The Requirements Of Citizenship In A Modern Democracy, Joseph Stahl

Our current understanding of citizenship is grounded in our culture of individualism and results in a flawed conception of the good citizen in a liberal democratic state. The culture of individualism presents a flawed view of the person, fails to recognize our interconnections and common problems, encourages only adversarial democracy, alters the nature of our democracy and fails to recognize the potentials of common action. For these reasons the culture of individualism destroys meaningful citizenship as it alienates us from one another and prevents us from recognizing a limited common good --the protection and enhancement of each individual's life opportunities. …

The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature.

One of the most important changes in Congress in decades was the extensive congressional reforms of the 1970s, which moved the congressional budget process into the focus of congressional policy-making and shifted decision-making away from committees. This overwhelming attention to the federal budget allowed party leaders to emerge as central decision makers. Palazzolo traces the changing nature of the Speaker of the House's role in the congressional budget process from the passage of the Budget and Impoundment Control Act of 1974 to the 100th Congress in 1988. Before the reforms of the 1970s, at least since the revolt against Speaker Joseph G. Cannon in 1910, party leaders of the House of Representatives performed tasks designed to mediate party interests both within and outside of the House. Within the House, their most important functions included organizing the party, scheduling bills, building coalitions, distributing and collecting information, and maintaining party harmony (Ripley 1967). Meanwhile, committee chairs exercised the most discretion over specific policy issues. Genocide is a modern term whereby groups of people are killed on the basis of their religion, race, ethnicity, or nationality. This book suggest that modernity and the tremendous social differentiation that is a part of our modern world may, in part, be to blame. The authors examine textbook 20^th century horrors: from the massacre of the Armenians, to the planned famine in the Ukraine, to the Holocaust, and links of modern warfare to genocide.
