In the aftermath of the financial crisis and economic recession of 2008, it is important to reflect not only on its causes, but also on specific policies that can help countries to move towards sustained economic growth. This publication provides a compendium of lectures that intend to do this. The focus of the discussion is around the U.S. (first two chapters) and Latin America (last chapter), which enhances our understanding of the forces at play and the necessary policies that need to be implemented in different regions of the world. Temporary Help Employment In Recession And Recovery, Susan Houseman, Carolyn Heinrich

The temporary help industry, although small, plays a significant role in the macro economy, reflecting employers’ growing reliance on temporary help agencies to provide flexibility in meeting staffing needs. Drawing on detailed temporary-help order data between 2007 and 2011 from a large, nationally representative staffing company, we provide insights into the characteristics of temporary help work, employers’ use of temporary agencies to screen workers for permanent positions, and the industry’s role in labor market adjustment over the business cycle. Short-Time Compensation As A Tool To Mitigate Job Loss? Evidence On The U.S. Experience During The Recent Recession, Katharine G. Abraham, Susan N. Houseman

During the recent recession only 17 states offered short-time compensation (STC)—pro-rated unemployment benefits for workers whose hours are reduced for economic reasons. New federal legislation will encourage the expansion of STC. Exploiting cross-state variation in STC, we present new evidence indicating that jobs saved during the recession as a consequence of STC could have been significant in manufacturing, but that the overall scale of the STC program was generally too small to have substantially mitigated aggregate job losses in the 17 states. Expansion of the program is necessary for STC to be an effective counter-cyclical tool in the future.

An efficacious economic stimulus to help the U.S. economy recover from its current recession is the revival of the New Jobs Tax Credit. Unlike the original credit utilized by the federal government in 1977– 1978, the new version should be a refundable credit but at a lower current dollar value. My 2001 book, Jobs for the Poor: Can Labor Demand Policies Help? proposed a permanent version f the New Jobs Tax Credit that would be automatically triggered when the unemployment rate is high. My estimates, updated to 2008, suggest that such a revised credit might increase aggregate U.S. employment by …

Upjohn Institute researchers will estimate the extent to which recessions have a persistent effect on per capita income in the most severely affected local areas. If persistent effects are identified, the project will explore which indicators will best identify the local areas that suffer from persistently lower per capita income. Prolonged local distress may rationalize federal policy to assist residents in the identified regions, either individually or regionally. Any such federal policy needs reliable indicators of which regions are most likely to suffer persistent economic distress. The U.S. Department of Labor's Employment and Training Administration issued Training and Employment Guidance Letter (TEGL) 09-08 Change 1 on June 5, 2009. This guidance letter revises the Government Performance and Results Act (GPRA) performance measures for federal workforce development programs to take into account the effect of the recession on participants' labor market and educational outcomes. As described in the TEGL, the performance targets of the various workforce development programs have been developed for use for the years PY2008 through PY2010. They are intended to be used for PY2009 performance target negotiations and will appear in the President's Budget …

Do firms demand more skilled workers in a slack labor market? We use a new database of job vacancy postings, containing a near-universe of electronic posts in U.S. metro areas, collected by the firm Burning Glass over the period 2010-2013. We find evidence of upskilling – firms demanding more skilled workers – when the local unemployment rate is higher, i.e., in places where the recovery following the Great Recession was slower. Our estimates imply that firms demand three-quarters of a year more schooling on average in a large recession compared to a boom. We find that at least two-thirds of …
