Freedom To Achieve: The Future Of Student-Led Organizations Within The Public School System, Braden W. Johnson

Braden W Johnson

On-campus religious organizations have received special protections according to their First Amendment rights and the Equal Access Act of 1984. As more controversial organizations have been incorporated within the public school system, school administrators have found it increasingly hard to control the effects of these groups. This article argues for a revision to the Equal Access Act which strengthen's a school's ability to place restrictions on the formation of controversial clubs.

Identyfikowanie I Klasyfikowanie Barier Zarządzania Wiedzą, Anna Ujwary-Gil Jan 2012

Identyfikowanie I Klasyfikowanie Barier Zarządzania Wiedzą, Anna Ujwary-Gil

Anna Ujwary-Gil

Contested Migration And Settler Politics In Cyprus, Neophytos Loizides Jan 2012

Contested Migration And Settler Politics In Cyprus, Neophytos Loizides

Neophytos Loizides

Immigration and settler literatures provide contrasting approaches to the evaluation of conflict between ‘newcomers’ and ‘indigenous’ groups. On the one hand, immigration studies emphasize that newcomers, particularly migrants, almost never fight civil wars; on the other hand, studies on settlers in contested territories expect inherently unstable relations between settlers and native populations affected by colonization projects. While each provides strong evidence to support its argument, neither literature has adequately accounted for hybrid cases where the settler and migrant categories have become almost indistinguishable. The article focuses on Cyprus as a paradigmatic such case. Specifically, it looks at populations transferred from …

Robustness, Information-Processing Constraints, And The Current Account In Small Open Economies, Yulei Luo, Jun Nie, Eric R. Young Jan 2012

Robustness, Information-Processing Constraints, And The Current Account In Small Open Economies, Yulei Luo, Jun Nie, Eric R. Young

Yulei Luo

In this paper we examine the effects of two types of “induced uncertainty”, model uncertainty due to robustness (RB) and state uncertainty due to finite information-processing capacity (called rational inattention or RI), on consumption and the current account. We show that the combination of RB and RI improves the model’s predictions for (i) the contemporaneous correlation between the current account and income and (ii) the volatility and persistence of the current account in small open emerging and developed economies. In addition, we show that the two informational frictions improve the model’s ability to match the impulse response of consumption to …

Homelessness And Children's Use Of Mental Health Services: A Population-Based Study, Jung Min Park, Stephen Metraux, Dennis P. Culhane, David S. Mandell Jan 2012

Homelessness And Children's Use Of Mental Health Services: A Population-Based Study, Jung Min Park, Stephen Metraux, Dennis P. Culhane, David S. Mandell

Stephen Metraux

This study examined whether children who become homeless differ from other low-income children in their mental health service use before and after their first homeless episode, and to what extent homelessness is associated with an increased likelihood of mental health service use. Differences between children with and without new onset of sheltered homelessness in the use of mental health services emerged following homelessness and widened over time. Sheltered homelessness and foster care placement history were asso- ciated with increased odds of receiving inpatient and ambulatory mental health services. Findings underscore the importance of collaborations between homeless assistance, foster care, and …

Los Angeles County’S Enterprise Linkages Project: An Example Of The Use Of Integrated Data Systems In Making Data-Driven Policy And Program Decisions., Thomas Byrne, Stephen Metraux, Manuel Moreno, Dennis P. Culhane, Halil Toros, Max Stevens Jan 2012

Los Angeles County’S Enterprise Linkages Project: An Example Of The Use Of Integrated Data Systems In Making Data-Driven Policy And Program Decisions., Thomas Byrne, Stephen Metraux, Manuel Moreno, Dennis P. Culhane, Halil Toros, Max Stevens

Stephen Metraux

Governments at all levels are tasked with administering public pro- grams that serve large numbers of people. The use of integrated data systems (IDS), which can be used to link administrative records from multiple public agencies into one database, offer a unique mechanism for providing the type of comprehensive information that is important for understanding the complex needs of vulnerable populations and for making data-based policy and program decisions that translate into more effective and efficient policies. In this paper, we draw on recent efforts to restructure Los Angeles County’s General Relief (GR) Program – a cash assistance program for …

Introduction Understanding the prevalence of and risk for homelessness among veterans is prerequisite to preventing and ending homelessness among this population. Homeless veterans are at higher risk for chronic disease; understanding the dynamics of homelessness among veterans can contribute to our understanding of their health needs. Methods We obtained data on demographic characteristics and veteran status for 130,554 homeless people from 7 jurisdictions that provide homelessness services, and for the population living in poverty and the general population from the American Community Survey for those same jurisdictions. We calculated prevalence of veterans in the homeless, poverty, and general populations, and …

Geographic Access To And Availability Of Community Resources For Persons Diagnosed With Severe Mental Illness In Philadelphia Usa, Stephen Metraux, Eugene Brusilovskiy, Janet A. Prvu-Bettger, Ying-Ling Irene Wong, Mark S. Salzer

Stephen Metraux

This study assesses whether there are differences in geographic access to and availability of a range of different amenities for a large group of persons diagnosed with severe mental illness (SMI) in Philadelphia (USA) when compared to a more general set of residential addresses. The 15,246 persons who comprised the study group had better outcomes than an equal number of geographical points representative of the general Philadelphia population on measures of geographic proximity and availability for resources considered important by people diagnosed with SMI. These findings provide support for the presence of geographic prerequisites for attaining meaningful levels of community …

From Usages Of Merchants To Default Rules: Practices Of Trade, Ius Commune And Urban Law In Early Modern Antwerp, Dave De Ruysscher Jan 2012

From Usages Of Merchants To Default Rules: Practices Of Trade, Ius Commune And Urban Law In Early Modern Antwerp, Dave De Ruysscher

Dave De ruysscher

In sixteenth-century Antwerp, commercial contracts were supported with refined government-made rules that brought techniques, usages and customs practised by merchants to the level of sophisticated law. Because no body of unwritten substantive law on commerce existed and because commercial practices were often too rudimentary from a legal perspective, in the 1500s detailed and balanced normative precepts on contracts of trade came to be crafted. When in the first decades of the sixteenth century more and more foreign merchants visited Antwerp, its rulers gradually started supplementing and upgrading practices of merchants to default rules regarding contracts, with materials and concepts drawn …

Reconsidering The Defense-Growth Relationship: Evidence From The Islalmic Republic Of Iran, Bruce D. Mcdonald Iii Jan 2012

Reconsidering The Defense-Growth Relationship: Evidence From The Islalmic Republic Of Iran, Bruce D. Mcdonald Iii

Bruce D. McDonald, III

Recent literature has failed to reach a consensus on how best to model the defense-growth relationship. Although several attempts have been made to solve the problem by the theoretical comparison of models, empirical attempts of comparison have been largely restricted to the United States. Given the recent criticism of the Feder-Ram model, this paper uses Iranian data to compare the performance of the Feder-Ram and augmented Solow models in the context of a growing, yet heavily militarized, economy. The results indicate that the improved ability of the augmented Solow model to explain economic growth can better account for the effects …

Teaching Christian Integration In Psychology And Counseling: Current Status And Future Directions, Fernando L. Garzon, M. Elizabeth Lewis Hall

Fernando L. Garzon

In this article, we review the current status of theory and research on teaching Christian integration in psychology and counseling. Changes in student characteristics, emerging technologies, and paradigm shifts in the disciplines themselves predict unique opportunities and challenges for the future. We reflect upon directions integration learning theory and pedagogy should take in light of these considerations.

Leading Change, Ken Haycock Jan 2012

Leading Change, Ken Haycock

Ken Haycock

The article focuses on how school librarians could lead change in their schools. It states that some people do not want change because it is considered as a threat to familiar behavior. It says that in introducing change there should be a sense of urgency, a group that has the power to lead the change, communicate the vision of change. It adds that school librarians must consider all aspects including the involvement of principals, school staff, and the community.
