Η Σύγχρονη Τουρκική Στρατηγική Κουλτούρα Μέσα Από Τις Αραβικές Εξεγέρσεις [Contemporary Turkish Strategic Culture Through The Arab Uprisings], Zenonas Tziarras

Zenonas Tziarras

The Law Of The Sea Convention, The Eastern Mediterranean, And Clinton’S Testimony, Zenonas Tziarras Oct 2012

The Law Of The Sea Convention, The Eastern Mediterranean, And Clinton’S Testimony, Zenonas Tziarras

Zenonas Tziarras

Since the U.S. is still the world’s sole superpower, its participation in international conventions is very important for both itself and the better function and implementation of the various International Legal Frameworks. As such, a possible future ratification of the [Law of the Sea] Convention by the U.S. would have broad politico-legal implications for other states and areas in the world, where the Treaty has not been signed or ratified and maritime disputes are in place. One such region is the Eastern Mediterranean. This paper firstly looks at the development of the Law of the Sea, the contested provisions of …

Migration And Disaster-Induced Displacement: European Policy, Practice, And Perspective, Michael D. Cooper Oct 2012

Migration And Disaster-Induced Displacement: European Policy, Practice, And Perspective, Michael D. Cooper

Michael D. Cooper, Esq.

Over the last decade, a series of devastating natural disasters have killed hundreds of thousands of people, displaced millions, and decimated the built environment across wide regions, shocking the public imagination and garnering unprecedented financial support for humanitarian relief efforts. Some suggest that disaster migration must be supported by the international community, first as an adaption strategy in response to climate-change, and second, as a matter of international protection. This study surveys the current state of law as it relates to persons displaced by natural disaster, with a specific focus on the 27 member states of the European Union plus …

Zenonas Tziarras

Winning The Story War: Strategic Communication And The Conflict In Afghanistan, George Dimitriu Jun 2012

Winning The Story War: Strategic Communication And The Conflict In Afghanistan, George Dimitriu

George Dimitriu

In conflicts of the information age success in the application of force depends less on the outcome of tactical operations on the battlefields but more on how the war's purpose, course and conduct is viewed by public opinion at home as well as within the theatre of operations. Therefore western allies in Iraq and Afghanistan are not only involved in a physical struggle but also in a struggle over perceptions, for no long-term engagement of troops is possible without support from home, nor can a counterinsurgency succeed without the support of the local population. While the ability to exert influence …

'Pragmatic Numbers: The Imf, Financial Reform, And Policy Learning In Least Likely Environments’, Leonard Seabrooke Jan 2012

'Pragmatic Numbers: The Imf, Financial Reform, And Policy Learning In Least Likely Environments’, Leonard Seabrooke

Leonard Seabrooke

Do international organisations generate benchmarks as tools for policy enforcement or policy learning? This article suggests that the latter is possible even in unlikely scenarios. It does this through a case study on the ‘power of numbers’ in the International Monetary Fund’s (IMF) Financial Sector Assessment Programme (FSAP). While the IMF is typically viewed as an institution that enforces global standards for economic governance through the imposition of quantitative targets (‘numbers’ for this special issue), I suggest that its use of benchmarking in the generation of financial data can serve as a policy learning tool to enhance independent policymaking. As …

‘Seeing Like An International Organization’, André Broome, Leonard Seabrooke Jan 2012

‘Seeing Like An International Organization’, André Broome, Leonard Seabrooke

Leonard Seabrooke

International organisations (IOs) often serve as the ‘engine room’ of ideas for structural reforms at the national level, but how do IOs construct cognitive authority over the forms, processes and prescriptions for institutional change in their member states? Exploring the analytic institutions created by IOs provides insights into how they make their member states ‘legible’ and how greater legibility enables them to construct cognitive authority in specific policy areas, which, in turn, enhances their capacity to influence changes in national frameworks for economic and social governance. Studying the indirect influence that IOs can exert over the design of national policies …

Cultures Of Rioting And Anti-Systemic Movements In Southern Europe, Katia Andronikidou, Iosif Kovras Jan 2012

Cultures Of Rioting And Anti-Systemic Movements In Southern Europe, Katia Andronikidou, Iosif Kovras

Iosif Kovras

The article investigates why, despite similar background conditions, Greece has been the site of frequent, highly visible, fringe, anti-system politics and street riots, while similar phenomena are rare in Spain. Although the article’s focal point is the eruption of the December 2008 riots in Athens, it sheds light on the two countries’ diverse social reactions to the sovereign debt crisis. Deploying the tool of media framing, it argues that historical legacies and political cultures matter. In the Greek case, the transition to democracy shaped a political ‘culture of sympathy’ towards acts of resistance to the state, a culture that has …

Delinkage Processes And Grassroots Movements In Transitional Justice, Iosif Kovras Jan 2012

Delinkage Processes And Grassroots Movements In Transitional Justice, Iosif Kovras

Iosif Kovras

Transitional justice literature has highlighted a negative relationship between enforced disappearances and reconciliation in post-conflict settings. Little attention has been paid to how human rights issues can become stepping-stones to reconciliation. The article explains the transformation of the Cypriot Committee on Missing Persons (CMP) from an inoperative body into a successful humanitarian forum, paving the way for the pro-rapprochement bi-communal grassroots mobilization of the relatives of the missing. By juxtaposing the experience of Cyprus with other societies confronting similar problems, the article shows how the issue of the missing can become a driving force for reconciliation. The findings indicate that …

Non-Apologies And Prolonged Silences In Post-Conflict Settings: The Case Of Post-Colonial Cyprus, Kathleen Ireton, Iosif Kovras Jan 2012

Non-Apologies And Prolonged Silences In Post-Conflict Settings: The Case Of Post-Colonial Cyprus, Kathleen Ireton, Iosif Kovras

Iosif Kovras

Despite the growing use of apologies in post-conflict settings, cases of non-apology remain unaddressed and continue to puzzle scholars. This article focuses on the absence of apology by non-state and anti-state actors by examining the case of the Cypriot armed group EOKA, which has refused to offer an apology to the civilian victims of its ‘anti-colonial’ struggle (1955–1959). Using field data and parliamentary debates, and drawing on comparisons, this article analyses the factors that contributed to a lack of apology. It is argued that the inherited timelessness of Greek nationalism, and the impression of a perpetual need for defence, set …

Protracted Peace Processes: Policy (Un)Learning And The Cyprus Debacle, Iosif Kovras, Neophytos Loizides Jan 2012

Protracted Peace Processes: Policy (Un)Learning And The Cyprus Debacle, Iosif Kovras, Neophytos Loizides

Iosif Kovras

The article examines why a comprehensive settlement to resolve the Cyprus problem has yet to be reached despite the existence of a positive incentive structure and the proactive involvement of regional and international organizations, including the European Union and the United Nations. To address this question, evidence from critical turning points in foreign policy decision-making in Turkey, Greece and the two communities in Cyprus is drawn on. The role of hegemonic political discourses is emphasized, and it is argued that the latter have prevented an accurate evaluation of incentives that could have set the stage for a constructive settlement. However, …

Yeni Enerji Jeopolitiğinde Nato'nun Enerji Güvenliğinde Tamamlayıcı Rolü Ve Türkiye'nin Potansiyel Katkıları (Nato's Complimentary Role In Energy Security And Turkey's Potential Contributions At The New Energy Geopolitics ), Emre Iseri, Oguz Dilek Jan 2012

Yeni Enerji Jeopolitiğinde Nato'nun Enerji Güvenliğinde Tamamlayıcı Rolü Ve Türkiye'nin Potansiyel Katkıları (Nato's Complimentary Role In Energy Security And Turkey's Potential Contributions At The New Energy Geopolitics ), Emre Iseri, Oguz Dilek

Emre Iseri

Energy-related issues gained a prominent place within the NATO’s new strategic concept declared during the Lisbon Summit (November 20, 2010). This final strategic concept is to address two new sources of threat within the new energy geopolitics - ‘resource nationalism’ and ‘energy terrorism’ - which deeply concern those NATO members that require imported energy resources to meet their soaring domestic demand. Lisbon Summit to remove, if not alleviate, these security challenges tasked NATO with a set of specific roles. As a melting pot of the said two energy related risks, Turkey with its pledge to become the fourth energy artery …

Hegemony And Power In The Global War On Terrorism, Anna Cornelia Beyer Jan 2012

Hegemony And Power In The Global War On Terrorism, Anna Cornelia Beyer

Dr. Anna cornelia Beyer

This chapter discusses the role and power of the United States in a world of globalisation and global governance after 9/11, and specifically in the years 2001–2008. Theoretically and empirically, the Global War on Terrorism served as the background to analyze how the United States uses its power in different forms to ‘govern’ the world in a hegemonic manner. While this governance is not comprehensive and all-encompassing, it is important in creating and influencing world affairs; it sets agendas and influences policy-making. Hegemonic governance and the use of a superior unipolar position in the international system are based on both …

Turkey's Syria Problem: A Talking Timeline Of Events, Zenonas Tziarras

Zenonas Tziarras

This article analyzes the stages of the Syrian crisis’ escalation and the various Turkish reactions. Each stage of Turkey’s management of the crisis reveals certain features of its foreign policy. By examining its reactions throughout the crisis we can observe the gap between the capabilities and aspirations of Turkish foreign policy. The result is a “talking timeline of events” which shows that the Syrian crisis has been a “reality check” for Turkey.
