Poor Relief In Tudor England, Edith Burrows

In many respects the sixteenth century in England marks the beginning of a definite acceleration toward modern humanitarianism. It was an era characterized by the slow decline and definite disappearance of all aspects of manorial society. The progressive changes in institutions and the way of thinking reciprocally aided each other, hastening the rise of a new, more humane society. The reforms, at first hesitant and cautious, were by the end of the century confident and deliberate.

Some Regional Implications Of Fiscal Federalism, Roy W. Bahl, Robert J. Saunders

The function of this analysis is to explore the degree to which the level of state and local government spending is influenced by the level of per capita federal aid when states are analyzed, not in aggregate, but by region of location. The data were taken from the Census of Governments annual report on governmental finances and was analyzed statistically using a multivariate technique where a set of qualitative regressors was introduced to account for region of location. The results of the work indicate strong regional disturbances in the expenditure-grants function, and do not reveal a strong discernible trend toward …

Bidding Theory And The Treasury Bill Auction: Does Price Discrimination Increase Bill Prices?, Vernon L. Smith

This paper is not directed to the question of whether the Treasury should or should not practice in the public sector what the Clayton Act prohibits in the private sector. The paper is concerned exclusively with the theoretical question of whether the Treasury would necessarily receive higher prices by employing price discrimination than it could get by selling the issues at a single price. From a theory of bidding under uncertainty, which seems to apply naturally to the Treasury auction, it will be shown that buyers may be expected to enter lower bids under price discrimination than they would for …
