The human right to sexual and reproductive health, as defined at the International United Nations Conference on Population and Development (Cairo, 1994), continues to be a pending issue in Chile. The sexual and reproductive health of indigenous women emerges as a crucial issue within this field due to Chile’s history of cultural ignorance and a dictatorial healthcare system. This work, completed during the month of May 2008, characterizes the experience of rural Aymara families and the experiences of their children, who migrate from their pueblos in the Andean high plains to the city of Arica in the first region of Chile for educational reasons. The study consists primarily of qualitative analysis of interviews with youth who currently reside in Arica while studying, their caretakers in the city, their mothers in the pueblos and directors of educational organizations in both Putre and Arica. Today it seems they are faced with the impossible choice of being poor and without the resources to maintain their culture, or succumbing to the pressures of a world imbued with globalization and equally changing what is fundamentally theirs. This investigation is focused on the written, printed press in Chile. The basic thesis question is this: how can it be that under democracy, there is such an anti-democratic printed press? Since Pinochet’s defeat by the ‘No’ vote in 1988 and the restoration of democracy, leftist, independent, critical publications have not been able to survive. The Chilean governments under La Concertación have been blatantly preferential, giving around 70% of $500 million dollars in state sponsored ads—each year—to two main printing companies and the papers they own: Edwards group and Copesa. This paper is the culmination of a month spent conducting interviews and researching the ways in which the armed forces and the civilian population of Chile relate to one another through the obligation of one year of military service for all 18 year-old males. Referencing Chilean history since the end of World War II, this paper overviews the arguments of progressive groups which constitute the movement against obligatory military service and discusses how they have come to understand the armed forces in the context of democracy.

This project seeks to explore connections between the neoliberal economic model with the migratory patterns of the mapuche, an indiginous people group in Chile. Since the imposition of neoliberalism the mapuche have been forced to migrate from the country to urban centers in order to survive. Chile has taken control over the majority of mapuche land, forcing an economy of subsistence agriculture on the pueblo. Thus, the youth vacate their communities, migrating to the cities to try and provide a future for their families.
