Meriwether Lewis and William Clark undertook their journey with the Corps of Discovery in 1804-1806 in order to explore the area that the United States had purchased from France in 1803. Then known as Louisiana, this region included almost everything west of the Mississippi to the continental divide. In order to find the best route across the continent, President Thomas Jefferson charged Lewis with following the Missouri River to its headwaters and then locating rivers flowing down the west side of the Rocky Mountains to the Columbia River and into the Pacific Ocean. Point Quobba is a popular site for locals and tourists for beach activities, fishing and snorkelling, and as a place for children to learn to swim and gain an awareness of the marine environment. The marine life and habitats of the area are of considerable scientific and recreational interest and are highly valued in the local community. However, they are at risk from their high level of use and from conflict between users due to their proximity to popular tourism, boat ramp, camping and settlement areas on-shore.

The aim of this management plan is to protect and rehabilitate the aquatic habitat of Miaboolya Beach, the associated mangrove ecosystem, and involve the community in their management. By setting the area aside as a FHPA, the Department of Fisheries has established a framework to promote and actively conserve all the habitats within the Miaboolya system, as described in Section 3 of this document.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government.
