Roll-call votes provide scholars with the opportunity to measure many quantities of interest. However, the usefulness of the roll-call sample depends on the population it is intended to represent. After laying out why understanding the sample properties of the roll-call record is important, we catalogue voting procedures for 145 legislative chambers, finding that roll calls are typically discretionary. We then consider two arguments for discounting the potential problem: (a) roll calls are ubiquitous, especially where the threshold for invoking them is low or (b) the strategic incentives behind requests are sufficiently benign so as to generate representative samples. Living In Gang-Controlled Neighborhoods: Impacts On Electoral And Nonelectoral Participation In El Salvador, Abby Córdova

Gangs’ territorial control affects the lives of residents in thousands of neighborhoods across Latin America, particularly in northern Central American countries. I argue that gang dominance constrains the ability of neighborhood residents to mobilize politically and consequently resist gang violence through institutionalized channels. Living in gang-controlled neighborhoods results in fewer incentives and opportunities to make political elites accountable for one’s personal safety. Even residents who have already experienced crime firsthand are discouraged from turning to politics as a strategy to change the status quo. My theoretical insights identify mechanisms through which gangs’ neighborhood control affects nonelectoral and electoral participation. To …

Whether on matters of politics or physics, Aristotle's criticism of his predecessors is not generally considered a model of charitable interpretation. He seems to prefer, as Christopher Rowe puts it, "polemic over accuracy" (2003, 90). His criticism of the Laws is particularly puzzling: It is much shorter than his discussion of the Republic and raises primarily technical objections of questionable validity. Indeed, some well-known commentators have concluded the criticisms, as we have them in the Politics, were made of an earlier draft of the Laws and that Plato, in light of these criticisms, revised the final version. Religious movements have long been challenging the modernist and secularist ideas around the world. Within the last decade or so, pro-religious parties made significant electoral advances in various countries, including India, Sudan, Algeria, and the Palestinian territories. In this article, we focus on the rise of the pro-religious Justice and Development Party (Adalet ve Kalkinma Partisi- AKP) to power in the 2002 elections in Turkey. Using the Turkish experience with political Islam, we evaluate the explanatory value of Mark Juergensmeyer's rise of religious nationalism theory, with a special emphasis on the "failed secularism" argument. When Church Teachings And Policy Commitments Collide: Perspectives On Catholics In The U.S. House Of Representatives, William E. Hudson, Elizabeth A. Oldmixon

This article investigates the influence of religious values on domestic social policy-making, with a particular focus on Catholics. We analyze roll call votes in the 109th Congress and find that Catholic identification is associated with support for Catholic Social Teaching, but both younger Catholics and Republican Catholics are found less supportive. In followup interviews with a small sample of Catholic Republicans, we find that they justify voting contrary to Church teaching by seeing its application to domestic social issues as less authoritative than Church moral teachings on issues like abortion.

A View From The Top: International Politics, Norms And The Worldwide Growth Of Ngos, Kim D. Reimann

This article provides a "top-down" explanation for the rapid growth of nongovernmental organizations (NGOs) in the postwar period, focusing on two aspects of political globalization. First, I argue that international political opportunities in the form of funding and political access have expanded enormously in the postwar period and provided a structural environment highly conducive to NGO growth. Secondly, I present a norm-based argument and trace the rise of a pro-NGO norm in the 1980s and 1990s among donor states and intergovernmental organizations (IGOs), which has actively promoted the spread of NGOs to non-Western countries. The situation of Yemeni women is complicated and contradictory. On the one hand, compared with relatively fashionforward Mediterranean Arabs, or even their affluent sisters in the Gulf, Yemeni women appear to be especially oldfashioned. One rarely sees a Yemeni woman outdoors bareheaded, and in the capital, Sana'a, most women cover their faces in public. Yet outward appearances can be misleading. While it is tempting to assume that women "still" veil because "tradition" tells them to, it is simply wrong to conclude that "traditionally" all women were secluded in their homes, or that how they dress now tells us much about …

Among the nations of the Arabian Peninsula, Yemen is the most populous, the poorest, and the most politically liberal. It is the only republic where sovereignty theoretically rests with its 16 million inhabitants, not with a monarch. The constitution promulgated in 1991 and amended in 1994 guarantees many basic rights and liberties to all adult citizens, including rights to vote, run for office, and join political parties. Since Yemeni unification in 1990, two rounds of contested, multiparty parliamentary elections in 1993 and 1997 involved women as well as men in the political process as voters, candidates, volunteers, and reporters.
