. Danner Dec 2015

Implications Of The Dragon’S Rise For South Asia: Assessing China’S Nepal Policy, Bibek Chand, Lukas K. Danner

Dr. Lukas K. Danner

China has always been an important neighbour to Nepal which has otherwise historically been heavily influenced by India. The ‘rise of China’ has created a more outward-looking Middle Kingdom and so its influence in Nepal has significantly increased within the last decade. As a consequence, Nepal is experiencing growing interest from China. This article aims to give some historical background to Sino-Nepalese relations and to measure the most recent impact of the ‘rise of China’ on Nepal, particularly on its economic, military and political fronts. This is followed by a broader look at China’s policy towards Nepal, also taking into …
