The proliferation of legal materials published directly to the Web with no print counterpart poses a new and unprecedented challenge for librarians, archivists, and information professionals concerned about the long-term preservation of legal resources. In response to this preservation challenge, the Georgetown Law Library, in collaboration with the State Law Libraries of Maryland and Virginia, launched The Chesapeake Project in March 2007. A two-year pilot digital preservation program, The Chesapeake Project utilizes a shared digital archive in order to stabilize, preserve, and provide permanent access to legal materials published on the World Wide Web. Picture medieval monks hunched over their desks in the scriptorium as they labor to copy manuscripts. A 21st-century version of this activity is being repeated daily in the world's libraries and publishing houses as major digitization projects seek to preserve millions of printed books and documents. The work of medieval scribes ensured that the classics were available when the invention of movable type and the printing press made books accessible to the masses, transforming the world. Many academic libraries have invested time and resources into the creation of library digitization programs, and at this point in time there is a growing need to evaluate the impact and success of these efforts. What factors determine whether institutions achieve goals and experience long-term success or face challenges in staffing, funding, and strategic vision?
