This paper examines Idaho state budgeting decisions for Fiscal Year 2014 and assesses what progress has been made to return to the state’s revenue and spending levels before the hard times in 2009 and 2010 (Kinney 2010; Kinney 2011). After briefly describing Idaho’s population and politics, the report discusses the state’s economic and General Fund revenue contexts for budget decision making. It then analyzes the governor’s budget and the legislature’s appropriations and considers two important potential impacts of these decisions. Progress in Idaho state budgeting continued to be mixed. Fiscal policy and public debt may be required to maintain full employment and avoid secular stagnation. This conclusion emerges from a range of different models, including OLG specifications and stock-flow consistent (post-) Keynesian models. One of the determinants of the required long-run debt ratio is the rate of economic growth. Low growth leads to high debt, and empirical correlations between growth and debt may reflect this causal effect of growth on debt, rather than negative effects of debt on growth. This dissertation examines the politics behind the increasing use of tax expenditures as tools for social policy in the United States, Canada, and United Kingdom. Tax expenditures, particularly in-work and child tax credits, have grown into major components of social policy across a number of countries since the 1970s. While some scholars have noted this increasing "fiscalization" of social policy, our current theories of welfare states struggle to explain this expansion across all three countries in an era of "permanent austerity" as well as variation in the distribution of these tax credits between the U.S. on one hand and Canada …

This dissertation covers different aspects of political institutions and fiscal policy in local governments. The first essay examines the political consequences of an increase in the district magnitude (the number of open seats) for legislatures. The second essay studies how the size of a local legislature affects the size and composition of public spending. The third essay develops and tests a theory of how transaction costs might affect the use of earmarked revenues by local budgeting authorities.
