Are You For Bush Or For Kerry? A Discourse Analytical Study Of The Russian Mass Media Response To The 2004 United States Presidential Elections., Matthew Thomas Calvin

Independent Study Project (ISP) Collection

This research project seeks to combine a Russian Language component with a look at Russian foreign politics by performing a discourse analytical study of the Russian mass media reaction to the November 2004 United States Presidential elections. Discourse analysis is a method by which a language or speech sample is analyzed to discover the greater social and societal meanings and implications hidden within those words. The attempt was made to gain a greater understanding of Russian society and culture through an analysis of answers given to the question “Are you for Bush or for Kerry?”, posed to various members of …

Land Values As A Source Of Local Government Finance, Tom Dunne Oct 2004

Land Values As A Source Of Local Government Finance, Tom Dunne

Books/Book Chapters

Funding local government has been a permanent feature of debates about public policy in Ireland and Many feel that the balance of power between local and central government is weighted too much in

This paper suggests that the concept of economic rent, on which the justification for property taxes rests and its relevance to the property market in a modern, economically successful and urbanised Ireland, needs to be vented, discussed and debated.

The proposition is that if a greater understanding was created about the economic characteristics of landed property both value capture and local property taxes would achieve greater public …

John Kerry As Commander-In-Chief: War Powers In A Kerry Administration, Ryan C. Hendrickson Dr.

Faculty Research and Creative Activity

Unlike many previous presidential elections, in 2004 foreign policy issues are at the forefront of the American policy and electoral agenda. Not since the Vietnam era has the United States entered an election year with the United States at such a heightened state of war, with ongoing military operations in Iraq and Afghanistan, as well as covert operations deployed around the world to wage the war on terrorism. After nearly one full term with George W. Bush as commander in chief, his views on constitutional war powers have been expressed on numerous occasions. Bush, like his post World War II …

Village Elections: Emergence Of A Democratic Political Culture Or Reinforcement Of A Repressive Regime?, Laura Conniff Oct 2004

Village Elections: Emergence Of A Democratic Political Culture Or Reinforcement Of A Repressive Regime?, Laura Conniff

Independent Study Project (ISP) Collection

China’s ethnic and geographic diversity makes the task of examining the implementation of national policy nearly impossible. As more than 70% of the population lives outside urban areas, narrowing the field to rural governance does not whittle down the subject matter to any great degree. However, the vastness of the topic is precisely why it is so vital to developing a coherent understanding of the country – knowing how a majority of the Chinese population interacts with local government sheds a great deal of light on the status of political reform in China today.

Many of the problems plaguing Chinese …

Finding The Door In The Mirage: The Politics Of Cultural Change In Mongolia, Evan Buxbaum Oct 2004

Finding The Door In The Mirage: The Politics Of Cultural Change In Mongolia, Evan Buxbaum

Independent Study Project (ISP) Collection

In 1996, as the Mongolian delegation entered the Olympic arena in Atlanta, a Russian announcer let his tongue slip and heralded the country as a true independent nation, because nobody depends on them. The comment triggered a scandal which was suppressed under a deluge of meaningless public apologies, yet merely eight years later, the Russian announcer’s insult seems to barely even apply anymore. With Mongolia’s entrance into the international community of interdependents, free from dictatorial control for the first time during the age of globalization, it has plunged into an era of change. The outcome of this transitional period will …

The Return Of The Sick Man Of Europe: A Study Of The Political, Economical And Cultural Grounds For/Against The Entrance Of Turkey To The European Union As Viewed By Turkish Immigrants And Germans Living In Berlin, Ursula A. Arno

Independent Study Project (ISP) Collection

On 17 December 2004, the European Council will decide whether to enter into membership negotiation with Turkey. In the following sections the political, economical and cultural reasons for and against Turkey’s accession will be examined. The views of both Germans and Turks living in Berlin will be discussed. Following this synopsis, it will be argued that the underlying grounds for not welcoming Turkey into the EU are cultural. Consequently, the study of the Turkey-EU debate will be indicative of the issues that the EU as a supranational organization has.

La Educación Superior Transnacional En México: El Caso Sylvan-Universidad Del Valle De México, Roberto Rodríguez-Gómez

Roberto Rodríguez-Gómez

This paper discusses the impact of transnationalisation on Mexican higher education system in four steps: First, it examines the Mexican government position about the global international trade. Second, it exposes the general Mexican position about the educative transnationalisation. Third, it refers the Mexican legal frame about direct foreign investment in education. Fourth, it displays data about the volume of direct foreign investment in the Mexican educative sector. Finally, the attention turns to a specific case of transnationalisation: the presence of a partnership between Sylvan Learning Systems and the University of the Valley of Mexico, private institution that offers education of …

Politik Luar Negeri Indonesia: Pantulan Dari 'Weak State' Dan Masa Transisi Yang Berkepanjangan, Zainuddin Djafar

Global: Jurnal Politik Internasional

Evaluation of Indonesian foreign policy leads us to assess the following: Firstly, since the Soeharto era we have had close relations with the Western countries, we have enjoyed billions of US dollars of loans, held technical co-operations in various aspects, we have oil reserves, LNG and other potential natural sources; but as a result of the multidimensional crises in 1997-1999, our economic and business activities, as well as financial and banking systems, have been ruined. Secondly, the three following administrations (B.J. Habibie, Abdurrahman Wahid and Megawati Soekarnoputri, 1998-2004) were not able to do much, let alone restore Indonesia to its …

Menelaah Konsep Human Security: Studi Kasus Penanganan Masalah Pengungsi Afganistan Di Australia (1999-2002), Avyanthi Azis

Global: Jurnal Politik Internasional

This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis. The concept is also prone to misuse because it loosely adapts to various ideological interests. Following a framework elaborated from the thoughts of …

Presidents, Profits, Productivity, & Poverty: A Great Divide Between The Pre- & Post-Reagan U.S. Economy?, Richard K. Caputo Sep 2004

Presidents, Profits, Productivity, & Poverty: A Great Divide Between The Pre- & Post-Reagan U.S. Economy?, Richard K. Caputo

The Journal of Sociology & Social Welfare

This paper examined profits, productivity, and poverty in the United States from 1961 through 2002. Results indicated that the "great divide" thesis regarding the U.S. economy before and after the Reagan administration depends on which measure of the economy is the focus of attention. In addition, on some measures where before and after differences were detected, the nature of those differences was paradoxical. Corporate profits as a share of national income, for example, were highest in Democratic rather than Republican administrations and despite the increased income inequality of the post-Reagan years, individual and family poverty rates remained relatively constant after …

The Impact Of Church Activities And Socialization On African-American Religious Commitment, Peter Wielhouwer Aug 2004

The Impact Of Church Activities And Socialization On African-American Religious Commitment, Peter Wielhouwer

Peter W. Wielhouwer

Objective. This article examines religious commitment (church involvement, private devotionalism, and religious salience) among African Americans as a function of being served by a religious congregation, perception of the historical role of the church in relation to the group, and religious and racial socialization. Methods. Drawing on traditional Christian expectations of the church, hypotheses are tested using the 1979–1980 National Survey of Black Americans. Three alternative models are tested that explicitly compare the effects of church activities with conventional socialization and demographic models of religious commitment. Results. The results show that the church's fulfillment of its normative roles of discipleship …

Donning The Hat Of Chief Legislator: The President, Congress, And The State Of The Union Address, Donna Hoffman, Alison Howard Aug 2004

Donning The Hat Of Chief Legislator: The President, Congress, And The State Of The Union Address, Donna Hoffman, Alison Howard

Alison Dana Howard

Intimately tied to our perception of presidential leadership is the influence a president wields inthe legislative process. Setting the nation on a path, outlining an agenda, and using the art ofpersuasion to achieve success while in office are all at the heart of providing leadership. These are all things that presidents seek to do with a State of the Union address. The public looks to the president to solve a host of problems; expectations on the part of the public are high. Whether or not the president is able to address these needs through legislation is a critical component of …

Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad Aug 2004

Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad

Mary Alice Haddad

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. The statistical analyses demonstrate that current explanations that rely on individual …

Real Time: Unwinding Technocratic And Anthropological Knowledge, Annelise Riles Aug 2004

Real Time: Unwinding Technocratic And Anthropological Knowledge, Annelise Riles

Cornell Law Faculty Publications

“The Bank of Japan is our mother,” bankers in Tokyo sometimes said of Japan's central bank. Drawing on this metaphor as an ethnographic resource, and on the example of central bankers who sought to unwind their own technocratic knowledge by replacing it with a real-time machine, I retrace the ethnographic task of unwinding technocratic knowledge from those anthropological knowledge practices that critique technocracy. In so doing, I draw attention to special methodological problems—involving the relationship between ethnography, analysis, and reception—in the representation and critique of contemporary knowledge practices.

Theoretical And Empirical Implications Of Attitude Strength, Joanne M. Miller, David A. M. Peterson Aug 2004

Theoretical And Empirical Implications Of Attitude Strength, Joanne M. Miller, David A. M. Peterson

David A. M. Peterson

Attitude strength is defined as the extent to which an attitude is stable, resistant to change, impacts information processing, and guides behavior. Several concepts, such as accessibility, ambivalence, and importance relate to the broader concept of strength. For many years, both social psychology and political science ignored the differences across these various concepts, though in different ways. Social psychologists treated them as interchangeable, as indicators of the same latent concept. Political scientists treated them in isolation, focusing on one type of strength and ignoring the other, possibly relevant types. Recent research in both fields, however, challenges these approaches. Indicators of …

Political Violence And Conflict Resolution: The Struggle For Peace In Northern Ireland, Lisa G. Fox Aug 2004

Political Violence And Conflict Resolution: The Struggle For Peace In Northern Ireland, Lisa G. Fox

Graduate Program in International Studies Theses & Dissertations

Political violence, especially in ethnoreligious conflicts, continues to threaten the stability and security of the international environment. Motivations for using violence are complex and can evolve over time. As long as one or more of the motivations continue to exist, parties to a conflict will feel that violence is a legitimate course of action and, thus, the conflict will persist.

Theories about the causes of conflict and the approaches that should be taken to terminate it mostly propose a single approach. A single approach, however, will address certain issues while leaving others unresolved, allowing some motivations to continue stimulating conflict. …

China’S Public Health Sector In Transition: Assessing Market Reform Impacts, Bo Li Aug 2004

China’S Public Health Sector In Transition: Assessing Market Reform Impacts, Bo Li

Masters Theses

Many studies have been done to evaluate China’s transitional economy and its impacts on the public health sector. It is a widely accepted proposition that the market reform initiated in the late 1980s significantly changed the public health sector. While some scholars argue that the Chinese people’s overall health status has improved compared to that of the pre-reform era, others identify declining health expenditures and widening regional gaps, indicating quite a dim health situation. In this thesis, I argue that market reforms have not improved the people’s access to health services. In the reform era, the overall civil health status …

The United States Supreme Court And American Individualism, Gary C. Roberts Aug 2004

The United States Supreme Court And American Individualism, Gary C. Roberts

Dissertations

The United States Supreme Court occupies an unusual, oftentimes paradoxical position within American democracy. On one hand, it is an institution that seemingly lacks democratic legitimacy, and on the other, it is an institution that dutifully gives meaning to the nation's democratic values. The uniqueness and possibly the grandeur of the American Supreme Court is that it has historically been able to successfully combine these two apparently contradictory aspects in such a manner as to expand upon the nation's traditional sense of individualism--the whole notion of an individual's inalienable right to life, liberty, and property.

Using legal case analysis, the …

Political Contributions By Asian Americans: An Analysis Of The 2002 Massachusetts Gubernatorial Campaign, Paul Watanabe, Gregory Kim-Ju

Institute for Asian American Studies Publications

The Institute for Asian American Studies has analyzed and chronicled, often for the first time, the involvement of Asian Americans in the daily life of the Commonwealth. Over the last few decades Massachusetts has experienced a remarkably rapid growth in its Asian American population. Between 1990 and 2000, for example, this population grew by 67.5% to 238,124. Asian Americans now constitute just under 4% of the state’s population
