The investigators determined that the victim was investigating a reading in a pile of soil deposited by the back-hoe when the mine went off. The investigators reported that the victim claimed to have been using a bayonet but that his lack of injury made them think this unlikely.

He checked with the detector and still got a reading, so squatted to prod thinking it was a fragment. The device which exploded was assumed to be an MUV fuze because of the presence of POMZ fragments in that minefield.

This article discusses the preconditions for settling ethnic conflict through a constitutional compromise: democracy. The focus is on the conditions for transition to democracy amidst intense ethnic strife. What factors facilitate transition to democracy and what factors are obstacles? This paper summarizes priorities for the Environmental Protection Agency's federal environmental policy agenda. Ten issue areas are investigated, and major issues, problems and proposals are addressed for each of the areas. The proposed policies range in scope from recommendations for research, new legislation and amending existing legislation to new regulatory approaches and changes in existing regulations. Each policy recommendation identifies environmental policy measures that deserve priority status and a rationale for each proposal. These measures include changes to existing policy, reaffirmation of important existing policies, and the elimination of unwise policies. The 1996 session of the Nebraska Unicameral enacted several bills focusing on the organization and cost of local governments. One bill-LB 1085--provided new, more specific language and procedures governing county consolidation and service cooperation. Coupled with the new language and procedures was a requirement that each county complete by January, 1998 a study of whether property taxes might be reduced through the consolidation of offices, services and/or county governments.

This study examines the impact legislation, such as the Family Support Act of 1988, Child Support Recovery Act of 1992 and Ted Weiss Child Support Enforcement Act of 1992 had on child support enforcement in Federal Region V states (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin). These pieces of legislation authorize coercive means to force noncustodial parents to meet their child support obligations. Child support is the money noncustodial parents are obligated to pay for the support of their children on a monthly basis.
