In 2011, the United States continued to lead the international donor community in providing assistance for the clearance of landmines and explosive remnants of war, as well as the destruction of at-risk and unsecured weapons and munitions. In Fiscal Year 2011, the Department of State allocated $142 million in assistance to 42 countries, thereby helping communities recover, and countries become more secure. This 11th edition of our annual report, To Walk The Earth In Safety, details the programs and partnerships that make the United States’ Conventional Weapons Destruction (CWD) program a lasting success.

War and conflict, while not manifested as economic or natural disaster, often bring the same consequences and damages and require similar capacity building. This article discusses the following four community-based factors, which contributed to the postconflict development of two communities in Sierra Leone, West Africa: (a) the inclusive involvement of community members for development and construction projects, (b) the use of culturally responsive practices in community building, (c) leadership that is directly connected with the community, and (d) the combination of traditional and local development practices with western and governmental practices. While most young adults experience positive growth and accomplishments, many others struggle, especially those with disadvantaged childhoods who lack financial, social, and emotional resources. Substance abuse, crime, educational failure, unemployment, and mental health problems are common among young adults. This report builds on a review of international experience with high-speed rail projects to develop recommendations for a High-speed rail policy framework for the United States. The international review looked at the experience of Korea, Taiwan, China, and several countries in Europe. Countries in Asia and Europe have pursued high-speed rail (HSR) to achieve various goals, which include relieving congestion on highway networks, freeing up capacity on rail network for freight train operations, and reducing travel time for travelers. While its neighborhoods differ in type based on consumer preference, they vary in quality because of federal, state, and local planning and urban policy. Language brokers are children of immigrants who use their skills as bilinguals to interpret or translate for their family and/or community members. Although language brokering may begin in childhood or preadolescence, language brokering may continue until adulthood. While there are a small number of studies that have touched upon change over time, this study’s primary focus is on language brokers’ experiences relating to change over time. It begins by reviewing the history of the mainstream Western development model through the evolution of modernization theory and foreign aid. Clinician optimism is an important factor in achieving treatment outcomes in psychotherapy. Currently there are no measures of mental health clinician optimism which report substantial psychometric validation. This study sought to assesses the validity and reliability of the Therapeutic Optimism Scale (TOS). 223 mental health clinicians working in a range of clinical settings were administered the TOS and convergent and discriminate validity were established. Test-retest reliability was established over a period of one month. The Therapeutic Optimism Scale was found to achieve acceptable reliability (Chronbach's alpha = .68) and yielded consistent scores over a one month period (r = .68, …

Understanding the experiences and identity development of ethnic minority LGBTQ (lesbian, gay, bisexual, transgender and queer or questioning) individuals presents a challenge because the theories of identity development that exist to date may not take into account their unique perspectives. Theories of identity development that are not specific to ethnic minority or LGBTQ identities may not represent their experiences well. At the same time, theories of ethnic identity development may not fit for individuals who are LGBTQ; and theories of LGBTQ identity development may not fit for ethnic minorities. This study looked at father teaching interactions and singing in toddlerhood as predictors of child cognitive and language outcomes at prekindergarten in a low-income, ethnically diverse sample. Results found that, overall, father teaching interactions in toddlerhood predicted child cognitive and language outcomes at prekindergarten and father singing in toddlerhood predicted language outcomes. Fathers provided slightly more teaching interactions at child age 24 months than at 36 months, and sang more frequently at 36 months.

Within ethnic groups, father teaching interactions were statistically significant in predicting cognitive and language development outcomes for children of African American (approached significance for language outcomes) …

This thesis provides an ethnographic account of a NGOs effort to recruit and retain volunteers. Specifically, this project is a program evaluation of a community-based grant designed as a bottom-up approach to empower community residents to make changes in their community. The study details the many efforts - and obstacles - involved in this process. It is presented as a contribution to the anthropology of policy, to evaluation theory, and to applied anthropological methods. The investigator used participant-observation fieldwork and ethnographic interviews of both volunteer and non-volunteers to evaluate the program's successes and failures.

Using quantitative analysis techniques in GIS and SPSS this piece analyzes property assessment data from Rochester, NY dating back to 1990. These values are compared to the City's economic development project sites, and cluster and regression analyses were conducted to measure the effect of proximity. The evaluations held mixed results, and further study is required to prove that proximity to a project site has a positive influence on property values. Nonetheless, the study shows some evidence to support this hypothesis and notes important geographical phenomena.

Cognitive control is a central issue in developmental psychology. Traditional theories of psychology solve this problem by positing a top-down central executive, which coordinates cognitive resources in pursuit of goals. We propose an alternative explanation: cognitive control arises from physical interactions across many different timescales within the system. College and preschool aged participants were asked to complete a simple executive function task, card sorting. We found that multi-scale physical interactions differed depending on experimental constraints, and that executive function in these cases was driven primarily by flexibility in multi-scale interactions, rather than the dominance of one scale.
