Four programs specifically target children: (1) Children Development Accounts (CDAs) for children starting at birth to age 12; (2) the Edusave account for school children aged six to 17; (3) Postsecondary Education accounts (PSEAs) for children aged 13 years and older; and (4) the Medisave Account, which is opened for every newborn.

This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. Unlike the position in criminal law, there does not currently exist a general doctrine of accessory liability in civil law. Thus, a person may be liable as an accessory in equity for dishonestly assisting with a breach of trust, but there is no tort for dishonest assistance. Rather, one who participates in another's tort will only be liable if he is a joint tortfeasor acting pursuant to a common design with the primary tortfeasor. Magna Carta became applicable to Singapore in 1826 when a court system administering English law was established in the Straits Settlements. This remained the case through Singapore’s evolution from Crown colony to independent republic. The Great Charter only ceased to apply in 1993, when Parliament enacted the Application of English Law Act to clarify which colonial laws were still part of Singapore law. Nonetheless, Magna Carta’s legacy in Singapore continues in a number of ways. Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li

This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations. Numbering nearly one million persons, low-waged, low-skilled migrant workers are a vital yet vulnerable part of Singapore’s economy and society. This study, undertaken several months before the Little India riots of December 2013, measures the psychological distress of 261 South Asian Work Permit holders, and 344 South Asian injury and salary claim workers. While most regular Work Permit holders are relatively happy and healthy, our study finds that 62 per cent of injury and salary claim workers meet the screening conditions for a Serious Mental Illness. We find that the three main drivers of psychological distress are (1) the housing …

This paper features a competency-enhancing social networking application which provides a solution for the dilemma of non-participating (non-engaged) students in class: ‘pedagogical tweeting’. In the newly industrializing economies (NIEs) of Hong Kong, the Republic of Korea, Singapore, and Taiwan (China), the entire working population has benefited from labor market institutions. The East Asian NIEs attained and maintained generally full employment, improved their job mixes, raised real earnings, and lowered their rates of poverty. This article reaches two principal conclusions. First, labor market conditions continued to improve in all four economies in the 1980s at rates remarkably similar to their rates of aggregate economic growth. Second, labor market repression was not a major factor in the growth experiences of these economies in the 1980s. …

Using an article by German historian Stefan Berger on the role of national archives in the creation of master historical narratives in Europe as its inspiration, I look at the same concept for postcolonial Southeast Asia. An oral history project to interview the pioneers involved in the formation of the university began in 2011. The project team included the Library, the Information Technology department, and a researcher/interviewer who was familiar with SMU. It was a steep learning curve for the team. As they conducted and processed the interviews, they learned about and made decisions on interviewing, recording, transcribing, storage, website design, discoverability, usability, and sustainability. Drawing from interviews with young adult Catholics in Singapore, this article discusses aspirations in terms of the capacity to be content. For my informants, the capacity to be content has three aspects: the pursuit of happiness, the questioning of Singapore’s incessant drive for economic growth, and the neglect of those left-behind. Taken collectively, these nuances show that the aspirations of young adult Catholics are effectively a moral critique of the social and economic state of affairs in the city-state.
