La preocupación por el fenómeno de la trata de personas en el escenario internacional ha sido una constante para los Estados desde mediados del siglo XIX. En Colombia la legislación que condena el delito empezó su recorrido desde el Código Penal de 1980, en donde se castigaba con penas de prisión de 2 a 6 años a todo aquel que promoviere la entrada o salida del país de mujer o menor de edad para ejercer la prostitución. Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Technology enactment, an analytical framework that focuses on the processes by which new information and communication technologies come to be used by organizational actors, is distinctly institutional in orientation. An institutional perspective provides a challenge to researchers to integrate attention to structure, politics, and policy into studies of e-government. It also invites attention to the roles and relationships of formal and informal institutions. Formal institutions—laws, reg- ulations, budget processes, and other governmental procedures—are central to legitimation and shaping incentives for the use of ICT as an integral and inseparable set of elements in the administrative state. Explaining Responsiveness In Collaboration: Administrator And Citizen Role Perceptions, Thomas Bryer

Between 2003 and 2006, researchers facilitated a collaborative learning process with representatives of Los Angeles neighborhood councils and officials from city agencies. In two cases, each involving a large city agency, the quality of responsiveness on the part of agency officials to participating citizens was substantially different. This study considers the reasons why agency officials differed in their responsiveness. Using an inductive qualitative and quantitative content analysis across three sources of data, the study develops theory pertaining to bureaucratic responsiveness to citizens in collaborative processes. Specifically, the case findings are generalized to theory through seven propositions for future study. The …

Nigeria’s abundant wealth is sufficient to make it one of the effective states in the African continent. However, the excess resources, like the sugar in the blood stream of a diabetic patient, serve no positive purpose for the teeming population. Poverty and hunger are the principal characters of the Nigerian state with attenuated crises affecting the socio-economic well - being of the people. While Nigeria ranks among the highest producers of crude oil in the world market, it also leads in the classification of countries in distress.
