This executive summary of the final report documents the major findings of interviews and site visits conducted during the summer and fall of 2009 with representatives of BIG Garden and other community gardens in Omaha. The purpose of the study is to gather qualitative information for staff and sponsors on current gardening activities and other factors, relating to effective management and the implementation of best practices.

En Colombia la legislación que condena el delito empezó su recorrido desde el Código Penal de 1980, en donde se castigaba con penas de prisión de 2 a 6 años a todo aquel que promoviere la entrada o salida del país de mujer o menor de edad para ejercer la prostitución. Managing Small-Medium Cities In A Time Of Globalization: Experiences And Evidence From Florida’S Public Managers, Nadine V. Wedderburn

This study examines how public management practitioners in small and medium-sized Florida cities perceive globalization and its impact on public management practice. Using qualitative analysis, descriptive statistics and factor analysis methods, data obtained from a survey and semi-structured interviews were studied to comprehend how public managers view the management and control of their municipalities in a time of globalization. The study shows that the public managers’ perceptions of globalization and its impact on public management in Florida’s small-medium cities are nuanced. This study will examine the evolution of the field of venture philanthropy since the late 1990s and will provide an updated guide to the types of organizations utilizing venture philanthropy strategies across the United States and internationally. Deliberative Democracy And Inequality: Two Cheers For Enclave Deliberation Among The Disempowered, Christopher F. Karpowitz, Chad Raphael, Allen S. Hammond Iv

Deliberative democracy grounds its legitimacy largely in the ability of speakers to participate on equal terms. Yet theorists and practitioners have struggled with how to establish deliberative equality in the face of stark differences of power in liberal democracies. Designers of innovative civic forums for deliberation often aim to neutralize inequities among participants through proportional inclusion of disempowered speakers and discourses. In contrast, others argue that democratic equality is best achieved when disempowered groups deliberate in their own enclaves (interest groups, parties, and movements) before entering the broader public sphere. Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. The Internal Revenue Service (IRS) compiles tax return data each year. They match returns from one year to the next utilizing social security numbers. The newest data for 2008 was released in October 2009. The 2008 data should be interpreted as tax returns filed in the spring of 2008 (April 2008) for tax year 2007. The comparison is made between where the people filed in the current year versus their address when filing in the previous year (spring of 2007 for the 2006 tax year). The data are limited to tax filers, which tend to under-represent certain groups, such as …

This executive summary of the final report documents the major findings of an assessment of needs conducted for the Nebraska Urban Indian Health Coalition (NUIHC). The purpose of the study is to provide a comprehensive analysis of the problems and unmet healthcare needs of Native American populations in Nebraska’s Douglas and Lancaster counties (approximately 3,700 persons) using a community-based model and innovative data-gathering technology.

An extensive social and health needs questionnaire was developed and delivered to targeted samples of adult, urban Native American populations at least 19 years of age, at community meetings held in Omaha and Lincoln during October-December …

In 2002, with the creation of the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA) and more than 20 other agencies/entities became part of a new organizational entity. Subsequent performance failures by FEMA, specifically preparation for and response to Hurricane Katrina, led to a number of internal and external reviews and investigations to determine the causes of these failures and to identify potential solutions. Congressional concern led to the passage of PL109-295, the Post-Katrina Emergency Management Reform Act of 2006, which set in motion a series of expectations and provided considerable resources for FEMA’s ‘transformation’. Motivated To Serve: An Empirical Examination Of Motivation And Consequences In The Public And Nonprofit Organizations, Sung Min Park, Jessica Word

This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? Our group conducted a program evaluation of HELP Las Vegas Genesis Apartments (HELP Genesis). We began the evaluation on November of 2008 and concluded May 2009. HELP Genesis is a permanent supportive housing facility for veterans and homeless with disabilities. It was a concern that they may be a transitional housing facility because of their turnover rate. We concluded that this was not the case.

We have identified the following limitations in our analysis. There was a lack of accessibility to the budget and accounting documents, limited access to key contacts for necessary information, and time constraints which prohibited us …
