We Built This City: Public Participation In Land Use Decisions In Singapore, Jack Tsen-Ta Lee
We Built This City: Public Participation In Land Use Decisions In Singapore, Jack Tsen-Ta Lee
Research Collection Yong Pung How School Of Law
This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. As for the second angle, the article looks at how the use of common spaces for assemblies and processions is regulated. The foregoing are examined in the context of Edward Soja’s …
Accessory Liability In Tort And Equity, Pey Woan Lee
Accessory Liability In Tort And Equity, Pey Woan Lee
Research Collection Yong Pung How School Of Law
Unlike the position in criminal law, there does not currently exist a general doctrine of accessory liability in civil law. Thus, a person may be liable as an accessory in equity for dishonestly assisting with a breach of trust, but there is no tort for dishonest assistance. Rather, one who participates in another's tort will only be liable if he is a joint tortfeasor acting pursuant to a common design with the primary tortfeasor. This article examines the reasons for this divergence and evaluates the case for their assimilation. It observes that, contrary to common perception, the scope of participatory …

Singapore has positioned itself as an international dispute resolution hub in Asia by providing a complete suite of services for international arbitration, international litigation and mediation through the Singapore International Arbitration Centre (“SIAC”), the Singapore International Commercial Court (“SICC”) and the Singapore International Mediation Centre (“SIMC”). SICC and SIMC build on Singapore’s reputation for quality legal services, including its status as the most preferred seat of arbitration in Asia and the third most preferred seat of arbitration in the world.[1] They bring more options to parties facing cross-border disputes who need tailored solutions that meet their needs.

On The Edge Of Disruption, David K. C. Lee
Research Collection Lee Kong Chian School Of Business
The financial system is on the verge of massive disruption. Innovative competitors operating on sleek business models and offering new alternative services are entering at the bottom of the market, where gross margins are low and latent demand is high. As these new entrants scale and progress through higher market segments, they will erode incumbent pricing power.

Magna Carta Then And Now: A Symbol Of Freedom And Equal Rights For All, Eugene K. B. Tan, Jack Tsen-Ta Lee
Research Collection Yong Pung How School Of Law
Magna Carta became applicable to Singapore in 1826 when a court system administering English law was established in the Straits Settlements. This remained the case through Singapore’s evolution from Crown colony to independent republic. The Great Charter only ceased to apply in 1993, when Parliament enacted the Application of English Law Act to clarify which colonial laws were still part of Singapore law. Nonetheless, Magna Carta’s legacy in Singapore continues in a number of ways. Principles such as due process of law and the supremacy of law are cornerstones of the rule of law, vital to the success, stability and …
Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li
Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li
Research Collection School Of Economics
This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations. Third, Pesaran's CIPS test indicates …
Vital Yet Vulnerable: Mental And Emotional Health Of South Asian Migrant Workers In Singapore, Nicholas Harrigan, Chiu Yee Koh
Vital Yet Vulnerable: Mental And Emotional Health Of South Asian Migrant Workers In Singapore, Nicholas Harrigan, Chiu Yee Koh
Research Collection School of Social Sciences
Numbering nearly one million persons, low-waged, low-skilled migrant workers are a vital yet vulnerable part of Singapore’s economy and society. This study, undertaken several months before the Little India riots of December 2013, measures the psychological distress of 261 South Asian Work Permit holders, and 344 South Asian injury and salary claim workers. While most regular Work Permit holders are relatively happy and healthy, our study finds that 62 per cent of injury and salary claim workers meet the screening conditions for a Serious Mental Illness. We find that the three main drivers of psychological distress are (1) the housing …

Singapore faces a major challenge in providing care and support for senior citizens due to its rapidlyageing population and declining old-age support ratio. The concept of Ageing-in-Place was introduced by the Singapore government [1] to allow older people to live independently in their own homes and communities so that the need for institutionalised care will only be utilised when necessary. We have three fundamental questions that this project will answer: 1. How to make community care serviceseffective through innovations in care delivery? How to lower the cost of service delivery and improve 2. productivity of caregivers, by leveraging information and …

This paper features a competency-enhancing social networking application which provides a solution for the dilemma of non-participating (non-engaged) students in class: ‘pedagogical tweeting’. Twitter’s micro-blogging service enables both instructors and students to send and read messages (tweets) of up to 140 characters, incl. links to blogs, web pages, photos, videos, etc. As Twitter can be accessed from a website, via applications on PC/Mac, iPhone, Android phones, etc., it represents an effective tool to engage students, e.g. by taking up questions during in-class and out-of-class discussions or by providing advice on assignments etc. Students in turn can generate their own learning …

Changing Labor Market Conditions And Economic Development In Hong Kong, The Republic Of Korea, Singapore, And Taiwan, China, Gary S. Fields
Changing Labor Market Conditions And Economic Development In Hong Kong, The Republic Of Korea, Singapore, And Taiwan, China, Gary S. Fields
Gary S Fields
In the newly industrializing economies (NIEs) of Hong Kong, the Republic of Korea, Singapore, and Taiwan (China), the entire working population has benefited from labor market institutions. The East Asian NIEs attained and maintained generally full employment, improved their job mixes, raised real earnings, and lowered their rates of poverty. This article reaches two principal conclusions. First, labor market conditions continued to improve in all four economies in the 1980s at rates remarkably similar to their rates of aggregate economic growth. Second, labor market repression was not a major factor in the growth experiences of these economies in the 1980s. …

The Role Of National Archives In The Creation Of National Master Narratives In Southeast Asia, Michael Karabinos
Journal of Contemporary Archival Studies
This paper is a working paper for a research project in its initial stage. Using an article by German historian Stefan Berger on the role of national archives in the creation of master historical narratives in Europe as its inspiration, I look at the same concept for postcolonial Southeast Asia. Particular attention is paid to Indonesia, Singapore, and Malaysia. Due to the colonial past of these countries, what is held in their national archives includes many records created by the former colonial administrations. How this affects the creation of master historical narratives will be addressed in this research project. I …

The Singapore Legal System, Eugene K. B. Tan, Gary Kok Yew Chan
Research Collection Yong Pung How School Of Law
The Singapore legal system is a rich tapestry of laws, institutions, values, history and culture. Like the Singapore-made quilt, each strand of the legal system is woven together to form a jurisprudential kaleidoscope bounded by a unique national identity.
The legal system will inevitably undergo tension as socio-economic and politico-legal changes unfold with increased globalisation and regionalisation. Thus, Singapore has to respond swiftly and deftly in creating new laws and institutions or adapting existing ones.
In this regard, Singapore is and has been ready and willing to learn from the legal developments taking place in foreign jurisdictions with similar aspirations. …

The Singapore Management University (SMU) Library was tasked with documenting the early history of SMU by the chairman of its board of trustees. An oral history project to interview the pioneers involved in the formation of the university began in 2011. The project team included the Library, the Information Technology department, and a researcher/interviewer who was familiar with SMU. It was a steep learning curve for the team. As they conducted and processed the interviews, they learned about and made decisions on interviewing, recording, transcribing, storage, website design, discoverability, usability, and sustainability. The resulting oral history website presents the interviews …
A Guide To General Elections In Singapore, Grace Morgan
A Guide To General Elections In Singapore, Grace Morgan
Student Publications
Singapore has a system of representative democracy. This is a form of democracy where the people vote for candidates to represent them in Parliament. These representatives make laws and develop policies on their behalf. Representative democracy can be contrasted with direct democracy, such as in Switzerland, where the people vote to decide directly whether they support certain laws or policies.
The book explains the Singapore parliament, by-elections, the election process, the major political parties, milestones in Singapore's electoral history.
Singapore’S Housing Policies: Responding To The Challenges Of Economic Transitions, Sock Yong Phang
Singapore’S Housing Policies: Responding To The Challenges Of Economic Transitions, Sock Yong Phang
Research Collection School Of Economics
Singapore has developed its own unique state-driven housing system, with more than three quarters of its housing stock built by the Housing and Development Board and homeownership financed through Central Provident Fund savings. As a result, it has one of the highest homeownership rates amongst market economies. This paper provides a historical perspective of the main housing problems faced by successive prime ministers and their respective policy responses. Under the leadership of Prime Minister Lee Kuan Yew (1959-1990), the government established an integrated landhousing supply and housing finance framework to channel much needed resources into the housing sector to deal …

The Role Of The State In Singapore: Pragmatism In Pursuit Of Growth, Kim Song Tan, Manu Bhaskaran
Research Collection School Of Economics
This paper looks at how government intervention shapes the evolution of the Singapore economy and accounts for its successes and failures over the past 50 years. Compared with other dynamic Asian economies, the Singapore government's approach to intervene in the economy is both more extensive and more intrusive, but with a narrow focus on GDP growth and surplus accumulation as the primary objectives. The ruling government's near complete dominance in politics has enabled it to mobilize resources to create the preconditions for strong GDP growth and high savings. But the impact on the broader development of the economy and the …

The Capacity To Be Content: Aspirations And Young Adult Catholics In Singapore, Jayeel Cornelio
Development Studies Faculty Publications
Drawing from interviews with young adult Catholics in Singapore, this article discusses aspirations in terms of the capacity to be content. For my informants, the capacity to be content has three aspects: the pursuit of happiness, the questioning of Singapore’s incessant drive for economic growth, and the neglect of those left-behind. Taken collectively, these nuances show that the aspirations of young adult Catholics are effectively a moral critique of the social and economic state of affairs in the city-state. The capacity to be content also informs these young adults’ decision to be involved in welfare activities or even be employed …

This book has taken us through the fascinating history of the Indian performing arts in Singapore. The development and spectacular growth of the Indian arts in Singapore have mirrored the economic developments in Singapore. From very slow beginnings of the hardworking pioneering artistes, some institutions have grown dramatically and have become landmark cultural institutions, well known to Singaporeans and arts connoisseurs in India, especially the cognoscenti in the cultural capital of Chennai in the South. In the early days prior to independence, both local and new Indian immigrants were starved for opportunities to learn Indian classical music and dance, and …
