A Systems-Based Approach To Intelligence Reform, Austen Givens

Journal of Strategic Security

The terrorist attacks of September 11, 2001 prompted the most comprehensive changes to the U.S. Intelligence Community (IC) since its creation via the National Security Act of 1947. Recent structural and organizational reforms, such as efforts to enhance information sharing and recruit speakers of hard-target languages, have also triggered new challenges to successful transformation. In light of the systemic problems facing the IC, this paper argues that systems engineering, a discipline increasingly useful in organizational change, offers a more efficient, holistic approach to the intelligence reform process than the status quo. In November 2010, Romanian legislator Liviu Campanu, representing the governing coalition, proposed Daniel Ciobotea as Prime Minister of a cabinet of "national union." The suggestion was surprising because Ciobotea is leader of the Orthodox Church, accounting for 86.8% of the country's population (International Religious Freedom Report, 2009). It would not be the first time when the Orthodox Patriarch assumed such a political role - Miron Cristea headed the government from 1938 to 1939. While Ciobotea quietly ignored it, the proposal reflected not only deep dissatisfaction with the government, but also the respect the Orthodox Church enjoys among Romanians. The Church …

Examining The Decline In Bargaining Power In Faculty Labor Unions In The United States: The Effects Of Reduced Monopoly Power In Providing Public Higher Education, Lynn A. Smith, Robert S. Balough

Journal of Collective Bargaining in the Academy

This study examines the decline in the economic power of faculty labor unions in public higher education in the United States in recent years. The authors assume the labor union is a utility maximizing entity and that income accrues to the “union family.” The union family attempts to maximize this income. By analyzing collective bargaining agreements and hiring practices between the Association of Pennsylvania State College and University Faculties and the Pennsylvania State System of Higher Education, the authors construct bargaining indices. This article provides an overview of the collective bargaining system in United Kingdom (UK) higher education and considers some of the current challenges. The arrangements for determining the pay of staff in UK higher education reflect both the historical context of the UK funding system and the unique nature of UK industrial relations law. From World War II, the funding of UK higher education has predominantly come from central government spending with a strong central framework of policy and governance. Faculty with collective bargaining rights across the nation will—and should—agree with Daniel Julius’s conclusion that “College and university leaders should continue to honor collectively negotiated agreements maintaining relationships with faculty unions.” When implemented correctly, these agreements, as Julius points out, serve the interests of both faculty and administrators. Such agreements codify and protect due process rights for both sides. They also provide both faculty and administrators with a level of predictability and stability in labor relations that are necessary on today’s complex and hectic campuses. If the definition of eliminating of a health disparity were signified by the absence of any differences in incidence or mortality between a population’s experiences with a health problem, then the only health disparity that has ever been eliminated is smallpox because with zero cases of smallpox in the world, no health disparities exist because of smallpox. The eradication of smallpox is perhaps the only historical example where the elimination of a health disparity has been achieved. Depression can be a significant barrier in the welfare-to-work transition of poor women. Fortunately, support from social networks can lessen symptoms and facilitate entry into the workplace. Inconsistency in the literature concerning the effects of social networks on the poor suggests further research is needed. Thus, we examine the level and determinants of depressive symptoms among participants in the Temporary Assistance to Needy Families program. Having a good job, being in good health, married, and black, and living in rural areas inhibit symptoms of depression. Remaining on TANF and having several children increases symptom levels. Peer-Support Training For Nonliterate And Semiliterate Female Ex-Combatants: Experience In Burundi, Cameron Macauley, Monica Onyango, Eric Niragira

In September 2011, 25 female veterans of Burundi’s civil war were trained to become peer-support workers. The five-day training, funded under a grant from the Stavros Niarchos Foundation and conducted by James Madison University’s Center for International Stabilization and Recovery, was the first of its kind to offer peer-counseling skills to nonliterate and semiliterate women.

In 1994, hostilities between Armenian forces and the Azerbaijani military ceased. Although a lasting peace agreement is still being negotiated, this ending marked the beginning of a long process of landmine and unexploded-ordnance removal in the region bordering Armenia. In 1999, the Government of Azerbaijan and the United Nations Development Programme signed an agreement that established the Azerbaijan Mine Action Programme to deal with landmine and unexploded ordnance clearance. The implementing agency of the Azerbaijan Mine Action Programme is the Azerbaijan National Agency for Mine Action, which is responsible for the planning, coordination, management and monitoring of all mine-action activities …

Drought, rising food prices, famine and conflict have forced thousands of Somalis to flee to neighboring countries or become internally displaced. Aid agencies continue delivering food, but the ongoing conflict between al-Shabab and Somali government forces makes additional help difficult. The landmine threat further exacerbates the crisis, contributing to food insecurity, endangering refugees and threatening aid agencies trying to reach those in need.

At the age of 14, Kamel Saadi became a landmine survivor and amputee. On 16 March 1979, Saadi was enjoying a barbecue picnic with family and friends near Umm Qais, an area along the Jordanian-Israeli border contaminated with landmines from Jordan’s conflicts with Israel during the 1960s and 1970s. While walking along a hilly pathway, he stepped on a rock concealing a landmine that caused severe damage to his foot; eight hours later, doctors amputated his left foot.

In 1969, Jerilyn Brusseau’s brother, American Daniel Cheney, died when his helicopter was shot down over Vietnam’s southern provinces. Brusseau vowed that when the war was over she would work for reconciliation. Gathered with friends around the breakfast table one Sunday morning, the group decided on an avenue to build bridges of reconciliation between the United States and Vietnam: “We wanted to take the spirit of ‘citizen diplomacy’ fostered by 18 previous international PeaceTrees programs in other countries to a deeper level, by working with the Vietnamese people in removing landmines and planting trees.”
