Endogenous R&D And Intellectual Property Laws In Developed And Emerging Economies, Aniruddha Bagchi, Abhra Roy May 2015

Endogenous R&D And Intellectual Property Laws In Developed And Emerging Economies, Aniruddha Bagchi, Abhra Roy

Abhra Roy

The incentive of providing protection of intellectual property has been analyzed, both for an emerging economy as well as for a developed economy. The optimal patent length and the optimal patent breadth within a country are found to be positively related to each other for a fixed structure of laws abroad. Moreover, a country can respond to stronger patent protection abroad by weakening its patent protection under certain circumstances and by strengthening its patent protection under other circumstances. These results depend upon the curvature of the R&D production function. Finally, we investigate the impact of an increase in the willingness-to-pay …

“The Role Of Switching Costs In The Markets For Pc Operating Systems, Online Search, Internet Access And Mobile Service: Implications For Australian Competition And Consumer Protection Policy”, Robert G. Harris

Robert G Harris

This paper addresses the role of switching costs in computing, communications and information technologies. Switching costs (and closely related network effects) play an increasingly important role in competitive analysis and competition policy. This paper considers the interplay of switching costs and the emergence of the digital, online economy, and examines the implications of switching costs for competition and competition policies in Australia.

Time Series, Unit Roots, And Cointegration: An Introduction, Lonnie K. Stevans Dec 2012

Time Series, Unit Roots, And Cointegration: An Introduction, Lonnie K. Stevans

Lonnie K. Stevans

The econometric literature on unit roots took off after the publication of the paper by Nelson and Plosser (1982) that argued that most macroeconomic series have unit roots and that this is important for the analysis of macroeconomic policy. Yule (1926) suggested that regressions based on trending time series data can be spurious. This problem of spurious correlation was further pursued by Granger and Newbold (1974) and this also led to the development of the concept of cointegration (lack of cointegration implies spurious regression). The pathbreaking paper by Granger (1981), first presented at a conference at the University of Florida …

Struggling Recovery And Economic Policy Uncertainty: Testimony Before The Joint Revenue Hearing, House And Senate Ways And Means Committees, Massachusetts State House, Boston, Ma, Christian Weller

Christian Weller

The U.S. economy is in the fourth year of a recovery that started in June 2009. The fact that the economy is in recovery, even modestly, is something of a miracle given how stacked the deck is against it. This is absolutely unique in American economic history: There has never been a recovery without the housing market expanding substantially as well; There has never been a recovery with state and local governments shrinking for three years in a row; There has never been a recovery with households owing, on average, well more than 100 percent of their after-tax income in …

A Second Look At The 2007-08 Food Price Crisis: Considering The Impact Of Endogenous Dynamics On Food Prices, Luigi Russi Nov 2012

A Second Look At The 2007-08 Food Price Crisis: Considering The Impact Of Endogenous Dynamics On Food Prices, Luigi Russi

Luigi Russi

This paper offers an alternative to the conventional explanation of the 2007-08 food price crisis in terms of escalating demand or dwindling supply. Instead, its focus is on the legal institutional structure of commodity futures markets, which has witnessed a drastic alteration in the role of speculators. These have transformed from “market makers” (that keep commodity futures markets liquid by arbitraging on price fluctuations) to “market breakers”. Index speculation, in particular, has had the effect of muddling information about market “fundamentals” because of the need – brought about by commodity index swaps – for swap dealers to hedge the fluctuations …

Price Elasticity Of Expenditure Across Health Care Services, Fabian Duarte Nov 2012

Price Elasticity Of Expenditure Across Health Care Services, Fabian Duarte

Fabian Duarte

Policymakers in countries around the world are faced with rising health care costs and are debating ways to reform health care to reduce expenditures. Estimates of price elasticity of expenditure are a key component for predicting expenditures under alternative policies. Using unique individual-level data compiled from administrative records from the Chilean private health insurance market, I estimate the price elasticity of expenditures across a variety of health care services. I find elasticities that range between zero for the most acute service (appendectomy) and −2.08 for the most elective (psychologist visit). Moreover, the results show that at least one third of …

Equilibria Existence And Characterization In Auctions: Achievements And Open Questions, Luciano De Castro, Daniel Karney Nov 2012

Equilibria Existence And Characterization In Auctions: Achievements And Open Questions, Luciano De Castro, Daniel Karney

Daniel H Karney

Establishing existence and characterizing equilibria are both important achievements in the study of auctions. However, we recognize that equilibria existence results form the basis for well accepted characterizations. In this survey, we review the landmark results and highlight open questions regarding equilibria existence and characterizations in auctions. In addition, we review the standard assumptions underlying these results, and discuss the suitability of the Nash equilibrium solution concept. We focus our review on single-object auctions, but also review results in multi-unit, divisible, combinatorial and double auctions.

The Viability Of Malaysian Developmental State For Africa In An Era Of Economic Globalization, Asayehgn Desta Nov 2012

The Viability Of Malaysian Developmental State For Africa In An Era Of Economic Globalization, Asayehgn Desta

Asayehgn Desta

Despite the implementation of several economic development blueprints in Africa for the last 60 years, the poverty rate of Sub Saharan Africa (SSA) has increased from two hundred million in 1981 to almost three hundred eighty million in 2005. Entrepreneurial creativity and ingenuity were stifled and a number of African states became unstable when ruled by despotic rulers. To revitalize Africa’s development process in the 21st century, the Economic Commission for Africa (ECA) has challenged the African states to refute the intolerable conditions required by the Neo-liberal policies of the Washington Consensus to borrow capital from the International Monetary Fund, …

Business Cycles And Recessions: Oecd Taxonomy, Riccardo Fiorito Nov 2012

Business Cycles And Recessions: Oecd Taxonomy, Riccardo Fiorito

riccardo fiorito

Recessions are less frequent, more volatile and less persistent than negative cyclical swings. Oecd annual data are used to classify major recessions in the last 50 years, providing a taxonomy which involves about the 10% of cases in our sample. We also provide a simple way for inserting negative (positive) growth cases into standard business cycles, stressing the importance of recessions for addressing stabilization policies.

Does The Indexing Of Government Transfers Make Carbon Pricing Progressive?, Don Fullerton, Garth Heutel, Gilbert Metcalf Nov 2012

Does The Indexing Of Government Transfers Make Carbon Pricing Progressive?, Don Fullerton, Garth Heutel, Gilbert Metcalf

Don Fullerton

We analyze both the uses side and the sources side incidence of domestic climate policy using an analytical general equilibrium model, taking into account the degree of government program indexing. When transfer programs such as Social Security are explicitly indexed to inflation, higher energy prices automatically lead to cost-of-living adjustments for recipients. We show results with no indexing, 100 percent indexing, and partial indexing based on our analysis of actual transfer programs. When households are classified by annual income, the indexing of U.S. transfers is not enough to offset the regressive uses side, but when they are classified by annual …

Fai La Macroeconomia Giusta. Le Molte Ragioni Del Libro Di Paul Krugman Fuori Da Questa Crisi, Adesso!, Mario Pianta

Mario Pianta

Teaching New Markets Old Tricks: The Effects Of Subsidized Investment On Low-Income Neighborhoods, Matthew Freedman Nov 2012

Teaching New Markets Old Tricks: The Effects Of Subsidized Investment On Low-Income Neighborhoods, Matthew Freedman

Matthew Freedman

This paper examines the effects of investment subsidized by the federal government’s New Markets Tax Credit (NMTC) program, which provides tax incentives to encourage private investment in low-income neighborhoods. I identify the impacts of the program by taking advantage of a discontinuity in the rule determining the eligibility of census tracts for NMTC-subsidized investment. Using this discontinuity as a source of quasi-experimental variation in commercial development across tracts, I find that subsidized investment has modest positive effects on neighborhood conditions in low-income communities. Though spillovers appear to be small and crowd out incomplete, the results suggest that some of the …

The Unbearable Lightness Of The Economics-Made-Fun Genre, Peter Spiegler Nov 2012

The Unbearable Lightness Of The Economics-Made-Fun Genre, Peter Spiegler

Peter Spiegler

Several commentators have argued that the Economics-Made-Fun (“EMF”) genre contains very little actual economics. As such, it would seem that criticisms of EMF do not apply economics more broadly. In this paper I take a contrary view, arguing that, in fact, at a deep conceptual level, the engine of EMF analyses is precisely the engine of mainstream economics. Specifically, I argue that both EMF and mainstream economics rest on a conceptual foundation known as the Principal of the Substitution of Similars (“PSS”). Understanding how PSS leads EMF practitioners to make claims well beyond what is warranted by their analysis also …
