Nebraska Hospital Preparedness For Psychological Consequences Of Public Health Emergencies (Survey Results Summary), Denise Bulling

The University of Nebraska Public Policy Center recently surveyed hospitals across Nebraska to evaluate behavioral health readiness in the event of a disaster, act of terrorism (including bioterrorism) or other mass-casualty incident. The survey also asked about hospitals’ ability to effectively coordinate with other emergency service providers, such as law enforcement, in the event of a critical incident.

Behavioral health readiness refers to a hospital’s capacity to effectively manage and respond to the psychological needs of patients, staff, and their families resulting from a large scale event or emergency. In many hospitals in Nebraska this capacity is not maintained internally …

While 2-1-1 systems are being planned and implemented across the United States, policymakers and other stakeholders must weigh the costs of implementation against the perceived benefits. How do proponents of 2-1-1 systems present the benefits of their systems? This article will address two issues: examining the variety of ways that 2-1-1 systems benefit their communities and suggesting methods to measure those benefits.

This is the third component in a series that estimates the fiscal impacts of varying the eligibility and premium requirements of the Nebraska Medicaid Buy-In program. The first component estimated how Buy-In program participation rates might differ when eligibility and premium requirements varied. The Nebraska Minority and Justice Task Force was created as the joint initiative of the Nebraska State Bar Association and the Nebraska Supreme Court in October of 1999 to examine issues of racial and ethnic fairness within the Nebraska court and legal systems. The Task Force focused on four priority areas: Access to Justice, Court Personnel, Criminal and Juvenile Justice, and the Legal Profession. The results of the Task Force’s investigation, along with recommendations, were published in a report in January of 2003 (available on-line at www.nebar.com and www.unl.edu/ppc).

According to the 2000 U.S. Census, 12.7% of Nebraska's population is African American, Hispanic, Native American, Asian American, or another minority group defined by the U.S. Census. According to both the 2000 U.S. Census and the Nebraska State Bar Association, only 2.4% of the state's attorneys identify themselves as ethnic or racial minorities. In fact, ofthe 4,800 attorneys in the state of Nebraska, only 115 identify themselves as ethnic or racial minorities and none of the attorneys that identified themselves as ethnic or racial minorities live west of Lincoln, (in the eastern third of the state). On Saturday, January 24, 2004, a random sample of rural Nebraskans participated in a national dialogue about America’s national security and involvement in Iraq, and international free trade as one of ten communities (and the only rural community) selected to participate in MacNeil/Lehrer Productions’ By the People Citizen Deliberations. The Deliberations were videotaped by Nebraska Educational Television and will be included in national and state televised broadcasts. Participants in Nebraska and in the other communities completed surveys to measure their opinions about America’s security interests, the intervention in Iraq, and trade policies.
