Florida faces a unique set of emergency management hazards prompted by the state’s geography, high volume of tourism, and position as a hub of international trade. This paper presents a research study in the field of emergency management. The study aims to identify training or educational needs for the emergency manager at the local level of government to effectively handle disasters. The study uses phenomenon theory with semi-structured interviews that gather data from emergency managers that have experience with major disasters and training requirements. Participants were experts in the emergency management profession with the ability to speak appropriately about the phenomenon. Sudden cardiac arrest continues to be a major cause of firefighter deaths during training due to a lack of individual firefighter adherence to National Fire Protection Association (NFPA) standards. These standards identify requirements for fire departments to create and maintain fitness programs. Existing research has not identified any relationships between training fatalities and individual firefighter adherence to NFPA 1583, Standard on Health-Related Fitness Programs for Fire Department Members. Critics argue the United States has failed to prepare, protect and respond to incidents involving the national electric grid leaving communities vulnerable to prolonged power outages. The failure of communications, particularly related to interoperability, between police and firefighters responding to dangerous situations has resulted in death or injury to themselves or those they strive to protect. For many regions and local governments, budgetary restraints limit funds appropriated for emergency management activities to inadequate levels, and little guidance exists related to decision factors used by elected officials in identifying budget and ordinance priorities. Using Kwon, Choi, and Bae's conceptualization of punctuated equilibrium theory, the purpose of this case study was to examine how decision factors influenced Hampton Roads, Virginia, elected official disaster recovery policy between 2003 and 2012. Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. This ethnographic and phenomenological study examined the relationship between the benefits and compensation afforded to emergency responders; their perceptions of work equity, equality, justice, and risk management; and the effect of perceived equity, equality, justice, and risk management on the execution of an emergency responder's duties. The data was collected through interviews with members of the culture group, including law enforcement officers, firefighters, and emergency medical responder's (n = 24).
