The investigators determined that the victim was investigating a reading in a pile of soil deposited by the back-hoe when the mine went off. The investigators reported that the victim claimed to have been using a bayonet but that his lack of injury made them think this unlikely.

The investigators determined that Victim No.1 was investigating a pile of spoil deposited by the back-hoe when he got a continuous detector reading and started excavating with a long handled shovel. He detonated a mine. The mine was identified as a PMN (by "found fragments").

He checked with the detector and still got a reading, so squatted to prod thinking it was a fragment. The device which exploded was assumed to be an MUV fuze because of the presence of POMZ fragments in that minefield.

When the deminer came alongside the first mine, he located another, and called the victim again. The victim decided to prepare the mines for destruction, took the deminer's "spade" and sent him away. When the deminer reached the safe area the detonation occurred at 09:55.

This article discusses the preconditions for settling ethnic conflict through a constitutional compromise: democracy. The focus is on the conditions for transition to democracy amidst intense ethnic strife. What factors facilitate transition to democracy and what factors are obstacles? It is assumed that the attitude of social groups to democracy is determined by their leaders' rational calculations of the prospects of social, economical and political benefits. In other words, social groups have the capacity to formulate collective interests and act strategically to further them, and their leaders choose the alternative path of action with the highest expected benefits among …

This paper summarizes priorities for the Environmental Protection Agency's federal environmental policy agenda. Ten issue areas are investigated, and major issues, problems and proposals are addressed for each of the areas. The proposed policies range in scope from recommendations for research, new legislation and amending existing legislation to new regulatory approaches and changes in existing regulations. Each policy recommendation identifies environmental policy measures that deserve priority status and a rationale for each proposal. These measures include changes to existing policy, reaffirmation of important existing policies, and the elimination of unwise policies. Somalia, Rwanda and what was once Yugoslavia reveal the shocking inadequacies of the 'security regime' of our post-cold-war world. One response to these disasters has been to field more UN Peacekeeping operations; more operations were mounted in the four years between 1988-1992 than the previous forty. Yet, as we all know, this development was far from adequate, and in the end has brought the whole idea of UN peacekeeping into question. The 1996 session of the Nebraska Unicameral enacted several bills focusing on the organization and cost of local governments. One bill-LB 1085--provided new, more specific language and procedures governing county consolidation and service cooperation. Coupled with the new language and procedures was a requirement that each county complete by January, 1998 a study of whether property taxes might be reduced through the consolidation of offices, services and/or county governments.

The escalation of interest in information as a corporate resource is reflected in the military's quest for information superiority. A volume of directives, articles, and doctrine is appearing to meet the unique challenges presented by information as a resource. Discussions of how to achieve information superiority have given rise to investigations of such related concepts as information warfare and information operations, with associated taxonomies and ideas of how to use information capabilities for attack and defense. This study examines the impact legislation, such as the Family Support Act of 1988, Child Support Recovery Act of 1992 and Ted Weiss Child Support Enforcement Act of 1992 had on child support enforcement in Federal Region V states (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin). These pieces of legislation authorize coercive means to force noncustodial parents to meet their child support obligations. Child support is the money noncustodial parents are obligated to pay for the support of their children on a monthly basis. Child support laws have been enacted to increase the number of noncustodial parents located, paternities established, …
